Approving the Master Plan for Socio-Economic Development

of Dien Bien Province during the period 2006-2020

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the People's Committee of Dien Bien Province at Document No. 1115/TTr-UBND dated December 1, 2005, Document No. 341/CV-UBND dated April 28, 2006, and the opinion of the Ministry of Planning and Investment at Circular No. 5808/BKH-TĐ&GSĐT dated August 8, 2006 on the Master Plan for Socio-Economic Development of Dien Bien Province during the period 2006-2020,

DECISION: 

Article 1. Approving the Master Plan for Socio-Economic Development of Dien Bien Province during the period 2006-2020 with the main contents as follows:

1. Development Orientation

a) Maintaining political stability, ensuring national defense and security, social order and safety, creating a favorable environment for socio-economic development; consolidating the grassroots political system and the solidarity of ethnic groups within the province, firmly protecting the country's sovereignty and territorial integrity;

b) Leveraging internal resources, releasing productive capacity to exploit potential effectively, achieving breakthroughs in growth and economic restructuring, quickly escaping poverty and particularly difficult conditions. Gradually narrowing the gap, especially the gap in cultural-social enjoyment and some economic sectors compared to other provinces in the region and nationwide;

c) Seizing opportunities, advantages, and new investment and expanded economic cooperation opportunities to strongly attract domestic and foreign investment, developing rapidly in conjunction with the overall development of the region and the nation. Vigorously developing border trade economy, rapidly increasing industries and services; enhancing the quality of growth, improving efficiency, competitiveness, and sustainability;

d) Promoting commodity production under the socialist-oriented market mechanism, fundamentally addressing the issue of purely agricultural production and self-sufficiency. Concentrated investment with priorities to develop advantageous sectors, forming key products and economic zones with large-scale production, serving as a foundation to promote growth, economic restructuring, and resettlement of residents within the province, including those relocated due to the Son La Hydropower Project;

đ) Reforming and vigorously developing education and training to improve human resource quality; quickly applying scientific and technological advances to production. Closely combining economic development with social progress, raising public awareness. Linking economic growth with fair social issues, eradicating hunger, reducing poverty, encouraging wealth creation, and mitigating disparities between regions. Using economic development to promote social progress, ensuring fairness, social stability, and unity among communities within the province;

e) Developing the economy in conjunction with environmental protection, protecting and developing upstream forests, especially those of the Da River, ensuring protective functions for major national hydropower projects.

2. Development Goals

a) General Objective

Rapidly, efficiently, and sustainably developing the socio-economic foundation of Dien Bien to achieve the goal of eliminating hunger and poverty; striving to remove Dien Bien from the list of particularly difficult provinces by 2010, gradually narrowing the living standard gap of the people compared to other regions in the country according to the spirit of Resolution 37/NQ-TW of the Politburo and Resolution of the 11th Provincial Party Congress of Dien Bien; from 2011 to 2020, lifting Dien Bien out of underdevelopment, moving towards becoming a strong mountainous border province with stable political security, developed economy, civilized society, and a solid ethnic solidarity bloc.

b) Specific Development Targets

- Economic targets

+ Average GDP growth rate during the period 2006-2020 reaching 12.5% per year. In which, the period 2006-2010 reaches 12% per year and the period 2011-2020 reaches 12.8% per year; raising the provincial average GDP per capita relative to the national average from 45% in 2005 to 50% in 2010, about 65% in 2015, and 80% in 2020;

+ Creating a clear shift in the economic structure in a positive direction, reducing the proportion of agriculture, forestry, and fisheries, gradually increasing the proportion of industry and services in the provincial GDP. By 2010, the economic structure will be: agriculture, forestry, and fishery accounting for 29-30%, industry and construction accounting for 34%, services accounting for 36-37%; by 2020: agriculture, forestry, and fishery accounting for 18%, industry and construction accounting for 40%, services accounting for 42%;

+ By 2010, total export turnover on the territory will reach 16-17 million USD, of which local exports will exceed 8 million USD; by 2020, reaching approximately 100 million USD, of which local exports will reach 45-50 million USD;

+ The ratio of budget revenue mobilization on the territory to the provincial GDP in 2010 will be at least 5% and over 10% in 2020.

- Social targets:

+ From now until 2010, creating jobs for about 5,000 workers per year; from 2011 to 2020, 7,000-8,000 workers per year;

+ From now until 2010, reducing the poverty rate by 5% annually. Striving to eliminate hunger households by 2010, reducing the poverty rate (according to the national standard in 2005) to below 20%; by 2015, below 10%, and by 2020, below 3%;

+ Maintaining the results of universal primary education and illiteracy eradication. Striving to achieve the standard of universal lower secondary education throughout the province by 2008; universal upper secondary education in Dien Bien Phu City and Muong Lay Town by 2010, and achieving the standard of universal upper secondary education throughout the province before 2020;

+ Vigorously promoting vocational training work. Diversifying training forms, expanding scale and methods of training at professional schools in the province with appropriate professions to meet local production needs. Striving to increase the proportion of trained labor in the province from the current 16.4% to 25% by 2010 and over 35% by 2020: over 70% of high school students receiving vocational guidance and training at centers by 2010 and 100% by 2020;

+ Complete the healthcare network from province to commune and village. By 2010, achieve over 5.5 doctors per 10,000 people; 50% of commune health stations meet national standards for healthcare; approximately 60-70% of health stations have doctors, 100% of villages and hamlets have nurses, 100% of children within age range receive expanded immunization, reduce malnutrition rate among children under five years old to below 20%; by 2020, achieve 10 doctors per 10,000 people, reduce malnutrition rate among children under five years old to below 10%, and 100% of communes meet national standards for healthcare.

+ By 2010, all automobile roads to commune centers are accessible year-round, with about 50% of roads upgraded, paved with asphalt or concrete; 100% of communes have electricity, and at least 80% of the population uses electricity; 95% of the population watches television, 100% of the population listens to radio. By 2015, the entire provincial, district, and road system to commune centers and clusters of communes are paved with asphalt or concrete: more than 50% of villages and hamlets have automobile roads, 100% of the population uses electricity, 100% of the population watches television. By 2020, more than 95% of villages and hamlets have automobile roads accessible year-round.

+ Complete the settlement and resettlement planning throughout the province before 2010. Stabilize production and living conditions for the resettled population of the Son La Hydropower Project.

- Environmental protection objectives:

Increase forest coverage from the current 38.5% to about 50% by 2010 and 65% by 2020 to ensure the upstream protective function and make significant contributions to the economy.

By 2010, all urban areas in the province will have centralized waste collection and treatment facilities; 90% of the urban population will be supplied with clean drinking water, and 80% of the rural population will be supplied with drinking water; approximately 50% of rural households will have sanitary facilities. By 2020, 100% of the urban population will be supplied with clean drinking water, and 100% of the rural population will be supplied with drinking water, of which more than 80% will be supplied with clean water; 100% of rural households will have sanitary facilities.

- National defense and security objectives:

Maintain political stability, ensure national defense and security, firmly maintain border sovereignty and the solidarity of ethnic groups; curb the increase and push back crime, especially drug-related crimes and social evils. Timely prevent criminal activities and peaceful evolution plots of hostile forces.

Complete the demarcation and erection of boundary markers along the Vietnam-China border by 2006: renovate and densely erect markers along the Vietnam-Laos border before 2010. Increase border guard posts to one post every 20 kilometers. Build a complete patrol road system along the border; reinforce border guard posts according to standard specifications. By 2015, complete the border ring road system and border access roads according to standard V and VI mountainous region specifications.

3. Directions and solutions for developing industries and sectors

a) Develop agriculture, forestry, and fisheries:

 - Agriculture: develop the agricultural and forestry industry comprehensively, create fundamental changes in the agricultural and forestry production base of Dien Bien towards commercial production, diversification of products, and diversification of rural economic structures.

The growth rate of agriculture, forestry, and fisheries during the period 2006-2020 reaches 6.3% per year. Increase the share of livestock in the value of agricultural production to 26% by 2010 and approximately 35% by 2020.

Develop stable food production. By 2010, food production reaches 220-230 thousand tons, and by 2020, reaches 270-280 thousand tons, averaging 450 kg per person, ensuring food security and creating a large volume of goods.

Develop industrial crops, fruit trees, form concentrated production areas, and key products. By 2010, the area of high-value crops accounts for 18-20% of the total cultivated land, and by 2020, exceeds 30%.

- Forestry: plant approximately 4,500 hectares of new forests annually, including 1,800-2,000 hectares of productive forests; by 2010, encircle and regenerate approximately 134,000 hectares of forests, and during the period 2011-2020, encircle and regenerate 190-200,000 hectares, increasing forest coverage to 50% by 2010 and 65% by 2020, ensuring the upstream protective function and making increasingly significant contributions to the economy.

- Fisheries: fully utilize the water surface capacity of lakes and ponds within the territory for aquaculture. Focus on developing new high-value aquatic species. Provide good quality seeds at reasonable prices to farmers. Increase the proportion of farmed aquatic products in the fisheries sector to 90%.

b) Develop industry and small-scale industry:

Rapidly and steadily develop industries and small-scale industries to serve as a driving force for economic growth and structural transformation of the province towards industrialization and modernization.

The average annual growth rate of added value in industry and construction during the period 2006-2020 reaches 17.5%. Of which, the period 2006-2010 achieves 16-17% per year; the period 2011-2020 achieves nearly 18% per year.

Increase the share of industry and construction in the total GDP of the locality from the current 26.67% to about 34% by 2010 and 40% by 2020, of which industry accounts for more than 60% of the added value within the industry and construction sector.

By 2020, Dien Bien basically has a solid industrial foundation with a reasonable structure suitable for the conditions and potential advantages of the province, while having strong competitive capabilities. Focus on developing the following industries:

- Processing of agricultural and forestry products;

- Power industry;

- Production of building materials;

- Mining;

- Other industries.

c) Develop service industries

Develop a comprehensive service economy towards diversifying service forms and economic components participating to strongly encourage production and serve the people's livelihood.

The average annual growth rate of services during the period 2006-2020 reaches 13.8%. Of which, the period 2006-2010 achieves 13-14% per year, the period 2011-2020 achieves 13.5-14% per year. Increase the share of services in the province's GDP to 36% by 2010 and 42% by 2020.

- Tourism: build tourism in Dien Bien into a tourism center with a significant scale in Northwest Vietnam and a key tourism destination in the national tourism system. In 2010, attract approximately 300,000 visitors (including 50,000 international visitors) and reach about 500,000 visitors (including about 100,000 international visitors) by 2020.

Urgently complete the construction of Tay Trang border gate to upgrade it to an international border gate. Implement the construction of Huoi Puoc (Dien Bien) and A Pa Chai (Muong Nhe) border gates into national border gates; open additional border gates to expand trade with neighboring countries Laos and China to promote the development of the province's commerce; at the same time, create conditions for expanding markets and rapidly increasing export turnover. Promptly complete the project on the Border Economic Zone for A Pa Chai to attract investment for development.

Adjust the strategy for developing export goods, forming some key export products of the province such as: tea, fruits, processed meat, processed wood, processed bamboo shoots, cement, building materials, minerals, etc.; strive to increase the export turnover on the local territory up to about 16-17 million USD by 2010, of which the export of local goods is about 8 million USD; reaching about 100 million USD by 2020, of which the export of local goods is about 45-50 million USD.

- Other service sectors: develop other service sectors synchronously such as finance, banking, insurance, transportation services, information, postal services, technical consulting, technology transfer, and other social services, etc.

d) Develop the infrastructure system

- Develop the transportation system

Develop the transportation system synchronously within the territory, ensuring connectivity and integration within the Northwest region and among localities within the province. Focus on developing external transportation. Invest in developing transportation in urban areas, concentrated production zones, settled areas, and border regions linked with national defense and security.

+ National highway and provincial road system: from now until 2010, concentrate on upgrading and expanding all main national highways passing through the territory (National Highway 279, National Highway 12, and National Highway 6A) to meet Class IV mountain standards with two lanes, difficult sections meeting Class V road standards. Complete the construction of the bypass route for Son La Hydropower Plant (from km 91 to km 106 on National Highway 12) to ensure smooth traffic between regions within the province. Implement new construction and improvement of provincial roads to ensure convenient traffic throughout the four seasons. Strive to complete the upgrading and expansion of all national highways and important provincial roads serving the economy and national defense by 2007, ensuring 100% asphalt coverage.

+ Border ring road and border exit roads: focus on constructing basic border ring roads, border exit roads, and border patrol roads to meet strategic mobility requirements as well as management and economic, cultural, and social exchanges within the province. Complete the upgrading and asphalt paving of all border ring roads within the territory (Si Pa Phin - Muong Nhe section meets Class IV standards; Pac Ma - Muong Nhe and Dien Bien - Song Ma sections meet Class V standards). Upgrade and extend border exit roads; construct roads connecting provincial roads to concentrated production areas to facilitate production development.

+ District and inter-village roads: implement the principle of "state and people working together" to develop rural transportation. Strive to upgrade and asphalt or concrete 70-100 km of district and inter-village roads each year so that all district roads will meet Class V and VI standards, village roads will meet rural transportation Class A and B standards: the ratio of rural roads accessible year-round reaches 90%; after 2010, complete the upgrading of the Pom Lot - Huoi Puoc road and the entire district and inter-village road system. From now until 2007, prioritize roads leading to village centers currently made of dirt; from 2008 to 2010, continue to invest in reinforcing existing gravel roads and roads to key production areas, while implementing construction of roads to village centers that will be divided. After 2010, continue to invest in constructing roads to village centers and from village centers to hamlets and villages. Develop the transportation system to serve the construction of centralized resettlement areas.

+ Urban transportation: develop urban transportation systems and public transport comprehensively and gradually modernize them throughout the province, especially in Dien Bien Phu city, ensuring that Dien Bien has a complete and modern urban infrastructure transportation system by 2020. In the near term from now until 2010, focus on completing the main axes in the centers of districts, towns, and Dien Bien Phu city according to planning (about 150 km, specifically Dien Bien Phu city about 35 km) to meet the development needs of cities. Allocate reasonable land (about 20-25%) for urban transportation development, including static transportation.

+ Waterway transportation: when the Son La hydropower dam is completed, Dien Bien province will have approximately 100 km of inland waterways. To effectively utilize this waterway, it is planned to construct several important river ports such as Huoi Xo port (Tu Va Chu) and Dau Cao port (Muong Lay town) to serve economic and national defense development. Invest in improving and dredging channels; construct a synchronized system of buoys, signboards, etc., according to regulations, ensuring convenient and safe transportation. Regarding railway transportation: conduct surveys to construct the Hanoi - Hoa Binh - Son La - Dien Bien railway line.

+ Air transportation: Dien Bien Phu airport is an inland airport with international flights: continue to invest in upgrading to Category 3C according to ICAO standards, ensuring daytime operations for aircraft types such as ART72/F70 or equivalent. The expected capacity is 200,000 passengers/year and 500 tons of cargo/year by 2015.

- Develop the irrigation system

Invest in upgrading and constructing new water reservoirs, major irrigation works, and canal systems. Prioritize investment to implement irrigation systems in key rice-growing areas as planned, including Dien Bien Basin, Chien Sinh, and Bun Lao (Tuan Giai). Construct new irrigation works in areas with potential water resources and relatively concentrated land to promote comprehensive agricultural production development, linked with the planning for resettlement and relocation of residents in the province. Focus on building some irrigation works in Dien Bien, Dien Bien Dong, Muong Nhe, and Tuan Giai districts to ensure sufficient water for 17,000 hectares of summer rice and 8,050 hectares of spring rice in the region.

- Develop the power supply system

Complete the construction of lighting systems in urban areas. Invest in improving, upgrading, and constructing new transmission and low-voltage distribution networks throughout the province. Upgrade the Son La - Tuan Giai power grid from 110 kV to 220 kV; upgrade the Tuan Giai - Tu Va Chua - Lai Chau power grid from 35 kV to 110 kV. Construct a 35 kV power grid for Dien Bien - Muong Nha - Muong Loi; Houoi Leng - Pakhoang areas.

Improve and complete the low-voltage distribution network in Dien Bien Phu city, Dien Bien Basin communes, and all district centers in the province. Construct rural power grids. Focus on investing in small hydropower projects and power supply networks for resettlement areas, remote, and mountainous regions. Ensure that by 2007, 100% of communes and wards in the province have electricity; by 2010, at least 80% of the population has access to electricity, reaching 100% before 2020.

- Develop the water supply and drainage system

Construct a comprehensive water supply and drainage system for Dien Bien Phu city. Upgrade and expand water supply systems for townships and concentrated residential areas. By 2020, all townships and district centers in the province will have water treatment plants with a capacity of at least 2,000 cubic meters per day and night, ensuring a minimum standard of 90 liters per person per day and night. Combine the construction of water supply and drainage systems in urban areas with the construction of internal urban transportation systems.

Upgrade and expand the Dien Bien water plant from its current capacity of 8,000 cubic meters per day and night to 24,000 cubic meters per day and night by 2010, ensuring domestic water supply for Dien Bien Phu city and Dien Bien township. Construct a comprehensive drainage system and wastewater treatment facilities for Dien Bien Phu city. Invest in completing the main drainage system for all district centers in the province.

Focus on constructing rural domestic water supply projects, especially for highland, remote, resettlement areas, border guard posts, and border regions under the National Clean Water Program; ensuring that more than 90% of the urban population has access to clean domestic water by 2010 and 80% of the rural population by 2010.

- Commerce: develop a comprehensive infrastructure system for commerce within the province. Invest in and complete wholesale markets in Dien Bien Phu city; renovate, upgrade, and construct new markets and commercial centers at border gates, towns, townships, market towns, and village clusters; strongly develop markets and trading points in rural, highland, and border areas.

d) Develop social sectors

- Population, labor, and employment: reduce the natural population growth rate to 1.65% by 2010 and 1.35% by 2020.

Strive to increase the proportion of non-agricultural labor from the current 14% to 20% by 2010 and over 30% by 2020. From now until 2010, solve employment for about 5,000 workers per year; during the period 2011-2020, solve employment for 7,000-8,000 workers per year. Increase the proportion of trained labor to over 25% by 2010 and over 35% by 2020.

Reduce the poverty rate (according to the national standard in 2005) to below 20% by 2010 and below 3% by 2020; the malnutrition rate among children remains at 20% by 2015 and below 10% by 2020.

- Education and training: achieve the standard of universal secondary education by 2008 and reach the standard of universal upper-secondary education before 2020. Complete the program of solidifying educational facilities throughout the province by 2015. Promote vocational training; diversify training forms, expand scale and methods of training. Strive to have a vocational school in each district by 2020; by 2010, over 70% of high school students receive vocational guidance and training at centers, reaching 100% by 2020.

- Science and technology: accelerate the development and application of science and technology, focusing on post-harvest preservation technology and product processing.

- Health care: by 2010, approximately 60-70% of commune health stations have doctors, reaching 100% by 2015. By 2010, achieve 100% village health stations having nurses, 5.5-6 doctors per 10,000 people, and over 10 doctors per 10,000 people by 2020. Complete the program of solidifying health facilities throughout the province by 2015.

- Culture and information: by 2010, achieve 100% of the provincial population listening to radio; 95% watching television; 100% communes having a postal and cultural house; the telephone usage rate reaches 10 phones per 100 people, and by 2020, exceeds 20 phones per 100 people.

Strengthen cultural activities. Expand cultural exchanges and artistic performances. Enhance material foundations to meet the needs of cultural and information activities of the people. Effectively implement the conservation, renovation, and promotion of the value of historical sites such as Dien Bien Phu and other historical and scenic spots. Restore, conserve, and promote the value of ethnic cultural identity. Improve the quality of press, publishing, etc. Implement the mass movement "All People United to Build a Cultural Life in Communities," building cultural villages. Promote socialization in cultural development to mobilize social resources for investment in cultural facilities, conservation, and renovation of cultural heritage.

- Physical culture and sports: strengthen the construction of material foundations for physical culture and sports activities. Promote mass physical culture and sports movements, physical fitness training. Develop mass sports. Focus on nurturing talented athletes to develop high-performance sports disciplines.

e) Developing foreign relations

Strengthening special friendly relations and comprehensive cooperation with northern Laos provinces. Maintaining and expanding cooperative relations with Yunnan Province - China, with countries in the region, and international organizations based on the Party and State's foreign policy. Closely combining border management and protection with effective exploitation of foreign economic activities through border gates. Implementing well the plan for boundary demarcation work along the Sino-Vietnamese border and densely setting up border markers along the Vietnam-Laos border.

Studying external markets, initially focusing on Yunnan Province (China) and three northern Laos provinces to promote trade and tourism cooperation, while building a long-term economic cooperation strategy with Yunnan Province (China) and the three northern Laos provinces in the coming period.

Promoting foreign propaganda and economic diplomacy, preparing conditions to participate in international integration alongside the whole country. Coordinating well the management of foreign delegations visiting Dien Bien and provincial delegations traveling abroad. Promoting the establishment of friendship associations such as the Vietnam-China Friendship Association, the Vietnam-Laos Friendship Association, and the Vietnam-France Friendship Association. Mobilizing projects and programs of non-governmental organizations' aid and managing them effectively to achieve intended goals and maintain foreign relations according to Vietnam's viewpoints, policies, and laws. Building foreign cooperation programs for the province for the upcoming phase.

g) Orientation for strengthening national defense and security

- Enhancing and consolidating defense potential

Enhancing and consolidating defense potential in conjunction with the West Northwest and midland mountainous regions' defense strategy, maintaining political stability and social order and safety. Firmly protecting territorial sovereignty and border security, proactively combating, preventing, and promptly stopping and repelling border violations and national boundary marker infringements.

Enhancing material and technical infrastructure and border management capacity for border guards. Completing border ring roads, border exit roads, and border patrol roads. Constructing additional border guard posts and patrol stations, and densely setting up border markers along the Vietnam-Laos border.

Linking economic development with national defense and security consolidation, building and reinforcing the entire people's national defense and the people's security. Increasing investment and capacity for key defensive areas within the province. Establishing a solid defensive area from the provincial to district level, ensuring mobility, high combat readiness, and proactive response to all situations. Strengthening exchanges and cooperation with neighboring localities to build a peaceful, stable, and developing border region.

- Establishing economic and defense zones in border communes

Effectively implementing Program 120 on socio-economic development in border communes between Vietnam and China, particularly emphasizing the goal of relocating residents to develop production in border areas. Supporting production development, investing in infrastructure construction, and building a strong grassroots administrative apparatus to manage and protect border security together with armed forces.

Conducting detailed planning for the Muong Cha Economic and Defense Zone that has been established and is expected to expand to the highlands under Muong Nhe and Muong Lay districts. Combining defense system construction with investment development and grassroots administration consolidation, stabilizing people's lives. Closely coordinating with Military Region II to ensure the objectives and progress of the Ma River Economic and Defense Zone construction within the province.

- Maintaining political security and social order

Leveraging the combined strength of the political system and the masses to curb and reduce crime, maintaining social security in the locality. Proactively combating, preventing, and stopping plots of peaceful evolution and violent subversion by hostile forces.

Continuing to strengthen propaganda and mobilization efforts combined with economic and administrative measures to overcome and eventually eliminate unauthorized migration and illegal proselytism. Paying attention to economic development, population resettlement, and improving the living standards of ethnic minorities in unauthorized migration areas. Promptly preventing unauthorized migrants from entering the province and those moving to the Central Highlands provinces. Concentrating forces to resolve drug addiction, theft, disturbances, and other social evils such as producing, storing, and trafficking narcotics. Building mass movements to protect social order, especially in border areas and minority regions.

Strengthening grassroots security cadres and people's security at village levels to promptly detect and extinguish activities that divide the national solidarity bloc, incite riots, engage in illegal proselytism, and sabotage the economy.

4. Orientation for territorial economic organization

a) Orientation for urban system development

- Expanding and developing Dien Bien Phu City

Continuing to implement Government Decree No. 110/2003/NĐ-CP dated September 26, 2003, on the establishment of Dien Bien Phu City, focusing on comprehensive development of the city in terms of economy, scale, and area, gradually building Dien Bien Phu into one of the central cities in the Northwest region with a modern economic structure and strong influence on other cities in the region. The projected population of the city in 2010 will reach 80,000 to 100,000 people, and by 2020, it will increase to about 130,000 to 140,000 people. Upgrading Dien Bien Phu City to a Class II City before 2015.

- Developing other cities

Conducting reviews and adjustments to the planning of other cities throughout the province. Prioritizing the development of new cities due to division and relocation requirements. By 2010, concentrating on basic construction investment in the urban infrastructure system of Muong Lay Town and Muong Nhe, Muong Cha, and Dien Bien districts. Investing in internal city transportation systems and water supply and drainage for Tuong Giai and Tu Va towns.

Continue to develop synchronously the system of towns and market towns for various districts and cluster village centers throughout the province. Strengthen planning work for cluster village centers and village centers. From now until 2010, invest and complete the construction of all 13 cluster village centers and approximately 50% of village centers in the province. In the period after 2010, continue to construct the remaining village centers.

b) Orientation for industrial spatial organization

Focus on building several concentrated industrial zones with scales from a few hectares to several dozen hectares as a foundation for economic growth and structural transformation towards industrialization and modernization. Industrial zones need to be built close to raw material areas, near transportation routes, with favorable conditions for electricity, water supply, and waste treatment; at the same time, they must be consistent with the planning for the development of industrial zones nationwide. From now until 2020, in the Dien Bien Province area, build and form several concentrated industrial zones as follows: the Dong Nam industrial zone in Dien Bien Phu city (scale of 60 hectares); the Tay Long Chau industrial zone in Dien Bien (scale of 30-40 hectares); the western industrial cluster of Dien Bien Phu city; the eastern industrial cluster of Dien Bien district; the eastern industrial cluster of Tuan Giao district; the southern industrial cluster of Tu Va Chua district; the Mường Lay industrial cluster.

c) Orientation for tourism spatial organization

Develop the tourism space of Dien Bien Phu city into the main tourism center, serving as the starting point for tourism activities in the province, while also being an important stopover in the Northwest Tourism Corridor and adjacent regions both domestically and internationally. Build Muong Lay town into a tourism center in the northern part of the province.

Form two key tourism routes within the province: the route along National Highway 12 and National Highway 4D (Ta Tang Border Gate - Dien Bien Phu City - Muong Lay Town - Lao Cai) and the route along National Highway 279 (Dien Bien Phu City - Tuan Giao - Pha Din Pass - Son La). In addition to these two main routes, establish several supplementary tourism routes to diversify tourism forms and extend visitors' stay times.

Focus on building several important tourism clusters based on the connection between tourist sites within each region, with the main focus being:

+ The Dien Bien Phu city and surrounding tourism cluster, with the core being the Dien Bien - Pakhoang - Muong Phang area approved by the Government as a national specialized cultural-historical tourism area. The main tourism products of this cluster include: cultural-historical tourism, eco-tourism, resort tourism, adventure sports, entertainment, conferences, seminars, and trade and official business...

+ The Muong Lay town and surrounding tourism cluster with main tourism products including: Da River eco-tourism, cultural-historical tourism, sports, entertainment, etc...

+ The Tuan Giao - Pha Din, Muong Nhe, Pu Ni tourism clusters with main tourism products including: eco-tourism and scientific research, etc...

d) Orientation for the development of economic zones and centralized resettlement areas

Given the requirements for development in the upcoming phase, based on the natural conditions, demographic characteristics, and socio-economic features of Dien Bien Province, focus on planning and investing in the development of three economic zones: the National Highway 279 economic corridor, the Da River ecological agriculture and forestry economic zone, and the Muong Cha - Muong Nhe economic zone.

Develop the overall resettlement areas.

According to the comprehensive relocation plan for the Son La Hydropower Project approved by the Prime Minister under Decision No. 196/2004/QĐ-TTg dated November 29, 2004: from now until 2010, in Dien Bien, seven regions, twenty-two areas, and twenty-nine concentrated resettlement points will be constructed (including two additional areas and two points in Muong Lay town). Among them, there are three urban resettlement regions and four rural resettlement regions capable of accommodating 5,821 households (initially arranging 2,735 households), besides stabilizing the resettlement households of the province, it can also accommodate nearly 2,000 households from neighboring provinces. Strive to complete the relocation and resettlement on the territory by 2008, including the following resettlement regions and areas: in Muong Lay town, Dien Bien Phu city, Dien Bien town, Tu Va Chua, Dien Bien district, Muong Cha district, Muong Nhe district; resettlement areas Mo Phi - A Pa Chai commune Sin Thu, Phu Phang commune Chung Chai, Muong Toong commune, Ta Si Phung commune Muong Nhe, Na Hi commune.

đ) Organization of administrative unit reorganization and population resettlement throughout the entire territory.

By 2010, consider dividing and adjusting the administrative boundaries of 25 communes; adjust and divide Muong Cha and Muong Nhe districts into three districts; divide Tuan Giao district into two districts. After 2010, continue to study dividing and adjusting some districts and communes appropriately. According to the plan, from now until 2010, the whole province needs to establish 251 new villages to stabilize production and living for 9,137 households, with 51,557 people.

5. General solutions and policies to implement the Plan

a) Implementation of the Plan

- Establish mechanisms and policies to implement the Plan;

- Publicize and promote the Plan. Regularly inspect, evaluate, review, and adjust the Plan to suit the situation and tasks in each phase;

- Properly organize and assign responsibilities for implementing the Plan.

b) Solutions for mobilizing investment capital

The capital investment needs of the province during the period from 2006 to 2020 are very large compared to the available resources and the province's ability to balance funds, as well as the support from the central government. To meet the capital investment needs of Dien Bien Province during the period from 2006 to 2020, the province must take measures to actively mobilize capital, with internal resources being the main source, using land funds reasonably to generate investment capital, focusing on attracting capital from various economic sectors within and outside the province, attracting foreign direct investment, and promoting socialization in fields such as healthcare, education, culture-sports, etc.; at the same time, proposing plans for capital mobilization for each phase, prioritizing and selecting projects for research and investment, dividing investment phases reasonably, and implementing specific and practical solutions to attract investment, ensuring the achievement of set goals.

c) Training and developing human resources

Expanding training and vocational education through regular, part-time, long-term, and short-term programs. Strengthening the capacity of vocational colleges and specialized secondary schools in the locality, aiming to establish a multi-disciplinary university, focusing on investing in vocational training centers. Establishing special preferential policies in training and upgrading grassroots cadres in border areas, particularly difficult highland regions, ethnic minority cadres, and cadres from southern regions. Supporting vocational training for agricultural workers and ethnic groups to accelerate the restructuring of the labor force. Promoting collaboration between provincial training institutions and training centers in Hanoi, etc...

d) Developing science and technology

Linking the development of science and technology with production, creating conditions for the rapid application of new scientific achievements. Increasing financial investment in scientific research and the widespread application of scientific progress in production. Implementing preferential policies for businesses applying new and advanced technologies in production. Building and developing information networks. Accelerating the implementation schedule for the project to computerize Party and State agencies. Strongly developing human resources for science and technology, enhancing scientific forces at the grassroots level. Implementing policies to attract scientific personnel to work in Dien Bien and transfer technology to the province.

Studying the establishment of some mechanisms and policies

- Prioritizing state budget capital, state credit, and official development assistance (ODA) funds to invest in important economic and social infrastructure systems serving the development needs of Dien Bien and Northwest region...

- The Ministry of Planning and Investment, together with relevant ministries, should study including Dien Bien Province in the priority list for implementing projects using ODA funds to serve the socio-economic development and poverty reduction process of the province;

- The Ministry of Planning and Investment should assist the province in planning and consider supporting the completion of the economic zone at the border system and allowing border economic zones in the province to enjoy the highest possible incentives under the current general policy for this type of zone;

- The province needs to study and issue some appropriate mechanisms and policies to attract various economic sectors to invest in Dien Bien Province and the Northwest region;

- The province should coordinate with the Ministry of Industry to develop a management mechanism for mineral mines in the locality and submit it for approval; the Prime Minister.

6. List of priority projects for research and investment until 2010 (see attached annex)

Article 2. The People's Committee of Dien Bien Province is tasked with basing on the socio-economic development objectives and directions outlined in the approved planning document; coordinating with relevant ministries and sectors to guide the preparation, review, and implementation of the following contents according to regulations::

- Comprehensive planning for socio-economic development at the district level; urban system development planning and residential points; construction planning; land use planning and plans; industry and sector development planning; five-year and annual plans, investment projects in the locality to ensure overall and synchronized development;

- Studying and issuing, within its authority, or submitting to competent state authorities for issuance, some appropriate mechanisms and policies to meet the development requirements of the province in each stage, aimed at attracting and mobilizing resources to implement the planning document.

Article 3. Relevant ministries and sectors are tasked with supporting the People's Committee of Dien Bien Province in researching and preparing the above-mentioned plans; studying and drafting, and submitting to competent state authorities for issuance, some appropriate mechanisms and policies to effectively mobilize and utilize resources, encourage and attract investment to ensure the successful implementation of the socio-economic development objectives, tasks, and directions of the province outlined in the planning document. Accelerating investment and implementation of projects and works of regional scale and importance to the development of the province that have been decided to be invested in. Studying, adjusting, and supplementing the industry development plans and investment plans for related projects proposed in the planning document..

Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 5. The Chairman of the People's Committee of Dien Bien Province, Ministers, Heads of ministerial-level agencies, and Heads of agencies under the Government are responsible for enforcing this Decision./.
