CIRCULAR

Issuing regulations onthe minimum volume of knowledge and requirements for competencies that

students must achieve upon graduation from intermediate and higher vocational education levels

in various fields and trades in production,processing, and agriculture

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 1982/QĐ-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;

Pursuant to Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, Invalids and Social Affairs stipulating the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from intermediate and higher vocational education levels;

At the proposal of the Director General of the Vocational Education and Training Administration,

guiding the implementation of the provisions on unit price of wage packages, actual wage fund of employees, and Management Board stipulated in Article 7 and Article 8 Article 24hereby promulgates the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from intermediate and higher vocational education levels in various fields and trades in production, processing, and agriculture.

Article 1. Attached to this Circular are the Regulations on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from intermediate and higher vocational education levels in various fields and trades in production, processing, and agriculture to be applied to intermediate vocational schools, higher vocational schools, and universities offering higher vocational education programs (hereinafter referred to as schools), including:

1. Field and trade: Confectionery Production;

2. Field and trade: Coffee and Cocoa Processing;

3. Field and trade: Veston Technology;

4. Field and trade: Leather and Footwear Technology;

5. Field and trade: Crop Science;

6. Field and trade: Livestock Raising;

7. Field and trade: Seed Selection and Plant Breeding;

8. Field and trade: High-tech Vegetable and Flower Technology.

Article 2. The Director General of the Vocational Education and Training Administration shall issue detailed guidelines on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from intermediate and higher vocational education levels for each job position according to the training fields and trades specified in Article 1 of this Circular for schools to use as a basis for organizing the development, review, and approval of training programs and curricula applicable to their institutions.

Article 3. This Circular takes effect from February 6, 2020.

Ministries, ministerial-level agencies, agencies under the Government, political and social organizations, provincial People's Committees of centrally governed cities, schools under these organizations; schools registered to operate intermediate and higher vocational education programs in the fields and trades specified in Article 1 and other related organizations and individuals are responsible for implementing this Circular./.
