CIRCULAR
JOINT MINISTRY OF LABOUR - SOCIAL AFFAIRS - FINANCE - HEALTH
GUIDELINES FOR IMPLEMENTING SUBSIDY REGIMES FOR CERTAIN MEDICAL STAFF
BASED ON THE LETTER NO. 4407/PPLT DATED SEPTEMBER 28, 1992 FROM THE OFFICE OF THE STATE COUNCIL REGARDING THE SETTLEMENT OF CERTAIN REGIMES FOR MEDICAL STAFF, THE JOINT MINISTRY OF LABOUR - SOCIAL AFFAIRS - FINANCE - HEALTH ISSUES THE FOLLOWING GUIDELINES FOR IMPLEMENTATION:
I. ELIGIBLE RECIPIENTS OF SUBSIDIES:
1. MEDICAL STAFF WORKING AT PRIMARY HEALTH CARE LEVELS (COMMUNITY HEALTH CLINICS, VILLAGE HEALTH STATIONS, RURAL HEALTH SERVICES) LOCATED IN HIGH MOUNTAINOUS AREAS WITH A REGIONAL ALLOWANCE OF 15% OR MORE, REMOTE AREAS, AND ISLANDS.
Level 2: VND 120,000 per month, applicable to communes with regional allowances from 0.4 to 0.5 times the minimum wage.
THE ELIGIBLE RECIPIENTS AS DEFINED IN SECTION I OF THIS CIRCULAR SHALL RECEIVE AN ADDITIONAL MONTHLY SUBSIDY OF 20,000 VND PER PERSON, PAID TOGETHER WITH THEIR SALARY PERIOD.
III. SOURCE OF FUNDS FOR SUBSIDIES:
THE BUDGET OF THE LEVEL MANAGING THE ELIGIBLE RECIPIENT SHALL COVER THIS SUBSIDY. BEGINNING IN 1993, THIS EXPENSE SHALL BE INCLUDED IN THE BUDGET BALANCING PLAN OF EACH LEVEL RESPONSIBLE FOR PAYING SUBSIDIES TO MEDICAL STAFF AND SHALL BE ACCOUNTED FOR UNDER ITEM 70 OF THE CORRESPONDING CATEGORY, SUB-CATEGORY, AND CLASSIFICATION IN THE STATE BUDGET.
IV. IMPLEMENTATION ORGANIZATION:
1. THIS CIRCULAR SHALL TAKE EFFECT FROM NOVEMBER 1, 1992.
2. THE DEPARTMENT OF LABOUR - SOCIAL AFFAIRS AND THE PROVINCE HEALTH DEPARTMENTS IN THE DELTA OF THE RED RIVER SHALL ADVISE THE PROVINCE PEOPLE'S COMMITTEE TO IDENTIFY REMOTE AREAS AS THE BASIS FOR DETERMINING ELIGIBILITY FOR SUBSIDIES AS PROVIDED ABOVE.
ANY DIFFICULTIES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED BY THE PROVINCE PEOPLE'S COMMITTEE AND THE DIRECTLY-GOVERNED CITY COMMITTEE TO THE JOINT MINISTRY FOR REVIEW AND AMENDMENT OF THE REGIME.
