CIRCULAR
Amending and supplementing certain provisions of the Standards for Basic Material Conditions of Kindergartens, Primary Schools, Junior High Schools, Senior High Schools, and General Secondary Schools with Multiple Levels issued together with Circular No. 13/2020/TT-BGDĐT dated May 26, 2020 of the Minister of Education and Training

Pursuant to the Education Law dated June 14, 2019;
Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Infrastructure Department;
Article 1. Amending and supplementing certain provisions of the Standards for Basic Material Conditions of Kindergartens, Primary Schools, Junior High Schools, Senior High Schools, and General Secondary Schools with Multiple Levels issued together with Circular No. 13/2020/TT-BGDĐT dated May 26, 2020 of the Minister of Education and Training (hereinafter referred to as Circular No. 13/2020/TT-BGDĐT) 1. Supplement Clause 3 and Clause 4 of Article 1 as follows: "3. Vietnam North Highlands General Secondary School, Friendship School No. 80, Friendship School T78 shall apply these provisions to implement the general secondary education program..
4. Preparatory schools for university shall apply these provisions to implement the preparatory program for university."
2. Amend Clause 1 and Clause 2 of Article 2 as follows:
"1. Durable construction works are those buildings with a service life of not less than 50 years and three main structures all made from durable materials, including:
a) The main load-bearing structure made from reinforced concrete, brick/clay, steel/iron/wood;
b) Roof made from reinforced concrete, metal sheets, cement tiles, clay tiles;
c) Enclosing walls made from reinforced concrete, brick/clay, wood/metal.
2. Semi-durable construction works are those buildings with a service life of less than 50 years and two out of the three main structures meeting the requirements set forth in Clause 1 of this Article, with the main load-bearing structure being mandatory as specified in Point a of Clause 1 of this Article."
3. Supplement Clause 3 of Article 4 as follows:
"3. Other facilities serving management and educational activities (if any) shall be implemented according to the Government's regulations on standards and usage quotas for office premises and public service facilities."
"2. Scale
a) Kindergarten shall have a minimum scale of 09 groups and classes and a maximum of 30 groups and classes. For kindergartens in difficult areas, communes with a population under 5,000 people, and private kindergartens, the minimum scale is 05 groups and classes; for kindergartens in coastal areas, the minimum scale is 03 groups and classes;
b) Depending on local conditions, kindergartens may be arranged at different locations to facilitate children's access to school. There should be no more than 05 branch schools; for kindergartens in difficult areas, depending on actual conditions, there may be up to 08 branch schools, and in special cases in areas with rugged terrain and isolated areas, there may be up to 12 branch schools."
4. Amend and supplement Clause 2 Article 5 as follows:
5. Amend Clause 3 of Article 5 as follows:
"3. The total area of land for constructing the school (including branch schools) shall be determined based on the number of groups and classes, and the number of children, with a minimum of 12 square meters per child; for cities classified as Type III or higher (according to the recognition of city types by competent authorities), a minimum of 8 square meters per child is allowed."
6. Amend and supplement Clause 2 of Article 6 as follows:
"2. Block of rooms for nurturing, caring for, and educating children
a) Room for nurturing, caring for, and educating children
Ensure that each group and class has one room, including functional zones:
Common living area for organizing learning, playing, and eating activities;
Sleeping area (for kindergarten groups, it can be shared with the common living area);
Sanitation area built as a closed unit with the room for nurturing, caring for, and educating children, with partitions between urinals and toilets not lower than 1.50 meters high, equipped with 02 to 03 urinals for boys (or a trough with a minimum length of 2.0 meters) and 02 to 03 flush toilets for girls, with separate handwashing areas for children at a ratio of 08 children per sink, and sanitary equipment installed according to age; for kindergarten children, separate toilets for boys and girls must be provided; if the sanitation area is built separately, it must be connected to the room for nurturing, caring for, and educating children through a traffic corridor, convenient for use and easy to observe; additional hot water supply systems can be installed as needed;
Play porch, child pick-up/drop-off area: convenient for picking up and dropping off children during rainy or sunny weather; around the play porch, guardrails with a height of no less than 1 meter must be installed;
Lighting system according to the National Technical Regulation on Lighting - Allowable Lighting Levels for Workplaces; ventilation system (air conditioning systems can be added as needed);
b) Physical education and art room: connected to the room for nurturing, caring for, and educating children through a traffic corridor, ensuring at least one art room and one physical education room. For branch schools with five or more groups and classes, one combined room for both art and physical education can be arranged;
c) Playground: outdoor play equipment installed according to the regulations of the Ministry of Education and Training;
d) Library: ensuring basic material conditions level 1 according to the kindergarten library standards issued by the Ministry of Education and Training."
7. Amend and supplement Clause 2 of Article 7 as follows:
a) Physical education room, art room: at least one art room and one physical education room;
b) Library: ensuring basic material conditions level 2 according to the kindergarten library standards issued by the Ministry of Education and Training."
8. Amend and supplement Clause 1 of Article 8 as follows:
Common living area for organizing learning, playing, and eating activities;
"1. Block of rooms for nurturing, caring for, and educating children
a) Room for nurturing, caring for, and educating children shall include additional functional zones: Group storage room for storing items and toys for daily activities and study."
8. Amend and supplement Clause 1 of Article 8 as follows:
"1. The block for nurturing, caring for, and educating children
a) The room for nurturing, caring for, and educating children shall be supplemented with functional zones: Group and class storage areas for items and toys used in daily activities and study;
b) Physical education room, arts education room: for schools with a scale larger than 14 groups, classes must have at least 02 arts education rooms, 01 physical education room;
c) Computer familiarization room, foreign language room: have at least 01 room equipped with suitable facilities to serve recreational activities, exploration, and familiarization with information technology and foreign languages for children."
9. Amend Point a Clause 2 Article 9 as follows:
"a) Primary school has a minimum scale of 10 classes and a maximum of 40 classes. For primary schools located in communes belonging to difficult areas, the minimum scale is 05 classes;"
10. Amend and supplement Clause 3 Article 9 as follows:
"3. The total area of land for constructing the school (including branch campuses) is determined based on the number of classes and students, with a minimum average of 10 square meters per student; for cities classified as Type III or higher (according to the recognition of city type by the competent authority), it allows a minimum average of 6 square meters per student. For schools organizing boarding or centralized accommodation for boarders, the land area for facilities serving boarding; centralized accommodation for boarders ensures a minimum of 6 square meters per student."
11. Amend Clause 5 Article 9 as follows:
"5. Construction facilities directly serving teaching activities and organizing high-level educational activities shall not exceed 05 floors; ensuring conditions for disabled students to access and use."
12. Amend and supplement Clause 2 Article 10 as follows:
"2. Block of study rooms
a) Study room: ensure each class has its own study room; can be used as a place for students' midday rest (if applicable); equipped with complete furniture: desks and chairs for students according to specifications and sufficient seating for students; teacher's desk and chair; classroom blackboard; lighting system in accordance with the National Technical Regulations on Lighting - Allowable Lighting Levels for Workplaces; air conditioning system (may be equipped with additional air conditioning systems suitable for actual conditions); filing cabinet system, teaching equipment;
b) Subject-specific study room: have a minimum of 03 subject-specific study rooms as prescribed by the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Science, Technology, Natural and Social Sciences, Information Technology, Foreign Languages. Based on actual conditions, combine some subject-specific study rooms according to the principle: ensuring the functions of subject-specific study rooms, similar functions, adequate equipment for each subject, ensuring the arrangement of time and space to implement teaching and organize educational activities according to each function, ensuring the schedule and teaching hours on a scale of students for each subject."
13. Amend Point a Clause 3 Article 10 as follows:
"a) Library: ensure the material standard level 1 as prescribed by the Ministry of Education and Training's standards for primary school libraries."
14. Amend Clause 2 and Clause 3 Article 11 as follows:
"2. Block of study rooms
Subject-specific study room: have a minimum of 04 subject-specific study rooms, for schools with a scale larger than 25 classes, there must be a minimum of 06 subject-specific study rooms as prescribed by the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Science, Technology, Natural and Social Sciences, Information Technology, Foreign Languages. Based on actual conditions, combine some subject-specific study rooms according to the principle: ensuring the functions of subject-specific study rooms, similar functions, adequate equipment for each subject, ensuring the arrangement of time and space to implement teaching and organize educational activities according to each function, ensuring the schedule and teaching hours on a scale of students for each subject.
3. Block of study support rooms
Library: ensure the material standard level 2 as prescribed by the Ministry of Education and Training's standards for primary school libraries."
15. Amend and supplement Clause 2 Article 12 as follows:
"2. Auxiliary block
a) Teacher's rest room: have a minimum of 01 room, arranged adjacent to the block of study rooms, ensuring 10 classes have 01 room;
b) Teacher's room: used as a workplace for teachers outside teaching hours, fully equipped with current regulations."
16. Amend and supplement Clause 3 Article 13 as follows:
"3. The total area of land for constructing the school (including branch campuses) is determined based on the number of classes and students, with a minimum average of 10 square meters per student; for cities classified as Type III or higher (according to the recognition of city type by the competent authority), it allows a minimum average of 6 square meters per student. For schools organizing boarding or centralized accommodation for boarders, the land area for facilities serving boarding; centralized accommodation for boarders ensures a minimum of 6 square meters per student."
17. Amend Clause 5 Article 13 as follows:
"5. Construction facilities directly serving teaching activities and organizing high-level educational activities shall not exceed 05 floors; ensuring conditions for disabled students to access and use."
18. Amend and supplement Clause 2 Article 14 as follows:
"2. Block of study rooms
a) Study room: ensure a minimum of 0.6 rooms per class; equipped with complete furniture: desks and chairs for students according to specifications and sufficient seating for students; teacher's desk and chair; classroom blackboard; lighting system in accordance with the National Technical Regulations on Lighting - Allowable Lighting Levels for Workplaces; air conditioning system (may be equipped with additional air conditioning systems suitable for actual conditions);
b) Subject-specific study room: have a minimum of 04 subject-specific study rooms as prescribed by the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Technology, Natural Sciences, Information Technology, Foreign Languages, Civic Education, History and Geography. Based on actual conditions, combine some subject-specific study rooms according to the principle: ensuring the functions of subject-specific study rooms, similar functions, adequate equipment for each subject, ensuring the arrangement of time and space to implement teaching and organize educational activities according to each function, ensuring the schedule and teaching hours on a scale of students for each subject."
19. Amend Point a Clause 3 Article 14 as follows:
"a) Library: ensure the material standard level 1 as prescribed by the Ministry of Education and Training's standards for secondary school libraries."
20. Amend Clause 2 and Clause 3 Article 15 as follows:
"2. Block of study rooms
Subject-specific study room: have a minimum of 06 subject-specific study rooms, for schools with a scale larger than 20 classes, there must be a minimum of 07 subject-specific study rooms as prescribed by the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Technology, Natural Sciences, Information Technology, Foreign Languages, Civic Education, History and Geography. Based on actual conditions, combine some subject-specific study rooms according to the principle: ensuring the functions of subject-specific study rooms, similar functions, adequate equipment for each subject, ensuring the arrangement of time and space to implement teaching and organize educational activities according to each function, ensuring the schedule and teaching hours on a scale of students for each subject.
3. Block of study support rooms
Library: ensure the level 2 physical infrastructure standards according to the library standards for secondary schools issued by the Ministry of Education and Training.
21. Amend Clause 1 of Article 16 as follows:
"1. Learning Block
Subject classrooms: For schools with a scale larger than 20 classes, there must be at least 08 subject classrooms in accordance with the regulations of the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Technology, Natural Science, Information Technology, Foreign Languages, Civic Education, History, and Geography. Based on actual conditions, some subject classrooms may be combined according to the principle of ensuring the functions of each subject classroom, having similar functions, adequate equipment for each subject, ensuring the scheduling of time and space for teaching and organizing educational activities according to their respective functions, and ensuring the teaching schedule and class hour quota for each subject."
22. Amend and supplement Clause 3 of Article 16 as follows:
"3. Auxiliary Block
a) Rooms for specialized groups: There must be sufficient rooms corresponding to the number of specialized groups;
b) Teachers' rest room: At least 01 room, located adjacent to the learning block, ensuring 01 room for every 10 classes;
c) Teachers' room: Used as a workplace for teachers outside of teaching hours, equipped with all necessary devices as stipulated by current regulations."
23. Amend and supplement Clause 2 of Article 17 as follows:
"2. Secondary general high schools must have a minimum scale of 15 classes and a maximum of 50 classes. For boarding schools for ethnic minorities, the scale of classes is based on the number of students enrolled according to the Regulation on the organization and operation of boarding schools for ethnic minorities issued by the Ministry of Education and Training."
24. Amend Clause 3 of Article 17 as follows:
"3. The total area of land for school construction is determined based on the number of classes and students, with a minimum average of 10 square meters per student; for cities classified as type III or higher (according to the recognition of city types by the competent authority), the minimum average can be 6 square meters per student. For schools that organize boarding or centralized accommodation for boarding students, the area of land for facilities serving boarding and centralized accommodation for boarding students must ensure a minimum of 6 square meters per student."
25. Amend Clause 5 of Article 17 as follows:
"5. Construction facilities directly serving teaching activities and organizing high-level educational activities shall not exceed 05 floors; ensuring conditions for disabled students to access and use."
26. Amend and supplement Clause 2 of Article 18 as follows:
"2. Block of study rooms
a) Study room: ensure a minimum of 0.6 rooms per class; equipped with complete furniture: desks and chairs for students according to specifications and sufficient seating for students; teacher's desk and chair; classroom blackboard; lighting system in accordance with the National Technical Regulations on Lighting - Allowable Lighting Levels for Workplaces; air conditioning system (may be equipped with additional air conditioning systems suitable for actual conditions);
b) Subject classrooms: There must be at least 05 subject classrooms in accordance with the regulations of the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Technology, Information Technology, Foreign Languages, Physics, Chemistry, Biology, Economic and Legal Education, History, and Geography. Based on actual conditions, some subject classrooms may be combined according to the principle of ensuring the functions of each subject classroom, having similar functions, adequate equipment for each subject, ensuring the scheduling of time and space for teaching and organizing educational activities according to their respective functions, and ensuring the teaching schedule and class hour quota for each subject."
27. Amend Point a of Clause 3 of Article 18 as follows:
"a) Library: ensure the material standard level 1 as prescribed by the Ministry of Education and Training's standards for secondary school libraries."
28. Amend Clause 2 and Clause 3 of Article 19 as follows:
"2. Block of study rooms
Subject classrooms: There must be at least 06 subject classrooms, for schools with a scale larger than 30 classes, there must be at least 08 subject classrooms in accordance with the regulations of the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Technology, Information Technology, Foreign Languages, Physics, Chemistry, Biology, Economic and Legal Education, History, and Geography. Based on actual conditions, some subject classrooms may be combined according to the principle of ensuring the functions of each subject classroom, having similar functions, adequate equipment for each subject, ensuring the scheduling of time and space for teaching and organizing educational activities according to their respective functions, and ensuring the teaching schedule and class hour quota for each subject.
3. Block of study support rooms
Library: ensure the level 2 physical infrastructure standards according to the library standards for secondary schools issued by the Ministry of Education and Training.
29. Amend Clause 1 of Article 20 as follows:
"1. Learning Block
Subject classrooms: There must be at least 08 subject classrooms in accordance with the regulations of the Ministry of Education and Training to organize teaching of subjects such as Music, Fine Arts, Technology, Information Technology, Foreign Languages, Physics, Chemistry, Biology, Economic and Legal Education, History, and Geography. Based on actual conditions, some subject classrooms may be combined according to the principle of ensuring the functions of each subject classroom, having similar functions, adequate equipment for each subject, ensuring the scheduling of time and space for teaching and organizing educational activities according to their respective functions, and ensuring the teaching schedule and class hour quota for each subject."
30. Amend and supplement Clause 3 of Article 20 as follows:
"3. Auxiliary Block
a) Rooms for specialized groups: There must be sufficient rooms corresponding to the number of specialized groups;
b) Teachers' rest room: At least 01 room, located adjacent to the learning block, ensuring 01 room for every 10 classes;

31. Amend Point a of Clause 1 of Article 21 as follows:
"a) Schools with multiple levels of education must have a minimum scale of 09 classes and a maximum of 50 classes (for schools with 02 levels of education), a maximum of 75 classes (for schools with 3 levels of education)"
32. Amend and supplement Clause 1 of Article 22 as follows:
"1. Learning Block
Apply the minimum physical infrastructure standards for each level of education as stipulated in this Regulation and arrange separate zones for each level of education. For schools with multiple levels of education on the same campus, common subject classrooms with similar functions may be used, ensuring appropriate use for each level of education; the number of shared classrooms is counted towards the number of classrooms for each level of education."
33. Supplement Clause 6 of Article 22 as follows:
"6. Learning Support Block
Library: For schools with primary education, there must be a separate reading room for primary education and other levels of education."
34. Amend and supplement Clause 1 of Article 23 as follows:
"1. Learning Block
Apply the level 1 physical infrastructure standards for each level of education as stipulated in this Regulation and arrange separate zones for each level of education. For schools with multiple levels of education on the same campus, common subject classrooms with similar functions may be used, ensuring appropriate use for each level of education; the number of shared classrooms is counted towards the number of classrooms for each level of education."
35. Supplement Clause 3 of Article 23 as follows:
"3. Learning Support Block"
Library: For schools with primary education, there must be a separate reading room for primary education and other levels of education."
36. Amend Clause 1 of Article 24 as follows:
"1. Learning Block
Apply the level 2 physical infrastructure standards for each level of education as stipulated in this Regulation and arrange separate zones for each level of education. For schools with multiple levels of education on the same campus, common subject classrooms with similar functions may be used, ensuring appropriate use for each level of education; the number of shared classrooms is counted towards the number of classrooms for each level of education."
37. Supplement Clause 3 of Article 24 as follows:
"3. Study support block
Library: For schools with primary education, there must be a separate reading room for primary education and other levels of education."
38. Amend and supplement the provisions at item numbers 1.1, 1.2, 1.3, 1.4, and add new provisions at item number 1.5 of Appendix I on the floor area standards for construction items of preschool facilities (Appendix I attached hereto).
39. Amend and supplement the provisions at item numbers 2.1, 3.6 of Appendix II on the floor area standards for construction items of primary school facilities (Appendix II attached hereto).
40. Amend and supplement the provisions at item numbers 2.1, 3.5, 3.7, 5.7 of Appendix III on the floor area standards for construction items of junior high school facilities (Appendix III attached hereto).
41. Amend and supplement the provisions at item numbers 2.1, 3.7, 5.7 of Appendix IV on the floor area standards for construction items of senior high school facilities (Appendix IV attached hereto).
Article 2. Repeal part of certain articles of the Standards for Preschool, Primary, Junior High School, Senior High School, and Multi-grade Schools' Infrastructure Facilities issued together with Circular No. 13/2020/TT-BGDĐT.
1. Repeal point b Clause 1 and Clause 5 of Article 7.
2. Repeal point b Clause 1 and point a Clause 4 of Article 11.
3. Repeal point b Clause 1 and points a, b Clause 4 of Article 15.
4. Repeal point b Clause 1 and points a, b Clause 4 of Article 19.
Article 3. Transitional Provisions
1. For educational institutions that have been assessed for infrastructure standards when recognized as meeting quality education accreditation and national standards before this Circular takes effect, they shall continue to be recognized at the level and degree already recognized. The transition period to implement the provisions of this Circular for assessing infrastructure standards when recognizing quality education accreditation and national standards is five years from the date this Circular takes effect.
2. For new construction projects and renovation projects of public works of educational institutions approved by competent authorities according to regulations before this Circular takes effect, there is no need to re-determine the standards and norms under this Circular.
Article 4. Implementation provisions
1. This Circular shall take effect from January 31, 2025.
2. The Director of the Office, Heads of the Department of Infrastructure, and Heads of relevant units under the Ministry of Education and Training; Chairpersons of Provincial People's Committees directly under the Central Government; Directors of Departments of Education and Training; related organizations and individuals are responsible for implementing this Circular./.
