Decision No. 23/2004/QĐ-BGTVT of the Minister of Transport promulgates the Continuous Record of Seagoing Vessels, amendments and supplements to the Continuous Record of Seagoing Vessels, and the list of these amendments and supplements, applicable to seagoing vessels operating on international routes. ISSUING THE TEMPLATE "CONTINUOUS SHIP'S RECORD", THE TEMPLATE "AMENDMENTS AND ADDITIONS TO THE CONTINUOUS SHIP'S RECORD" AND THE TEMPLATE "LIST OF AMENDMENTS AND ADDITIONS TO THE CONTINUOUS SHIP'S RECORD"
THE MINISTER OF TRANSPORTATION
Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to Decision No. 191/2003/QĐ-TTg dated September 16, 2003 of the Prime Minister approving amendments and additions to certain chapters of the International Convention on Safety of Life at Sea in 2002;
Pursuant to amendments and additions to certain chapters of the International Convention on Safety of Life at Sea in 2002, the Maritime Law on ship and port security, and Resolution A. 959 (23) dated December 5, 2003 of the International Maritime Organization promulgating and guiding the maintenance of the Continuous Ship's Record template;
At the proposal of the Director of the Legal Department and the Director of the Vietnam Maritime Administration,
DECISION:
Article 1.
1. The templates "Continuous Ship's Record", "Amendments and Additions to the Continuous Ship's Record" and "List of Amendments and Additions to the Continuous Ship's Record" specified in the Appendix attached hereto shall be applied to Vietnamese ships operating on international routes and Vietnamese ship operating companies on international routes.
2. The templates "Continuous Ship's Record", "Amendments and Additions to the Continuous Ship's Record" and "List of Amendments and Additions to the Continuous Ship's Record" mentioned in Clause 1 of this Article shall replace the template "Ship's Record" stipulated in Appendix 2 of Decision No. 170/2004/QĐ-BGTVT dated January 16, 2004 of the Minister of Transport on the application of the 2002 amendments and additions to the SOLAS 74 Convention and the Maritime Law on ship and port security.
Article 2. The Director of the Vietnam Maritime Administration shall be responsible for organizing the implementation and guiding relevant agencies, units, and individuals to implement this Decision and other provisions according to Resolution A. 959 (23) dated December 5, 2003 of the International Maritime Organization.
Article 3.
1. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decision shall be abolished.
2. The Heads of the Office, the Inspectorate, the Department Heads under the Ministry, the Directors of the Vietnam Maritime Administration, the Director of the Vietnam Ship Survey Bureau, the Heads of relevant agencies, units, and individuals shall be responsible for implementing this Decision.
