Guidelines for determining positions of specialized work on digital transformation

entitled to support levels as prescribed in Decree No. 179/2025/NĐ-CP

dated July 1, 2025 of the Government within the State management functions

On the basis of Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Pursuant to Decree No. 179/2025/NĐ-CP dated July 1, 2025 of the Government stipulating support levels for individuals engaged in specialized work on digital transformation, cybersecurity, and cyber security;

Pursuant to Decree No. 62/2020/NĐ-CP dated June 1, 2020, of the Government, on positions and staffing of civil servants;

Pursuant to Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and staffing levels in public service units;

At the proposal of the Director of the Personnel Department and the Director of the Legal Department;

The Minister of Science and Technology issues this Circular guiding the determination of job positions specialized on digital transformation entitled to support levels as prescribed in Decree No. 179/2025/NĐ-CP dated July 1, 2025 of the Government within the State management functions of the Ministry of Science and Technology.

Article 1. Scope of Regulation

This Circular guides the determination of job positions on digital transformation entitled to support levels as prescribed in Clause 1, Article 2 of Decree No. 179/2025/NĐ-CP dated July 1, 2025 of the Government stipulating support levels for individuals engaged in specialized work on digital transformation, cybersecurity, and cyber security (hereinafter referred to as Decree No. 179/2025/NĐ-CP) within the State management functions of the Ministry of Science and Technology.

Article 2. Applicability

1. Civil servants holding positions of specialized work on information technology management (including: information technology industry or digital technology industry, digital technology, information technology application, digital transformation); electronic transactions in agencies and organizations from central to commune level.

2. Public officials holding positions of specialized work on information technology (including: information technology industry or digital technology industry, digital technology, information technology application, digital transformation); electronic transactions in public service units from central to commune level.

Article 3. Positions of specialized work on digital transformation applicable to civil servants

The list, job descriptions, and competency frameworks of positions of specialized work on digital transformation entitled to support levels as prescribed in Decree No. 179/2025/NĐ-CP applicable to civil servants stipulated in Clause 1, Article 2 of this Circular shall be implemented according to Appendix I attached hereto.

Article 4. Positions of specialized work on digital transformation applicable to public officials

The list, job descriptions, and competency frameworks of positions of specialized work on digital transformation entitled to support levels as prescribed in Decree No. 179/2025/NĐ-CP applicable to public officials stipulated in Clause 2, Article 2 of this Circular shall be implemented according to Appendix II attached hereto.

Article 5. Determination of positions of specialized work on digital transformation entitled to support levels as prescribed in Decree No. 179/2025/NĐ-CP

1. Civil servants and public officials holding positions of specialized work on digital transformation entitled to support levels as prescribed in Decree No. 179/2025/NĐ-CP must be assigned or tasked with specialized responsibilities for such positions as prescribed in this Circular by competent authorities in writing; excluding cases where civil servants and public officials concurrently perform part-time duties related to digital transformation alongside their main responsibilities at other job positions in agencies, organizations, or units.

2. Agencies, organizations, and units shall base their actions on the provisions of this Circular and the approved list of job positions to compile lists of civil servants and public officials and budget estimates for support entitlements to submit to competent authorities for consideration and decision-making in accordance with Clause 4, Article 6 of Decree No. 179/2025/NĐ-CP.

Article 6. Effectiveness

1. This Circular takes effect from the date of issuance.

2. Support regimes for the subjects stipulated in this Circular shall be implemented from August 15, 2025.

3. In cases where the regulatory legal documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.

Article 7. Responsibility for Implementation

1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairpersons of provincial People's Committees under the central government, and relevant agencies, organizations, units, and individuals are responsible for implementing this Circular.

2. Any difficulties encountered during implementation should be reported to the Ministry of Science and Technology for consideration and resolution within its jurisdiction./.
