THE MINISTER OF INDUSTRY
Pursuant to Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to Decree No. 115/2005/ND-CP dated September 5, 2005 of the Government stipulating the autonomous mechanism and responsibility-bearing operation of public scientific and technological organizations;
Pursuant to Circular Joint Circular No. 12/2006/TTLT-BKHCN-BTC-BNV dated June 5, 2006 of the Ministry of Science and Technology, Ministry of Finance, and Ministry of Home Affairs guiding the implementation of Decree No. 115/2005/ND-CP dated September 5, 2005 of the Government stipulating the autonomous mechanism and responsibility-bearing operation of public scientific and technological organizations;
Pursuant to Decision No. 3640/QD-BCN dated December 15, 2006 of the Minister of Industry approving the Project to transform the Institute for Ceramics and Glass Industry into a scientific and technological organization implementing the autonomous mechanism and responsibility-bearing operation as prescribed in Decree No. 115/2005/ND-CP;
Considering the proposal of the Director of the Institute for Ceramics and Glass Industry at Report No. 119/VNC dated September 16, 2006;
At the recommendation of the Head of the Personnel and Organization Department.
DECISION:
Article 1. Attached to this Decision is the Charter on Organization and Operation of the Institute for Ceramics and Glass Industry - scientific and technological organization implementing the autonomous mechanism and responsibility-bearing operation under the model of an institute with member units.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Heads of the Ministry's Office, Inspectorate, Department Heads, Bureau Chiefs, Heads of agencies and units under the Ministry, and the Director of the Institute for Ceramics and Glass Industry are responsible for enforcing this Decision./.
