Regarding the approval of the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period: "Environmental Protection and Disaster Prevention"

MINISTER OF THE MINISTRY OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT

BASED ON DECREE NO. 22/CP dated MAY 22, 1993 of THE GOVERNMENT on the tasks, powers, and organizational structure of the Ministry of Science and Technology and Environment;

Pursuant to Decision No.: 82/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the direction, objectives, tasks, and main scientific and technological programs of the National Key Science and Technology Program for the 2001-2005 period;

Considering the proposals of the Heads of the Department of Social Sciences and Natural Sciences Management, the Department of Planning,

DECISION:

Article 1. Approve the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period: "Environmental Protection and Disaster Prevention"Code: KC.08 (Annex attached).

Article 2. The Heads of the Department of Social Sciences and Natural Sciences Management, the Department of Planning, the Director of the Ministry's Office, the Heads of units under the Ministry of Science, Technology and Environment, and the Heads of related agencies and organizations are responsible for implementing this Decision./.

MAIN OBJECTIVES AND CONTENTS OF THE NATIONAL KEY SCIENCE AND TECHNOLOGY PROGRAM FOR THE 2001-2005 PERIOD: "ENVIRONMENTAL PROTECTION AND DISASTER PREVENTION", CODE: KC.08

a. Objectives:

- Provide scientific basis for the development of environmental protection planning, serving sustainable economic and social development in key economic regions, regional environmental planning, and river basin planning.

- Clarify the distribution patterns and evolution of dangerous natural disasters in Vietnam, focusing on earthquakes in Northwest, severe landslides in some areas, unusual weather events causing heavy rain and floods in many regions, to serve the proposal of solutions, policies, and strategies to prevent and mitigate the impact of natural disasters over the next few decades.

- Provide scientific basis for comprehensive solutions to develop the economy and society according to the requirements of living with floods in the Mekong Delta.

b. Main contents:

- Evaluate the evolution of environmental resources during the industrialization and modernization of the country. Study and experiment with environmental protection planning to serve sustainable development for some key economic regions from the perspective of environmental economics; propose policies and technological solutions to improve urban, rural, and traditional craft village environments.

- Study and build a comprehensive management model for resources and the environment along river basins.

- Analyze the basic characteristics of ecosystems, forecast trends of degradation and potential areas for ecological crises in Vietnam.

- Identify patterns and trends of earthquake occurrence in Northwest and other geological hazards (flash floods, landslides, erosion...); propose preventive measures, especially for earthquakes in Northwest in general and the Son La Hydropower area in particular.

- Study and comprehensively evaluate the factors causing floods in sensitive areas. Analyze factors causing landslides and predict landslide prevention in some river areas.

- Conduct comprehensive research on floods in the Mekong Delta, apply advanced technologies to enhance flood forecasting accuracy and control measures.

- Study transportation and infrastructure solutions, agricultural and aquaculture production solutions for flooded areas, and organizational solutions for residents' lives during the flood season to ensure their safety and property.

- Study economic, social, cultural, and environmental policies for sustainable development in the Mekong Delta under conditions of coexisting with floods. Study implementation plans for proactive coexistence with floods in each area within the Mekong Delta based on comprehensive solutions for the entire region.
