THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73-CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the total amount of reserve materials for flood and storm prevention approved by the Government in Document No. 4172-KTTH dated August 23, 1993,
Pursuant to Decision No. 207/2000/QĐ-BTC of the Minister of Finance on the allocation of state budget revenue and expenditure plan for the Ministry of Agriculture and Rural Development in 2001.
At the proposal of the Director of the Flood Control and Dike Management Bureau.
DECISION:
Article 1. Allocate the plan index for purchasing reserve materials to prevent floods and storms in 2001 to provinces (cities) with dikes from Ha Tinh province northward, with quantities and types as follows:
- Boulder: 27,000 (m3); - Steel cages: 3,500 (cages);
- Crushed stone: 5,000 (m3); - Sandbags: 1,110,000 (bags);
- Yellow sand: 4,000 (m3);
Total budget: Five billion VND.

Article 2. For reserve materials for flood control allocated to provinces (cities) with a value of 200 million VND or more, tendering must be organized for purchase; Tender regulations shall be implemented according to Circular No. 121/2000/TT-BTC dated December 29, 2000 of the Ministry of Finance. Materials with a value below 200 million VND do not require tendering but the purchase price must be competitive bidding price.
Article 3. The management and use of reserve materials for flood control shall be carried out in accordance with Decision No. 156TL/QĐ dated August 8, 1994 of the Ministry of Water Resources (now the Ministry of Agriculture and Rural Development).
Article 4. Based on the allocated reserve material indices for flood control, the Departments of Agriculture and Rural Development of provinces (cities) shall prepare budgets for submission to the Ministry of Agriculture and Rural Development (Flood Control and Dike Management Bureau) for review and funding. After purchasing the materials, the final acceptance and settlement shall be conducted according to current regulations.
Article 5. The Flood Control and Dike Management Bureau, the Departments of Agriculture and Rural Development of provinces (cities) listed in Article 1 (as shown in the attached annex) are responsible for implementing this decision./.
