Issuing the Regulations on the National Defense and Security Education Sports Meet in Secondary Schools

in secondary general education schools

Based on the Law on National Defense Education and Security dated June 19, 2013;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education;

Pursuant to Circular No. 02/2017/TT-BGDĐT dated January 13, 2017 issued by the Minister of Education and Training on the National Defense and Security Education Program in Secondary Schools;

At the proposal of the Director of the Department of National Defense and Security Education,

The Minister of Education and Training issues this Circular on the Regulations on the National Defense and Security Education Sports Meet in Secondary Schools.

Article 1. Attached hereto are the Regulations on the National Defense and Security Education Sports Meet in Secondary Schools.

Article 2. This Circular takes effect from November 13, 2018 and replaces Decision No. 65/2008/QĐ-BGDĐT dated November 28, 2008 issued by the Minister of Education and Training on the Rules for Content Testing in the National Defense and Security Education Sports Meet for Secondary School Students.

Article 3. The Heads of the Office, Directors of the Departments of National Defense and Security Education and Secondary Education, heads of relevant units under the Ministry of Education and Training, Chairmen of Provincial People's Committees, Directors of Departments of Education and Training, and related organizations and individuals are responsible for implementing this Circular.

Regulations on the National Defense and Security Education Sports Meet in Secondary Schools

(Issued pursuant to Circular No. 23/2018/TT-BGDĐT dated September 28, 2018)of the Minister of Education and Training)

 

PART I

GENERAL PROVISIONS

 

Article 1. Scope of Regulation and Applicability

Article 1. These regulations stipulate the National Defense and Security Education Sports Meet (NDSESM) in secondary schools, including: the content and form of competition; the participants and conditions for participation in the Sports Meet; the authority to organize the Sports Meet, the Organizing Committee, the Secretariat, and the Judging Panel of the Sports Meet; the conditions and rules for competition content; methods for calculating results and ranking achievements.

Article 2. These regulations apply to students in secondary schools and comprehensive schools with multiple levels that include secondary school education (hereinafter referred to as secondary schools); related organizations and individuals.

Article 2. Objectives and requirements for organizing the Sports Meet

Clause 1. Objectives of organizing the Sports Meet

a) To improve the quality of NDSESM subjects, linking study with practical activities; to organize and manage the implementation of the NDSESM subject curriculum in secondary schools; to promote the learning and training competition movement between schools and localities;

b) To identify individuals and groups with outstanding achievements in learning and training, thereby developing plans to expand exemplary cases and propose practical solutions to continue effectively guiding the implementation of NDSESM tasks in subsequent years.

Clause 2. Requirements for organizing the Sports Meet

a) Competition contents must be part of the NDSESM program in secondary schools issued by the Ministry of Education and Training;

b) The organization of the Sports Meet must be serious, objective, honest, safe, and economical.

Article 3. Levels, time, and location for organizing the Sports Meet

1. The school-level Sports Meet is organized once a year, the provincial-level Sports Meet is organized every two years, and the national-level Sports Meet is organized every four years.

2. The time for organizing the Sports Meet is decided by the School Principal or Provincial Department of Education and Training and is determined in the activity implementation plan from the beginning of the academic year. The national-level Sports Meet is determined in the annual plan and in the guidance at the start of the academic year.

3. The location for organizing the Sports Meet at each level is decided by the Sports Meet Organizing Committee Chairperson.

Article 4. Number and requirements for participants in the Sports Meet

1. The number of participants in the Sports Meet is decided by the Sports Meet Organizing Committee based on actual conditions, material facilities, and the annual budget of the locality.

2. Participants must wear military uniform, sports shoes, a hard or soft hat, and a Sports Meet badge.

3. Participants must be present before the day of the Sports Meet to undergo inspection and prepare (except for the school-level Sports Meet); they must be present twenty minutes before the exam for the Exam Board to conduct inspections; latecomers will lose their right to participate in the exam.

4. Strictly comply with the Regulations, rules, and provisions of the Sports Meet Organizing Committee.

 

Chapter II

CONTENT, FORM OF THE COMPETITION; OBJECTS AND CONDITIONS FOR PARTICIPATION IN THE SPORTS MEET

PARTICIPATION IN THE SPORTS MEET

 

Article 5. Competition Content

1. Collectives

a) General knowledge about national defense and security;

b) Squad formation.

2. By grade

a) Grade 10: Individual formation without weapons; first aid and casualty evacuation techniques; stretcher suspension technique;

b) Grade 11: Daytime AK submachine gun disassembly and assembly; basic combat movement positions and actions; throwing grenades accurately;

c) Grade 12: AK submachine gun shooting exercise 1 (prone position with support); armed running 800 meters carrying an AK submachine gun (male and female).

Article 6. Forms of Competition

1. The theoretical test is held in classrooms or auditoriums with content covering general knowledge about national defense and security. The theoretical test is a written test, either in essay form, multiple-choice questions, or a combination of both forms.

2. Practical tests are held in fields, specialized classrooms, multi-purpose stadiums, and training grounds for squad formation, individual formation without weapons, and grade-specific competition contents.

Article 7. Objects and Conditions for Participation in the Sports Meet

1. The object participating in the school-level Sports Meet is students currently studying at the school, who have good health to participate in all subjects and have achieved at least a Good grade in the National Defense and Security subject.

2. The object participating in the provincial-level Sports Meet is students currently studying at secondary schools in the province, who have good health to participate in all subjects, have achieved an Excellent grade in the National Defense and Security subject, and have high achievements in the school-level Sports Meet.

3. The object participating in the national-level Sports Meet is students currently studying at secondary schools nationwide, who have good health to participate in all subjects, have achieved an Excellent grade in the National Defense and Security subject, and have high achievements in the provincial-level Sports Meet.

 

Chapter III

AUTHORITY TO ORGANIZE THE SPORTS MEET, ORGANIZING COMMITTEE, SECRETARIAT, AND EXAM BOARD OF THE SPORTS MEET

SECRETARIAT, OVERSIGHT COMMITTEE FOR THE GAMES

 

Article 8. Authority to Organize the Sports Meet

1. The school-level Sports Meet is organized by the school. The School Principal is responsible for developing the content and organization plan for the Sports Meet according to the Regulations; reporting the plan to the National Defense and Security Council at the district, county, commune, ward level for coordination and organization of the Sports Meet; notifying the organization plan to teachers and participants at least one week before the event date.

2. The provincial-level Sports Meet is organized by the provincial education and training department. The Provincial Director is responsible for developing the content and organization plan for the Sports Meet according to the Regulations; reporting the plan to the National Defense and Security Council at the provincial level for guidance and facilitation of the Sports Meet; closely coordinating with the provincial Military Command, Public Security, and other provincial departments and military units stationed in the area to organize the provincial-level Sports Meet and participate in the national-level Sports Meet; the organization plan must be notified in writing to schools at least one month before the event date.

3. The national-level Sports Meet is organized by the Ministry of Education and Training. The Minister of Education and Training directs the organization, develops the content and organization plan for the Sports Meet according to the Regulations; reports the plan to the Central Steering Committee's permanent office for guidance; closely coordinates with the Ministry of National Defense, Ministry of Public Security, Military Regions, Corps, Services, Military and Police Academies to receive assistance in organizing the Sports Meet. The organization plan must be notified in writing to provincial education and training departments at least three months before the event date.

Article 9. Organizing Committee for the Sports Meet

1. The head of the unit organizing the Sports Meet shall issue a decision to establish the Organizing Committee

a) Organizing Committee for the School-level Sports Meet

The Chairperson is the Principal or Deputy Principal authorized to handle professional affairs; the Vice-Chairperson is the Deputy Principal or a representative from the National Defense and Security Education Council at the district, town, city, commune, ward level; members include experienced professional managers, reputable teachers with good professional qualifications; representatives from military command offices, public security agencies at the district, town, city, commune, ward level; representatives from military units stationed in the area;

b) Organizing Committee for the Department-level Sports Meet

The Chairperson is the Director of the Department of Education and Training or an authorized Deputy Director; the Vice-Chairperson is the Deputy Director of the Department of Education and Training or a representative from the National Defense and Security Education Council at the provincial, municipal level; members include heads and deputy heads of specialized departments, officers seconded to the Department of Education and Training, experienced professional managers of subject courses, reputable teachers with good professional qualifications; representatives from military command offices, public security agencies, representatives from departments and agencies within the province, municipality, town, commune, district; representatives from military and public security units stationed in the area;

c) Organizing Committee for the National Sports Meet

The Chairperson is a Deputy Minister of Education and Training; the Vice-Chairperson is the Director of the Department of National Defense and Security Education; members include Directors or Deputy Directors of the Secondary Education Department, Deputy Directors of the Department of National Defense and Security Education, Directors or Deputy Directors of the Political Education and Student Affairs Department, Directors or Deputy Directors of the Department of Commendation and Awards, representatives from the Central National Defense and Security Education Council's permanent office, representatives from professional agencies of the Ministry of National Defense and the Ministry of Public Security, representatives from the organizing unit's leadership, staff from the Department of National Defense and Security Education.

2. Duties and powers of the Chairperson of the Organizing Committee for the Sports Meet

    To organize and manage all activities of the Sports Meet according to the provisions of these Regulations; to develop the content, plan for organizing the Sports Meet and notify participating units; to draft the activity program, rules, and schedule; to prepare venues, equipment, facilities, funds, and other conditions necessary for the Sports Meet; to summarize, evaluate, and announce the results of the Sports Meet; to implement promotional tasks for the Sports Meet, to fulfill reporting requirements to management bodies as prescribed, and other related tasks.

3. Duties and powers of the Organizing Committee for the Sports Meet

To direct the activities of the Sports Meet, to issue decisions on establishing the Examination Board, Secretariat, Judging Board, and subcommittees; under the direct guidance of the Chairperson of the Organizing Committee, these boards and subcommittees carry out their work; to decide on the award structure of the Sports Meet; to revoke the examination rights of contestants and judging rights of judges if they violate the regulations stipulated in the Sports Meet Charter.

Article 10. Secretariat

1. Composition of the Secretariat

 The Chairperson of the Secretariat is one of the members of the Organizing Committee for the Sports Meet; members include general secretaries and secretaries of the judging subcommittees.

2. Duties and powers of the Secretariat

The Secretariat is a standing body, maintaining contact with members of the Organizing Committee and the Judging Board; assisting the Chairperson of the Organizing Committee in preparing content for Organizing Committee meetings, directive documents, and implementation of the Sports Meet; recommending and proposing individuals with sufficient capability to join the Judging Board and submitting a decision to establish the Judging Board to the Chairperson of the Organizing Committee; compiling examination results, reporting to the Chairperson of the Organizing Committee for the Sports Meet; handling professional requests; receiving registration forms for contestants; writing a summary report of the Sports Meet. The Secretariat must comply with confidentiality regulations during the performance of its duties.

Article 11. Examination Board for the Competition1. During the suspension period of Circulars No. 08/2022/TT-BKHĐT and No. 10/2022/TT-BKHĐT, the following legal documents and regulations continue to be effective:

1. Composition of the Examination Board

a) Chairperson: The Head of the Organizing Committee or Deputy Head of the Organizing Committee for the Competition;

b) Sub-committees: Consist of members with expertise in the relevant field, responsible for evaluating the contents as stipulated in Articles 5 and 6 of this Charter. Each sub-committee has a Sub-chairperson;

c) Members: Experts, military officers, police officers, teachers, lecturers in National Defense and Security Education who have been recognized as having outstanding capabilities in their professional activities; possessing good professional ethics, practical experience, and high achievements in managing and educating students; enjoying credibility among colleagues.

2. Duties and Authorities of the Examination Board

Organize theoretical examination according to the schedule of the Organizing Committee; organize practical examination and evaluate scores for each student's and team's performance.

3. Duties and Authorities of the Chairperson of the Examination Board

Inspect all material conditions prepared for each examination content; report and propose to the Head of the Organizing Committee to stop or change the location of the examination when material conditions, safety assurance, and weather are not favorable; be responsible for organizing, monitoring, inspecting, and urging all examination activities; maintain regular contact with the Head of the Organizing Committee to resolve emerging issues; assign tasks to members.

4. Duties and Authorities of Members of the Examination Board

Organize examinations according to the schedule determined by the Organizing Committee; provide comprehensive comments and evaluations on each candidate's results; promptly reflect and propose adjustments needed regarding professional matters to the Chairperson of the Examination Board during the competition.

 

Chapter IV

CONDITIONS AND RULES FOR EXAMINATION CONTENTS

 

Article 12. Examination on General Knowledge about National Defense and Security

1. Arrange the number of examination rooms based on the number of candidates. The examination time is from 60 to 90 minutes. Each grade 10, grade 11, and grade 12 class takes a separate exam.

2. The examination content is knowledge from the National Defense and Security Education textbooks for grades 10, 11, and 12 issued by the Ministry of Education and Training.

3. Examination papers are numbered and marked before grading according to regulations.

Article 13. Formation Drill Examination

1. Individual Formation Drill without Weapons

a) The "Individual Formation Drill without Weapons" is conducted according to the formation drill regulations of the Vietnam People's Army; candidates wear hard or soft hats and canvas shoes; the examination takes place on school grounds, training fields, or multi-purpose training halls that ensure space for individual formation drills without weapons;

b) Upon hearing the Examination Board call their name, candidates respond "present" and run normally to the designated position set by the Organizing Committee, stand three meters away from the judges' table, salute and report; candidates perform each action as required by the Examination Board; upon completion of the examination, candidates report back to the Examination Board.

2. Squad Formation Drill

a) The "Unit Formation Drill" is conducted according to the formation drill regulations of the Vietnam People's Army; squads wear hard or soft hats and canvas shoes; the examination takes place on school grounds, training fields, or multi-purpose training halls that ensure space for unit formation drills with squad formations;

b) Each team nominates one candidate as the squad leader to command the squad to carry out the following steps: lead the squad to the designated position set by the Organizing Committee; form a single-file line facing the Examination Board, adjust the formation. The squad leader performs the salute and reports to the Examination Board that they are ready to participate in the examination; upon permission from the Examination Board, form the line, adjust the formation, turn left, turn right, turn around, march on the spot, stop marching, adjust the formation, disperse (or follow the instructions of the Examination Board); form the line, adjust the formation, report completion of the examination, return to the original position.

Article 14. Technical Rescue and Evacuation Skills Test

    1. Candidates for the test wear hard helmets or soft helmets, and canvas shoes; the test content takes place on school grounds, training fields, or sports practice rooms that ensure short movements to bandage positions conveniently for students; each team sends a group of three candidates (two males and one female), equipped with two AK submachine guns and one first aid bag (bandages prepared by the Organizing Committee beforehand); the test involves bandaging the forearm (left and right) according to the bandaging technique in the Grade 10 National Defense and Security Education textbook. (Annex I)

1. Upon receiving the command from the Examining Board: "To position," the entire team moves to the starting line and listens to the Examining Board's scenario of the injured soldier (the location of the wound to be bandaged) or may draw lots for the injury scenario beforehand; upon receiving the command from the Examining Board, the entire team moves to the bandaging position (from the starting line to the bandaging position is 5 meters); one person acts as the injured soldier, another performs the bandaging, and the third both assists and guards; when bandaging is complete (candidates must use up the entire roll of bandage, after finishing they must secure it with a needle), two people carry the injured soldier on a stretcher or one person supports the injured soldier while the other carries weapons, the stretcher, and the first aid bag, moving back to the finish line (starting line); the testing time is calculated from the start to the finish.

Article 15. Technical Tarpaulin and Hammock Setup Skills Test

1. Each team sends two candidates (one male, one female); the test content takes place in a garden, school grounds, football field (ground, grass), or area selected by the Organizing Committee; candidates wear hard helmets or soft helmets and canvas shoes as specified by the Organizing Committee. They carry all necessary equipment (hammock, 16-meter parachute cord, tarpaulin, backpack containing military supplies, mosquito net, three pre-set stakes for hanging the backpack, two Y-shaped stakes for hanging the gun, AK submachine gun, ten stakes for securing the net, clips for securing the net, rope for securing the tarpaulin, hammer. (Annex III)

2. Upon hearing their name called by the Examining Board, candidates respond "present" and run to the designated position set by the Organizing Committee, standing before the Examining Board table, 3 meters away; two candidates stand in a row, one representative reports to the Examining Board; candidates are instructed to collect materials at the designated location, prepare at the designated position, report back to the Examining Board once ready; the Examining Board commands to begin, then observes and times the process. The testing time is calculated from the start of setting up the hammock and tarpaulin until completion; candidates perform the setup correctly and completely according to the following steps:

a) Step 1: Hang the backpack;

b) Step 2: Secure and stretch the tarpaulin cord;

c) Step 3: Set up the hammock: Before setting up the hammock, thread the hammock ropes through both ends of the hammock, fixing them to the tree trunk (pole) at a height of 80 to 100 cm above ground level using the lashing method;

d) Step 4: Set up the mosquito net;

đ) Step 5: Hang the gun.

After completing Step 5, candidates shout "done," the Examining Board stops the timer and conducts a technical inspection of the completed tasks, providing feedback and announcing results at the testing table.

Article 16. Daytime AK Submachine Gun Disassembly and Assembly Skills Test

1. Candidates for the test wear hard helmets or soft helmets and canvas shoes; each candidate disassembles and reassembles one weapon (calculating the fastest time); daytime AK submachine gun disassembly and assembly take place on a designated table according to regulations; do not disassemble or assemble the spare parts container; during disassembly, arrange the weapon parts in the order of disassembly from right to left of the disassembler, and during reassembly, reverse the process in the correct sequence.

2. Disassembly: Candidates inspect the weapon, check the weapon, and after preparation, report to the Examining Board "Number... is ready"; upon receiving the command from the Examining Board "Disassemble the weapon," candidates perform the following actions in order: remove the magazine (after removing the magazine, inspect the weapon to check for any rounds in the chamber), remove the barrel guide, remove the barrel lock cover, remove the return spring mechanism, remove the barrel lock base and lock (separate the barrel lock from the lock base), remove the firing pin guide and hand guard. When the action of removing the hand guard is complete, candidates shout "done," then prepare to reassemble the weapon.

3. Assembly: Upon receiving the command from the referee "Assemble the weapon," candidates perform the following actions in order: install the firing pin guide and hand guard, install the barrel lock onto the lock base and then install the lock base onto the barrel lock cover, install the return spring mechanism, install the barrel lock cover, check the weapon's movement, install the barrel guide, install the magazine. When the action of installing the magazine is complete, candidates shout "done."

Article 17. Testing basic combat movement postures and actions

    1. Candidates participating in the test shall wear hard hats, canvas shoes, and be equipped with AK submachine guns with loaded magazines. The testing area shall have a width of approximately 5 meters and a length exceeding 70 meters, with the following arrangement of models and equipment: (Annex V)

    a) Narrow bridge: ten bricks laid end-to-end in a straight line, each brick spaced 1.2 meters apart, buried two-thirds underground and protruding one-third above ground;

    b) Distance for bending, high crawling, and wide crawling movements is 25 meters (barbed wire fences can be used to increase difficulty and simulate actual battlefield conditions);

    c) Zigzag trench: six pairs of stakes planted alternately to form a zigzag trench with a width of 0.6 meters and a length of 20 meters, the distance between adjacent stakes being 4 meters, and the height of the stakes being 0.7 meters from the ground. White chalk is used under the ground to connect the bases of the stakes, and ropes are used to connect the bases and ends of the stakes.

2. Candidates start from the starting position, upon receiving the command "Advance" from the Examining Board, candidates shall perform the following sequence of actions: run across the narrow bridge for 12 meters, move forward 5 meters, then bend for 5 meters, high crawl for 5 meters, low crawl on flat terrain for 5 meters, move forward another 5 meters, then cross the zigzag trench, and finally move towards the finish line. The total distance covered (from the starting point through the narrow bridge to the finish line) is 80 meters.

Article 18. Throwing grenade accuracy test

    1. Candidates participating in the test shall wear either hard or soft helmets, and canvas shoes; the throwing area must ensure safety according to regulations and have a throwing platform with a diameter of 1 meter made of metal; candidates shall be equipped with AK submachine guns; practice grenades Φ-1 (non-explosive), weighing 450 grams; target: seven concentric circles with diameters of 1 meter, 1.5 meters, 2 meters, 2.5 meters, 3 meters, 3.5 meters, and 4 meters; boundary lines are 0.5 cm wide and located inside the circles. (Annex VI); throwing distance: for males, 30 meters from the boundary line to the center of the circle, for females, 20 meters from the boundary line to the center of the circle; number of throws: seven (two trial throws and five scoring throws); time limit: 5 minutes.

2. Upon hearing the command "Enter throwing line" from the Examining Board, candidates shall move to their positions and prepare; upon hearing the command "Two trial throws, throw," candidates shall execute the throwing action without necessarily completing both trial throws. The landing point will be reported immediately after each throw; when transitioning to scoring throws, candidates must report: Number... requests scoring throws, and upon receiving the command "Five scoring throws, throw," candidates shall execute the throwing action; during throwing, one hand shall hold the gun horizontally at the waist, standing still or running up to throw. The landing point will be reported immediately after each throw.

3. Candidates violating the following rules will be disqualified from the competition: initiating a throw before receiving the command from the Examining Board, engaging in fraudulent behavior such as substituting individuals or equipment.

Article 19. AK Submachine Gun Shooting Test Part 1

1. Candidates participating in the test shall wear either hard or soft helmets, and canvas shoes; absolute safety must be ensured for personnel and weapons according to regulations; shooting target: fixed target number 4a (with candidate's name and examiner's signature); shooting distance: 100 meters; shooting posture: prone with a firing rest; number of shots: three scoring shots (fired consecutively); time limit: 5 minutes; drawing lots for shooting rounds and firing rests; the range commander must disseminate the "Range Regulations" to all candidates before the shooting test begins. (Annex VII)

2. Candidates enter the preparation line 30 meters away from the shooting line; upon hearing the Examining Board call their names, they shall respond "present"; upon receiving the command from the Examining Board announcing the firing rest number..., they shall respond "clear," then proceed to receive ammunition and move up to the shooting line about 3 meters from the firing rest. Upon hearing the command "Take your firing position," candidates shall advance to the firing rest as specified by the examiner; upon hearing the command "Prepare to fire," candidates shall perform the prone preparation action, load the gun, check the sights, and lower the red flag. Upon receiving the command "Target number 4a, distance 100 meters, three shots, time 5 minutes, fire," candidates shall perform the shooting action, insert the flag after completion, and report: firing rest number... completed shooting. Upon hearing the command "Cease fire, unload, inspect the weapon," candidates shall perform the weapon inspection action, and the direct range officer shall check and collect any remaining ammunition (if any); upon receiving the command "Stand up," candidates shall place the gun on the firing rest, perform the standing action, and wait for the results announcement. The shooting results will be announced immediately after the shooting round ends (announced by hammer, flag, or radio). Thereafter, the target of the candidate will be returned to the inspection table for immediate scoring, points will be announced, and the candidate will sign the record.

    3. Candidates violating the following rules will be disqualified from the competition: failing to comply with safety regulations, firing without the referee's command, loading more than the prescribed number of rounds.

Article 20. Armed 800m Run with AK Submachine Gun

1. Each team selects two contestants (one male, one female), both from grade 12 (separate male and female competitions); the competition takes place on the school field, around the football pitch, or a section of road chosen by the Organizing Committee; contestants carry the AK submachine gun, wear hard or soft hats, sports shoes, and numbered shirts.

2. Upon receiving the signal from the Examining Board, contestants proceed to the starting position, receive instructions, and prepare; when the referee gives the start command (by flag or whistle), "Start," contestants begin running towards the finish line; during the run, contestants may use carrying or holding the gun; if contestants become too tired and walk part of the distance, they will still be counted for their performance.

3. Contestants who violate the following rules will be disqualified: intentionally obstructing other contestants during the run.

 

Chapter V

CALCULATION OF RESULTS AND RANKING

 

Article 21. Calculation of Results

1. Points for General Knowledge Test on National Defense and Security

The test is scored out of 10 points, with fractional points awarded per question depending on the number of questions and the structure of the exam set by the Organizing Committee. Contestants who cheat during the test, such as using materials or phones in the examination room, will have their papers marked or be disqualified depending on the severity of the offense.

2. Points for Individual Formation Drill without Weapons

Scored out of 10 points, deduct 1 point for each missing step, deduct 0.5 points for each incorrect command or action.

3. Points for Squad Formation Actions

A full score of 10 points is given for completing the entire squad drill, including 3 points for the commander's actions and 7 points for the squad's actions; deduct 0.5 points for each incorrect command, deduct 0.5 points for each incorrect commanding action, deduct 1 point for each missing step, deduct 0.5 points for each incorrect action performed by a contestant, and deduct 0.5 points if a contestant does not participate due to wearing incorrect attire.

4. Points for First Aid and Casualty Evacuation Techniques (Appendix II)

Time taken is converted to a 10-point scale for scoring; additional time will be added in the following cases: forgetting one piece of equipment when moving to the finish line adds 10 seconds; incorrect bandaging technique, loosening bandages, improper splint application, each error adds 5 seconds.

5. Points for Setting Up a Stretch Net (Appendix IV)

Time taken is converted to a 10-point scale for scoring; basic knotting must follow the method of tying from bottom to top, ensuring the net is secure and taut; all items must be correctly positioned and arranged according to technical standards and sequence; additional time will be added in the following cases: starting before the signal, missing equipment, each error adds 30 seconds; each technical error adds 15 seconds; in case of equal scores between two teams, the team with the lower total time will rank higher.

6. Points for Disassembling and Reassembling the AK Submachine Gun During the Day (Appendix II)

The fastest time for disassembling and reassembling is converted to a 10-point scale for scoring; additional 5 seconds will be added in the following cases: incorrect disassembly or assembly actions, incorrect placement sequence; failing to inspect the gun before disassembly; failing to remove the barrel lock from its mount; failing to check the movement of the gun after reassembling the barrel lock cover. Contestants who disassemble or assemble without the Examining Board's signal or report "finished" before completing the final action will be warned, cautioned, or disqualified based on the severity of the offense.

7. Points for Basic Combat Movement Positions and Actions (Appendix II)

The fastest time for movement is converted to a 10-point scale for scoring; additional 2 seconds will be added in the following cases: each time touching the wire, stake, ground while crossing a narrow bridge, head touching the fence, incorrect movement action, knocking over stakes, breaking wires.

8. Points for Throwing Grenades at Target

a) Grenades landing in which ring earn that ring’s points; the point order from the center ring (with a diameter of 1 meter) to the outermost ring (with a diameter of 4 meters) is: 10, 9, 8, 7, 6, 5, 4 (points); grenades landing between lines are scored as inner lines; the average of five throws is calculated on a 10-point scale;

b) Grenades landing outside the boundary line and rolling in do not earn points. When throwing, no part of the body or equipment should touch the boundary line; if violated, the throw is considered zero points. If the grenade falls outside the boundary line upon command, it is considered thrown and earns zero points;

c) Contestants with higher scores rank higher; if scores are equal, the contestant with the shorter throw time ranks higher; if still equal, they are ranked equally.

9. Points for AK Submachine Gun Shooting

a) Scores are based on hits on the target, shots hitting the center line are scored as inner lines, adding up the hits of three shots to calculate the score. Missed shots are considered outside shots, the contestant with the highest hit score among the three shots (converted to a 10-point scale) is scored; the shooter who misses does not earn points;

b) Contestants with higher scores rank higher; if scores are equal, the contestant with more hits in the inner rings ranks higher; if still equal, they are ranked equally.

10. Points for Armed 800m Run with AK Submachine Gun (Appendix VIII)

Time taken is converted to a 10-point scale for scoring; additional 5 seconds will be added in the following cases: starting before the signal, running off course, dropping equipment; contestants who intentionally obstruct other contestants during the run will be disqualified; contestants who abandon the race will not be scored.

Article 22. Ranking of achievements

1. Individual achievements are calculated for each competition subject as follows: General knowledge test on national defense and security; squad team competition and other competition subjects within groups and classes. The candidate with a higher score is ranked higher.

2. Team achievements are calculated for group teams and classes. Participants join team competition subjects and group/class competitions. The team with a higher score is ranked higher; if two teams have the same score, the team with a higher score in the general knowledge test on national defense and security will be ranked higher; if still equal, the team with more perfect scores (10s) will be ranked higher; if still equal, they will be ranked equally.

3. Overall achievement of the delegation (applicable to provincial and national sports meetings)

The overall achievement of the delegation is the total of individual and team achievements within each delegation, based on the total points of individuals and teams in competition subjects. The delegation with a higher total score is ranked higher; if the scores are equal, the delegation with a higher score in the general knowledge test on national defense and security will be ranked higher; if still equal, the delegation with a higher score in the practical shooting competition with AK assault rifles will be ranked higher; if still equal, the delegation with more perfect scores (10s) will be ranked higher; if still equal, they will be ranked equally.
