DECISION OF THE PRIME MINISTER
Regarding the supplementation of Clause 1, Article 3 of Decision No. 78/2004/QĐ-TTg dated May 7, 2004 of the Prime Minister Decision No. 78/2004/QĐ-TTg dated May 7, 2004 of the Prime Minister on adjusting and supplementing certain mechanisms and policies to accelerate the progress of building clusters and residential areas in flood-prone provinces in the Mekong Delta

Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the proposal of the Minister of Construction,
DECISION:
Article 1. Supplement Clause 1, Article 3 of Decision No. 78/2004/QĐ-TTg dated May 7, 2004 of the Prime Minister on adjusting and supplementing certain mechanisms and policies to accelerate the progress of building clusters and residential areas in flood-prone provinces in the Mekong Delta as follows:
"For projects constructing embankments around existing residential areas under the program of building clusters and residential areas in flood-prone regions of the Mekong Delta that have been implemented before the effectiveness of the aforementioned Decision, which are consistent with local water resources planning and regional flood control planning, shall be allowed to utilize 100% of the central budget funds allocated to the locality according to Decision No. 216/2002/QĐ-TTg dated March 25, 2002 of the Prime Minister for implementation."
Article 2. The Ministry of Finance shall take the lead and coordinate with the Ministry of Construction and relevant agencies to guide and instruct the provinces and cities in the flood-prone region of the Mekong Delta on the settlement and finalization of projects constructing embankments around existing residential areas in accordance with this Decision.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of People's Committees of the provinces and cities: An Giang, Dong Thap, Long An, Kien Giang, Hau Giang, Vinh Long, Tien Giang, Can Tho are responsible for implementing this Decision.
