Decree No. 23-CP Regarding the establishment of the National Center for Social Sciences and Humanities

 DECREE

OF THE GOVERNMENT DECREE NO. 23-CP OF MAY 22, 1993 ON THE ESTABLISHMENT OF THE NATIONAL SOCIAL SCIENCES AND HUMANITIES RESEARCH CENTER 

THE GOVERNMENT

Pursuant to the Government Organization Law dated September 30, 1992;

At the proposal of the Minister - Head of the Government Organizational and Cadre Affairs Department, the Minister of Science, Technology and Environment, and the Director of the Vietnam Social Sciences Institute,

DECREE:

Article 1. - The National Social Sciences and Humanities Research Center shall be established based on restructuring the current Vietnam Social Sciences Institute.

The National Social Sciences and Humanities Research Center is a scientific agency under the Government, operating according to its own regulations approved by the Prime Minister, subject to state management over scientific activities by the Ministry of Science, Technology and Environment.

The National Social Sciences and Humanities Research Center has the function of researching key issues in social sciences and humanities for the State, providing scientific grounds for leading agencies to formulate policies for building and developing the country; constructing and promoting the potential of social sciences and humanities nationwide.

The National Social Sciences and Humanities Research Center has legal personality, with its own seal and separate account.

Article 2. - The National Social Sciences and Humanities Research Center has tasks and authorities:

1. To develop plans for the direction, tasks, and long-term research programs of the Center to be submitted to the Government for consideration and decision.

2. To organize and direct the implementation of research programs and plans, and to build the organizational structure of the Center.

3. To participate in training and enhancing the capacity of social science and humanities personnel at university and post-university levels.

4. To participate in formulating national policies for the development of social sciences and humanities.

5. To develop and implement plans for international scientific cooperation in accordance with existing state regulations.

6. To manage the organization, staffing, assets, and budget of the Center in accordance with existing state regulations.

Article 3. - The organizational structure of the National Social Sciences and Humanities Research Center includes:

6. Institute of History

7. Institute of Archaeology

8. Institute of Ethnology

9. Institute of Literature

10. Institute of Folk Culture Studies

11. Institute of Linguistics

12. Institute of Han-Nom Studies

13. Institute of Southeast Asian Studies

14. Institute of Religious Studies

15. Institute of Psychology

16. Institute of Social Sciences in Ho Chi Minh City.

B. SUPPORTING ORGANIZATIONS FOR SCIENTIFIC RESEARCH:

1. Social Sciences Publishing House

2. Institute of Social Sciences Information

3. Vietnam Social Sciences Journal (in English)

C. ASSISTANT ORGANIZATIONS TO THE CENTER'S DIRECTOR

1. Office

2. Organization and Training Department

3. Planning and Finance Department

4. International Cooperation Department

5. Inspectorate.

Article 4. - The Director of the National Social Sciences and Humanities Research Center is responsible to the Prime Minister for directing all activities of the Center. The Director has several Deputy Directors to assist. The Director and Deputy Directors of the Center are appointed by the Prime Minister. The Director of the Center is responsible for drafting the organizational and operational regulations of the Center to be submitted to the Prime Minister for approval.

Article 5. - This Decree takes effect from the date of issuance. Decree No. 117-CP dated July 31, 1967 and other previous regulations contrary to this Decree are abolished.

Article 6. - The Director of the National Social Sciences and Humanities Research Center, Ministers, Heads of Ministries equivalent to Ministries, and agencies under the Government are responsible for implementing this Decree.
