Pursuant to the Law on Legislative Regulatory Documents dated November 12, 1996 and the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated December 16, 2002;
Pursuant to the Railway Transport Law dated June 14, 2005;
Pursuant to the Quality of Goods Ordinance dated December 24, 1999;
Pursuant to the Government Decree No. 34/2003/NĐ-CP dated April 4, 2003 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Considering the proposal of the Director of the Vietnam Vehicle Inspection Bureau, the Head of the Science and Technology Department.

Article 1. The Industry Standard "Railway Transport Vehicles - Passenger Cars - Inspection Methods for Production and Assembly" accompanying this Decision is hereby issued.

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 3. The Heads of the Office, the Heads of the Science and Technology Department, the Directors of the Vietnam Vehicle Inspection Bureau, the Vietnam Railways Corporation, and the Heads of relevant units and individuals are responsible for implementing this Decision.
