DECREE
OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM NUMBER 23
February 16, 1947
CHAIRMAN OF THE COUNCIL OF MINISTERS
Pursuant to the proposal of the Minister of Finance and the Minister of Economy;
After the Council of Ministers has reached an agreement;
ISSUES THE DECREE:
Article 1
Now, at the Ministry of Economy, a number of personnel will be established under the name of the Industrial Production Council with the task of researching programs and plans for industrial production and supervising the implementation of these programs and plans.
Article 2
The members of the Council shall be designated by the Minister of Economy and the Minister of Finance.
Ministers and Deputy Ministers shall have the right to attend meetings of the Council.
The Ministries of Finance, Economy, Agriculture, Interior, Transportation, Labor, and Defense shall each have representatives serving as members.
Article 3
The Industrial Production Council shall have a Secretary General responsible for leading the work of the Council.
That Secretary General shall be nominated by the members and appointed by the joint decree of the Ministries of Finance and Economy.
Article 4
The expenses of the Council shall be covered by the budget of the Ministry of Economy.
Article 5
The Ministers of Economy, Finance, Interior, National Defense, Agriculture, Transportation, and Labor shall implement this Decree.
