IMPLEMENTATION OF UPDATING AND CONNECTING THE COMMON DATABASE AND SOFTWARE OF THE PROVINCE ON THE LGSP PLATFORM; INTEGRATION AND SHARING WITH NATIONAL DATABASES AND INFORMATION SYSTEMS ON THE NGSP PLATFORM

Pursuant to Law on Information Technology No. 67/2006/QH11 dated June 29, 2006;

Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in the activities of state agencies;

Pursuant to Resolution No. 17/NQ-CP of the Government dated March 7, 2019 of the Government on key tasks and solutions for developing the e-Government for the period 2019-2020 with orientations until 2025;

Pursuant to Decision No. 153/QĐ-TTg dated January 30, 2018 of the Prime Minister approving the Target Program on Information Technology for the period 2016-2020;

Pursuant to Circular No. 23/2018/TT-BTTTT dated December 28, 2018 of the Ministry of Information and Communications guiding the implementation of the Target Program on Information Technology for the period 2016-2020;

Pursuant to Decision No. 2323/QĐ-BTTTT dated December 31, 2019 of the Ministry of Information and Communications promulgating the Framework Architecture of the e-Government of Vietnam, version 2.0;

The People's Committee of Bac Kan Province hereby issues this Plan for implementing updating and connecting the common database and software of the province on the LGSP platform; integration and sharing with national databases and information systems on the NGSP platform, with specific contents as follows:

I. OBJECTIVES AND REQUIREMENTS

1. Objective

- Building additional common services of the province, integrating and synchronizing data from provincial and national information systems; convenient services, integrating and providing services for systems within the province.

- Building additional integration and sharing data platforms in the provincial LGSP platform such as: Provincial document transmission axis integrated with the national document transmission axis, provincial public service integration axis integrated with the national public service portal and the national data integration and sharing platform NGSP, provincial report integration axis integrated with the national reporting system, ensuring the transmission and interconnection of data between provincial systems and national systems.

- Publicly introducing the LGSP system services provided, guiding the integration of services; statistics and exploitation of integrated data on the provincial LGSP platform.

- Monitoring and supervising the operation of systems within the province, managing the integration and sharing of provincial data for other qualified information systems.

2. Requirements

- Ensuring that the provincial common platform and LGSP operational software systems can be integrated with national systems; interconnecting data of provincial systems and software with national systems according to government requirements through the provincial LGSP platform.

- System software must be designed according to a service-oriented architecture, using new technologies to ensure rapid integration of information systems at units and data sharing for related systems.

II. CONTENT

1. Tasks

- Implementing electronic document transmission between agencies and units within the province, integrated with the national document transmission axis to transmit with units outside the province.

- Implementing the interconnection of administrative file transmission between agencies and units within the province and with the provincial online public service system. Integrated with the national public service portal and integrated with the national NGSP system. Services connected to NGSP include: Registration and management of civil status records, Insurance Database, National Database of Legal Normative Documents, Common Electronic Catalogue for e-Government Development in Vietnam, Unit Code Management Related to Budgets, Foreign Direct Investment Enterprise Management System, Interconnected Natural Resources Environment-Tax Systems.

- Implementing the integration and transmission of reports between units within the province, integrated with the Government's online reporting system.

- Managing service providers, service numbers, service integration software, service users, service configuration, service usage logs, SMS usage statistics, providing SMS messaging APIs.

- Building and operating the LGSP Portal:

+ Providing information, regulations, news about the provincial LGSP system.

+ Statistics of data managed and integrated on the provincial LGSP system: data on document transmission, administrative public service files, reports...

+ Guiding the integration of services provided by the LGSP system, sharing integration guidance materials.

+ Deploying some integrated convenience services with databases of ministries and sectors onto the provincial online public service portal, facilitating citizens and businesses when transacting with state agencies such as: The Postal Service of Vietnam (VNPots) system; the Social Insurance Database of Vietnam; the Enterprise Registration and Management System of the Ministry of Planning and Investment; the Civil Status Registration and Management System of the Ministry of Justice; the Cashless Payment System Kypay of the Ministry of Industry and Trade or the cashless payment system developed by the Government Office...

2. Implementation Schedule

- Organizing the drafting of the framework and budget for the application of information technology to build services and LGSP operational software systems. Completion time in the second quarter of 2020.

- Implementing the construction of services and LGSP operational software systems completed in the third quarter of 2020.

III. IMPLEMENTATION COSTS

Costs for implementing updating and connecting the common database and software of the province on the LGSP platform; integration and sharing with national databases and information systems on the NGSP platform will be sourced from the allocated budget for the Information and Communications Department under Decision No. 2488/QĐ-UBND dated December 10, 2019 of the People's Committee of Bac Kan Province on the allocation of development targets for the socio-economic plan for 2020.

IV. IMPLEMENTATION

1. Assign to the Department of Information and Communications

- Organizing the drafting of the framework and budget for the implementation of the application of information technology to build services and LGSP operational software systems as prescribed, ensuring effectiveness, quality, and timely completion.

- Implementing and guiding agencies, units, and localities to integrate and share information systems as required and of high quality as prescribed.

2. Departments, agencies, and sectors of the province; People's Committees of districts and cities; People's Committees of communes, wards, and towns

- Implement the operation management of information systems to ensure safety, accuracy, and timeliness.

- Closely coordinate with the Department of Information and Communications during the implementation and operation process.

The above is the Plan for the deployment and updating of shared databases and software on the LGSP platform; integration and sharing with national databases and information systems NGSP of the provincial People's Committee. It is requested that relevant agencies, units, and localities cooperate and implement this plan accordingly./.
