DEPARTMENT OF EDUCATION DECREE NO. 23/QD DATED JANUARY 10, 1962 REGULATING STANDARDS AND PROCEDURES FOR RECOGNITION OF ERADICATION OF ILLITERACY IN MOUNTAINOUS AREAS

THE MINISTER OF EDUCATION AND TRAINING

- Pursuant to Decree No. 119/SL dated July 9, 1946 establishing the Department of Education;

- Pursuant to Decree No. 129/SL dated July 29, 1955 on ethnic policies; - Pursuant to Decrees No. 1010, 317 and Circular No. 597 of the Department of Education;

- Pursuant to the proposal of the Director of the Supplementary Education Division;

To promote the completion of the eradication of illiteracy in mountainous areas, the following temporary regulations are hereby established:

Article 1 - A mountainous commune shall be recognized as having completed the eradication of illiteracy if it meets the following criteria:

- The main target group (including commune cadres, village cadres, cooperative management board members, team leaders, production group leaders, members of the Vietnam Labor Party, male and female youth) must all know how to read and write, except for special cases that have been exempted or deferred.

- The ratio of literate people aged between 12 and 40 years old must reach at least 70%. Commune and village cadres up to 40 years old should also be included; those within this age range should be encouraged to study.

- Illiteracy must be eradicated according to the level specified in Decree No. 317-NĐ dated May 26, 1956 of the Department.

Article 2 - A mountainous district shall be recognized as having eradicated illiteracy if, in addition to the above criteria, at least 90% of communes in the district have eradicated illiteracy.

A mountainous province shall be recognized as having eradicated illiteracy if, in addition to the above criteria, at least 90% of communes in the province have eradicated illiteracy.

Article 3 - The authority to inspect and recognize villages and communes that have eradicated illiteracy remains as stipulated in Decree No. 1010-NĐ dated October 10, 1956 of the Department. For districts and regions: the Department entrusts the provincial administrative committees, Thai-Meo Autonomous Region Committee, to inspect and recognize and report back to the Department. For centrally-administered provinces: the provincial administrative committee reports, prepares files, and the Department of Education inspects and recognizes; specifically, for provinces under the Viet Bac Autonomous Region, the regional administrative committee will inspect and recognize and report back to the Department of Education.

Article 4 - The Heads of the Office, Directors of the Supplementary Education Division, Chairmen of the Administrative Committees of the Viet Bac Autonomous Region, Thai-Meo Autonomous Region, and centrally-administered mountainous provinces shall implement this decision.
