Decision No. 230/QD-NH5 On the establishment of a bank to serve the poor

THE ESTABLISHING A BANK FOR THE POOR

GOVERNOR OF THE STATE BANK OF VIETNAM

WHEREAS, the Ordinance on the State Bank dated May 24, 1990;

WHEREAS, the Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and agencies at the ministerial level;

WHEREAS, Decision No. 525/TTg dated August 31, 1995 of the Prime Minister; 

DECISION:

Article 1: NOW, THEREFORE, a bank for the poor is established to assist the poor in obtaining loans for production development and living solutions, contributing to poverty reduction.

The bank for the poor is a state credit organization operating nationwide, possessing legal personality, registered capital, balance sheets, financial statements, and a seal. Its main office is located in Ha Noi City.

Article 2: The bank for the poor operates according to the Charter approved by the Governor of the State Bank and the license issued by the Governor of the State Bank.

Article 3: This Decision takes effect from the date of issuance.

The Heads of the Governor's Office, the Department Heads of the Organization and Training Department and the Financial Institutions Department, the heads of relevant units under the Central State Bank, the General Director of the Vietnam Agricultural Bank, and the Chairman of the Board of Directors of the Bank for the Poor shall implement this Decision./.
