Regulations on the Framework Program for Intermediate Vocational Qualification and the Framework Program for Higher Vocational Qualification in the Health and Social Services Occupation Group

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualification and the framework program for higher vocational qualification;

Pursuant to the assessment results of the Assessment Council and the proposal of the General Department of Vocational Training regarding the issuance of the framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupations: Pharmaceutical Production Technology; Prosthetic Tool Manufacturing; Family Care Service;

The Ministry of Labor, Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the above occupations as follows:

Article 1. Scope of Regulation and Applicability:

This Circular stipulates the framework program for intermediate vocational qualification and the framework program for higher vocational qualification to be applied to vocational training institutions, including public and private colleges and technical schools, universities, colleges, and secondary specialized schools (hereinafter referred to collectively as vocational training institutions) that have registered to provide vocational training for the occupations specified in this Circular;

The framework program for intermediate vocational qualification and the framework program for higher vocational qualification stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework program stipulated in this Circular includes:

1. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Pharmaceutical Production Technology" (Annex 1);

2. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Prosthetic Tool Manufacturing" (Annex 2);

3. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Family Care Service" (Annex 3).

Article 3. Responsibility for Developing Vocational Training Programs:

Based on the provisions of this Circular, the principals of vocational colleges, technical schools, universities, colleges, and secondary specialized schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, review, and approval of the vocational training programs of their respective institutions.
