Based on Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Article 1. Other types of artistic performances

Considering the proposal of the Director of the International Cooperation Department and the Head of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Position and Functions

The International Cooperation Department is an agency under the Ministry of Culture, Sports and Tourism with the function of assisting the Minister in managing state affairs regarding international relations, cooperation, and integration in the fields of culture, family, sports, and tourism; it is entrusted by the Minister with the responsibility for managing and guiding international cooperation, exchange, and integration activities in the fields of culture, family, sports, and promoting tourism according to the foreign policy of the Party, state policies, and laws.

The International Cooperation Department has its own seal and an account at the State Treasury.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Drafting and submitting to the Minister draft regulatory legal documents, treaties, or international agreements concerning the fields of culture, family, sports, and tourism.

2. Drafting and submitting to the Minister programs, strategies, short-term, medium-term, and long-term plans for international cooperation in the fields of culture, family, sports, and promoting tourism.

Drafting research plans on cultural diplomacy, foreign cultural policy, and international cooperation policies in the fields of culture, family, sports, and tourism, and organizing their implementation after approval.

Directly participating or proposing relevant departments under the Ministry to participate in multilateral and bilateral cooperation mechanisms in the fields of culture, family, sports, and tourism.

Serving as the coordinating body to organize and implement national and international events and programs related to external activities in the fields of culture, family, sports, and tourism to promote external propaganda work, introduce, and promote the image of Vietnam.

Taking the lead in coordinating with relevant functional agencies to manage state affairs concerning activities in the fields of culture, family, sports, and tourism conducted by foreign cultural centers, representative offices, and foreign organizations and individuals in Vietnam.

Monitoring, guiding, supervising, and inspecting the implementation of international agreements, treaties concerning culture, family, sports, and tourism that Vietnam has signed or joined, and related legal provisions concerning international exchanges and cooperation within the scope of the Ministry's management.

Being the focal point for international relations and international integration of the Ministry of Culture, Sports and Tourism; organizing transactions, contacts, introductions, and participating in the appraisal of foreign investment, joint ventures, and joint operations projects in the fields managed by the Ministry. Implementing certain programs and projects from foreign aid and funding sources of intergovernmental and nongovernmental organizations in the fields of culture, family, sports, and tourism as assigned by the Minister.

Taking the lead in coordinating with relevant agencies to study and build programs and projects for developing Vietnamese cultural centers, cultural promotion offices, and cultural attaché systems abroad, and submit them for approval by competent authorities.

Guiding and managing the content of activities of Vietnamese cultural centers, cultural promotion offices, and the cultural attaché system at Vietnamese representative offices abroad.

Coordinating with the Cadre and Civil Servant Organization Department and related agencies to develop plans for recruitment and training of cadres and civil servants to be dispatched for terms of service at Vietnamese cultural centers, cultural promotion offices, and as cultural attachés at Vietnamese representative offices abroad.

Drafting annual outbound and inbound delegation plans and major external activity programs, submitting them to the Minister for approval, and organizing their implementation as assigned by the Minister. Directly managing the budget allocated for external activities managed by the Ministry, including: inbound and outbound delegation budgets; budgets for external activity programs and cultural, family, sports, and tourism promotion work at the national level abroad.

Organizing the production and being responsible for the content of cultural and information products serving the introduction and promotion of Vietnam's image, enhancing cultural and tourism promotion at cultural centers, cultural promotion offices, and Vietnamese representative offices abroad.

Serving as the focal point for managing, guiding, and implementing consular procedures and entry-exit formalities for Vietnamese and foreign individuals participating in international cultural, family, sports, and tourism exchange, cooperation activities in accordance with the law.

Implementing administrative reform contents according to the Ministry's program and plan.

Proposing rewards for foreign individuals and overseas Vietnamese who have made significant contributions to the development of culture, family, sports, and tourism in Vietnam.

Managing organizational structures and staffing; implementing policies and regulations for officials, civil servants, and employees under the Department's jurisdiction; managing and using assets, finances, and resources allocated according to the law and the Minister's delegation.

Performing other tasks assigned by the Minister.

Article 3. Organizational Structure

1. The Director and Deputy Directors.

2. Specialized and professional divisions:

a) Office of the Department;

b) Accounting and Finance Division;

c) Asia-Pacific Division;

d) Europe Division;

đ) America and Africa Division.

3. Affiliated organizations:

Cultural, Sports, and Tourism Promotion Center.

The Director of the International Cooperation Department is responsible for arranging officials, civil servants, employees, and laborers according to the job title structure and professional standards; drafting and promulgating the Rules on the organization and operation of the Department.

Article 4. Effective date

This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 31/2004/QĐ-BVHTT dated June 18, 2004 of the Minister of Culture and Information stipulating the functions, tasks, powers, and organizational structure of the International Cooperation Department.

Article 5. Responsibilities for Implementation

The Director of the Office, the Heads of the Cadre and Civil Service Department, the Planning and Finance Department, the International Cooperation Agency, the Heads of agencies and units under the Ministry, and the Heads of related agencies and units are responsible for implementing this Decision./.
