REGULATIONS ON THE MODELS OF AWARDS AND REWARDS PHYSICAL ITEMS; ISSUANCE, REPLACEMENT, AND REISSUE OF AWARD AND REWARD PHYSICAL ITEMS IN THE PEOPLE'S POLICE
Circular No. 142/2020/TT-BCA dated December 28, 2020, issued by the Minister of Public Security detailing the models of awards and rewards physical items; issuance, replacement, and reissue of award and reward physical items in the People's Police, effective from February 12, 2021, has been amended and supplemented by:
Circular No. 22/2025/TT-BCA dated March 26, 2025, issued by the Minister of Public Security amending and supplementing certain provisions of Circular No. 142/2020/TT-BCA dated December 28, 2020, issued by the Minister of Public Security detailing the models of awards and rewards physical items; issuance, replacement, and reissue of award and reward physical items in the People's Police, effective from May 10, 2025.
Pursuant to the Law on Competition and Rewards; the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards 2013;
Pursuant to Decree No. 85/2014/ND-CP dated September 10, 2014, issued by the Government stipulating the models of medals, badges, emblems, commemorative badges; models of certificates, frames, boxes, flags of reward forms and competition titles; management, issuance, replacement, reissue, and recovery of reward physical items (hereinafter referred to as Decree No. 85/2014/ND-CP);
Pursuant to Decree No. 101/2018/ND-CP dated July 20, 2018, issued by the Government amending and supplementing certain provisions of Decree No. 85/2014/ND-CP dated September 10, 2014, issued by the Government stipulating the models of medals, badges, emblems, commemorative badges; models of certificates, frames, boxes, flags of reward forms and competition titles; management, issuance, replacement, reissue, and recovery of reward physical items (hereinafter referred to as Decree No. 101/2018/ND-CP);
Pursuant to Decree No. 01/2018/ND-CP dated August 6, 2018, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Political and Ideological Work Department;
The Minister of Public Security issues this Circular detailing the models of awards and rewards physical items; issuance, replacement, and reissue of award and reward physical items in the People's Police.[1]
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular details the models of awards and rewards physical items including the model of the "Ministry of Public Security Competition Flag"; certificate of recognition for the title "Victory Unit", "Outstanding Labor Collective"; certificate of recognition and badge for the title "All-Police Force Model Competitor"; certificate of recognition for the title "Model Competitor at the Base Level" and the model of the "Ministry of Public Security Merit Certificate"; certificate of recognition and badge for the Commemorative Badge "National Security Protection"; Letter of Commendation; frame, box for storing reward physical items; traditional gold book; Issuance, replacement, and reissue of award and reward physical items in the People's Police.
Article 2. General Provisions on Reward Physical Items
1.[2] The reward physical items specified in this Circular include those accompanying the competition titles and reward forms in the People's Police as prescribed in Circular No. 04/2024/TT-BCA dated January 22, 2024, issued by the Minister of Public Security detailing the competition and reward work of the People's Police force and the nationwide movement to protect national security.
2. Collectives and individuals receiving competition titles and reward forms shall be responsible for preserving, managing, and using the reward physical items for a long time, in accordance with their purpose and educational significance. The heads of public security units and localities are responsible for the accuracy of the application files for the issuance, replacement, and reissue of reward physical items.
Chapter II. SPECIFIC PROVISIONS

Article 3. Sample of "The Ministry of Public Security's Flag of Merit"
1. Form: rectangular shape, dimensions 800mm long and 600mm wide, made of two layers of red silk fabric. The flag is embroidered with yellow thread, capital letters, upright font style, bold; font type and size are adjusted according to the content to ensure beauty and solemnity.
2. Content
a) The first line embroidered with the words: "MINISTRY OF PUBLIC SECURITY"; capital letters, upright font style, bold.
b) The second line embroidered with the word: "AWARD"; capital letters, upright font style, bold.
c) Below the second line, in the center, embroidered with a five-pointed golden star.
d) Below the star, embroidered with the name of the unit receiving the award.
đ) Below the unit name, embroidered with the phrase "LEADING UNIT IN THE COMPETITION MOVEMENT YEAR...", year recorded is the year the unit has outstanding achievements for being awarded the title; capital letters, upright font style, bold.

a) "The Ministry of Public Security's Flag of Merit" awarded to units at the Bureau level and local public security agencies with outstanding achievements in the competition movement "For National Security" (Sample number 1);

Article 4. Sample of certificates recognizing the titles "Outstanding Victory Unit", "Outstanding Labor Collective"
1. Form: rectangular shape, dimensions equal to A4 paper size, 297mm long and 210mm wide; outer decorative border dimensions 282mm long and 175mm wide, white paper with weight of 150 grams per square meter.2The border is decorated with floral patterns, in the middle of the top border is the Emblem of the Socialist Republic of Vietnam and two red flags on either side of the Emblem. The background is white.
2. Content
a) The first line records the State Emblem: "SOCIALIST REPUBLIC OF VIETNAM" presented in capital letters, font "Times New Roman", size 14, upright font style, bold, black color;

1. Form: Rectangle, size A4 paper with length 297 mm, width 210 mm, outer decorative border dimensions 282 mm long, 175 mm wide; white paper with weight 150 grams/m2. The decorative border is adorned with patterns, without floral designs at the four corners outside the decorative border and the transitional floral design between the National Emblem and the decorative border. At the center top is the National Emblem of the Socialist Republic of Vietnam, flanked by two red flags on either side of the Emblem. The background is left white.

The decorative border is adorned with patterns, without floral designs at the four corners outside the decorative border. At the center top is the National Emblem of the Socialist Republic of Vietnam, flanked by two red flags on either side of the Emblem. The background is the hidden Police Emblem surrounded by hidden decorative patterns.
b) Content:

a) Badge stem: Rectangle, dimensions 26mm long, 11mm wide, outer border gold, covered with glass on the surface, red background, with golden lettering "Ministry of Public Security"
b) Emblem design: stylized five-pointed golden star with raised relief, covered with glass on the surface of the circular star shape, inside is the Police emblem, around the Police emblem is the recessed text "Distinguished Soldier of the Entire National Police Force" in yellow on a red background, the diameter of the circumscribed circle of the star's five points is 40 mm. The material of the emblem is gold-plated metal alloy nico, thickness of 3 microns.
c) Model of the "Distinguished Soldier of the Entire National Police Force" emblem (Model number 7).
Section 2. MODELS OF AWARDING ITEMS
Article 7. Model of Certificate of Merit
1. Form: Rectangle, size A4 paper with length 297 mm, width 210 mm, outer decorative border dimensions 282 mm long, 175 mm wide; white paper with weight 150 grams/m2. The edge is decorated with patterns, without floral designs at the four corners outside the edge and the transitional floral pattern between the State Emblem and the edge decoration. At the center top is the State Emblem of the Socialist Republic of Vietnam. The background is left white.
2. Content

a) Form: Printed on rectangular paper with dimensions 210 mm long and 148 mm wide, printed on white paper with a weight of 150 mg/m²;2The border around the edges measures 200 mm x 130 mm (measured from the outer edge of the border); the width of the border is 7 mm. The border is decorated with floral patterns, without floral designs at the four corners outside the border. At the center of the top is the National Emblem of the Socialist Republic of Vietnam. The background is the Police emblem printed in embossing, surrounded by decorative embossed patterns. The upper left corner prints the stem of the Commemorative Medal "National Security Protection".

a) Badge stem: Rectangular shape, dimensions 26 mm long and 11 mm wide, outer edge gold color, covered with glass on the surface, red background, with golden text "Commemorative Medal".
b) Badge body: A stylized five-pointed star, raised relief, covered with glass on the circular surface of the star, inside is the Police emblem, surrounding the Police emblem is the embossed golden text "National Security Protection" on a red background. The diameter of the circumscribed circle of the five points of the star is 40 mm. Material is gold-plated metal, nickel alloy, thickness 3 micron.
3. Model of the Commemorative Medal "National Security Protection":
a) Certificate model (Model No. 10);
b) Badge model (Model No. 11).
Article 10. Frame and Box Models
1. The frame model for the certificate recognizing the title "Outstanding Soldier of the Entire People's Police Force", the "Ministry of Public Security Merit Certificate" shall be made of composite material, painted gold, with two decorative floral borders and stylized lines around it, ensuring beauty and solemnity. The size of the frame is 470 mm long and 347 mm wide (measured from the outer edge of the frame); the frame width is 25 mm. It has a red background lining.
2. The size of the frame is 367 mm long and 280 mm wide (measured from the outer edge of the frame); the frame width is 20 mm. It has a red background lining.
3. The frame model for the certificate recognizing the "National Security Protection Commemorative Medal": Made of composite material, painted gold, with two decorative floral borders and stylized lines around it, ensuring beauty and solemnity. The size of the frame is 270 mm long and 208 mm wide (measured from the outer edge of the frame); the frame width is 15 mm. It has a red background lining.
4. The box model for the emblem of the title "Outstanding Soldier of the Entire People's Police Force" and the "National Security Protection Commemorative Medal" shall have dimensions and materials that ensure beauty and solemnity. The lid on top of the box has the police emblem printed on it..
Article 11. Traditional Golden Book
1. The traditional golden book of the Ministry of Public Security and of public security units and localities is used to record the names of collectives and individuals who have been awarded Orders, Medals, state honors, national-level commendation forms, commendation titles, Commemorative Medals, Certificates of Merit, and Letters of Commendation.
2. The traditional golden book is bound in A3 paper size; hard cover, with a dark red background, the first line reads "MINISTRY OF PUBLIC SECURITY", the second line reads the name of the unit at the Bureau level or local public security, in the center it reads "TRADITIONAL GOLDEN BOOK"; the pages inside the book are white paper divided into columns: the first column records the serial number, subsequent columns record: Decision number for commendation; Date of decision signing; Form of commendation; Name of the collective or individual being commended; Summary of achievements being commended; Signatory of the commendation decision; Notes.
Chapter III. REPLACEMENT AND REISSUANCE OF COMMENDATION ITEMS
Article 12. Replacement and Reissuance of Commendation Items
1.[6] For national-level commendation items: Implemented according to the provisions of Government Decree No. 98/2023/NĐ-CP dated December 31, 2023, detailing the implementation of certain articles of the Law on Competition and Reward.
2. For Ministry-level commendation items
Implement replacement and reissuance of the emblem of the "Outstanding Soldier of the Entire People's Police Force", the emblem of the "National Security Protection Commemorative Medal", the "Ministry of Public Security Merit Certificate", the certificate recognizing the title "Outstanding Soldier of the Entire People's Police Force", the certificate recognizing the title "Outstanding Soldier at the Base Level" issued by Bureau-level leadership, and the certificate recognizing the "National Security Protection Commemorative Medal" which are lost, damaged due to objective reasons (such as natural disasters, floods, fires...), confirmed by the competent authority, or incorrectly printed with the information of the collective or individual.
Types of certificates of merit and certificates recognizing titles at the Ministry level proposed for replacement and reissuance shall be printed according to the current model at the time of application, signed by the incumbent Minister of Public Security, stamped, and additionally marked with the phrase "reissued for the ... time".
3. For Bureau-level commendation items
Public security units and localities shall base this Circular to stipulate the procedures for replacement and reissuance of commendation items within their jurisdiction.
4. Time for receiving and processing applications for replacement and reissuance of commendation items
a) Applications for replacement and reissuance of national-level commendation items shall be submitted to the Political Work Department once before March 1st each year;
b)[7] Applications for replacement and reissuance of Ministry-level commendation items shall be submitted to the Political Work Department once before June 1st each year;
c)[8] The Political Work Department shall issue results for the replacement and reissuance of Ministry-level commendation items to public security units and localities before August 19th each year.
Article 13. Documents, procedures, routes for issuing, exchanging, and reissuing award items.
1. The application for exchanging or reissuing award items shall include two original copies.
a) A letter requesting to exchange or reissue award items from a collective body (Model No. 1, Appendix 2) or an individual's application for exchanging or reissuing award items (Model No. 2, Appendix 2), confirmed by the competent authority, accompanied by the Decision on Award and the award item proposed for exchange or reissue (if applicable).
b) A letter requesting to exchange or reissue award items from the head of the unit proposing the award, along with a list of applications for exchanging or reissuing award items (Model No. 3, Appendix 2), electronic data files, the Decision on Award, and the award item proposed for exchange or reissue (if applicable).
2. Procedures for exchanging or reissuing award items
a) Collectives and individuals submit letters or applications requesting to exchange or reissue award items, confirmed by the competent authority, to the unit proposing the award, accompanied by the Decision on Award and the award item proposed for exchange or reissue (if applicable).
b)[9] The head of the unit proposing the award assigns the functional unit to compile and complete the application for exchanging or reissuing award items, including the list of applications for exchanging or reissuing award items, electronic data files, the Decision on Award, and the award item proposed for exchange or reissue, and sends them to the Ministry of Public Security (through the Political Work Department).
c)[10] The Political Work Department bases on the application for exchanging or reissuing award items submitted by the unit proposing the award to review and exchange or reissue award items at the ministerial level or aggregate and complete the report to the leadership of the Ministry of Public Security (through the Ministry of Home Affairs) to review and exchange or reissue national-level award items, while collecting old or damaged award items (if applicable).
d)[11] The Office of the Ministry of Public Security bases on the list of applications for exchanging or reissuing award items compiled by the Political Work Department to propose stamping certificates of merit, certificates of honor, and commemorative medals issued by the Ministry of Public Security for exchange or reissue.
3.[12] Route for submitting applications for exchanging or reissuing award items
Local public security units submit applications for exchanging or reissuing award items to the Political Work Department to exchange or reissue award items at the ministerial level or request exchange or reissue of national-level award items.
Chapter IV. IMPLEMENTATION
Article 14. Responsibilities of agencies in managing, storing, transporting, and issuing, exchanging, and reissuing award items[13]
1. Responsibilities of the Political Work Department
a) Receive and store national-level award items from the Ministry of Home Affairs (Central Steering Committee for Mobilization and Awards) and distribute them to local public security units with collectives and individuals who have been awarded.
b) Arrange and issue "Ministry of Public Security Merit Flags" to local public security units annually in the summary of the "For National Security" campaign.
c) Arrange and issue "Certificates of Merit from the Minister of Public Security," certificates recognizing the title of "Outstanding Worker of the People's Public Security Force," badges recognizing the title of "Outstanding Worker of the People's Public Security Force," certificates and badges of commemorative medals (with accompanying boxes), and the Traditional Gold Book of the Ministry of Public Security.
d) Issue certificates recognizing the title of "Outstanding Worker at the Grassroots Level" to the Directors and Deputy Directors of provincial and centrally-administered city public security departments, and heads and deputy heads of units under the Ministry of Public Security.
e) Receive applications for exchanging or reissuing award items; assess and propose exchanging or reissuing award items for collectives and individuals.
2. Responsibilities of the Logistics Department
Allocate storage space for award items at the headquarters of the Steering Committee for Mobilization and Awards of the Ministry of Public Security to ensure safety and convenience for receiving and storing national-level award items from the Central Steering Committee for Mobilization and Awards, and ministerial-level award items for distribution to local public security units.
3. Responsibilities of the Equipment and Transportation Department
Organize transportation of award items according to the requirements of the headquarters of the Steering Committee for Mobilization and Awards of the Ministry of Public Security.
4. Responsibilities of local public security units
a) Arrange and issue "Ministry of Public Security Merit Flags" to department-level units and equivalent units, village, town, and township police stations within local public security units annually based on decisions by the Minister of Public Security;
b) Arrange and issue frames for certificates of merit from the ministry, frames for certificates recognizing the title of "Outstanding Worker of the People's Public Security Force," and frames for commemorative medals "For National Security" to collectives and individuals within units based on decisions by the Minister of Public Security.
c) Arrange and issue certificates of merit, frames for certificates of merit, certificates recognizing the titles of "Victorious Unit," "Excellent Labor Collective," "Outstanding Worker at the Grassroots Level," and the Traditional Gold Book of local public security units.
Article 15. Effective Date[14]
1. This Circular takes effect from February 12, 2021, and replaces Circular No. 35/2015/TT-BCA dated July 28, 2015, of the Minister of Public Security detailing models of award items and forms of awards in the People's Public Security Force (hereinafter referred to as Circular No. 35/2015/TT-BCA).
2. Award items prescribed in Circular No. 35/2015/TT-BCA will continue to be issued together with awards and honors until their stock is exhausted.
Article 16. Responsibility for Implementation
1. The Department of Party Work and Political Work is responsible for inspecting and urging the implementation of this Circular.
2. The Department of Planning and Finance is responsible for guiding the establishment, management, and use of the fund for mobilization and awards to ensure funding for the production and issuance of award items.
3. Heads of units under the Ministry of Public Security, Directors of provincial and centrally-administered city public security departments are responsible for organizing the implementation of this Circular.
During the implementation process, if there are difficulties or obstacles, local public security units, organizations, and individuals concerned should reflect these issues to the Ministry of Public Security (through the Department of Party Work and Political Work) for timely guidance../.

BASED ON DECREE NO. 02/2025/ND-CP DATED FEBRUARY 18, 2025 OF THE GOVERNMENT ON FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF PUBLIC SECURITY;
At the proposal of the Director of the Political Work Department;
The Minister of Public Security promulgates this Circular amending and supplementing certain articles of Circular No. 142/2020/TT-BCA dated December 28, 2020, of the Minister of Public Security detailing the models of material awards for commendation titles and forms of commendation, replacement and reissue of material awards in the People's Public Security Force".
[2] This Clause is amended according to the provision at Clause 1, Article 1 of Circular No. 22/2025/TT-BCA dated March 26, 2025, of the Minister of Public Security amending and supplementing certain articles of Circular No. 142/2020/TT-BCA dated December 28, 2020, of the Minister of Public Security detailing the models of material awards for commendation titles and forms of commendation; replacement and reissue of material awards in the People's Public Security Force, which takes effect from May 10, 2025.
[3] This Point is amended according to the provision at Clause 2, Article 1 of Circular No. 22/2025/TT-BCA dated March 26, 2025, of the Minister of Public Security amending and supplementing certain articles of Circular No. 142/2020/TT-BCA dated December 28, 2020, of the Minister of Public Security detailing the models of material awards for commendation titles and forms of commendation; replacement and reissue of material awards in the People's Public Security Force, which takes effect from May 10, 2025.

[13] This provision has been amended pursuant to Clause 9, Article 1 of Circular No. 22/2025/TT-BCA dated March 26, 2025, issued by the Minister of Public Security to amend and supplement certain provisions of Circular No. 142/2020/TT-BCA dated December 28, 2020, issued by the Minister of Public Security on detailed models of material awards for commendation titles and forms of rewards; replacement and reissue of reward materials in the People's Public Security, which shall take effect from May 10, 2025.
[14] Article 2 of Circular No. 22/2025/TT-BCA dated March 26, 2025, issued by the Minister of Public Security to amend and supplement certain provisions of Circular No. 142/2020/TT-BCA dated December 28, 2020, issued by the Minister of Public Security on detailed models of material awards for commendation titles and forms of rewards; replacement and reissue of reward materials in the People's Public Security, which shall take effect from May 10, 2025, provides as follows:
“Article 2. Implementation clause
1. This Circular shall take effect from May 10, 2025.
2. In cases where the referenced documents in this Circular are replaced or amended, they shall be applied according to the replacing, amending, or supplementary documents.
3. The badges and certificates of the Commemorative Medal "For National Security Protection" prescribed in Circular No. 142/2020/TT-BCA dated December 28, 2020, issued by the Minister of Public Security on detailed models of material awards for commendation titles and forms of rewards, replacement and reissue of reward materials in the People's Public Security shall continue to be issued together with the Decisions awarding the Commemorative Medal "For National Security Protection" of the Ministry of Public Security until the existing stock is exhausted.
