Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister, Chairman of the Committee for Ethnic Minority Affairs,

DECISION:

Article 1. Supplement 12 newly established communes separated from communes within the Socio-Economic Development Program for particularly difficult communes, mountainous ethnic minority areas, border regions, and remote areas (Program 135) to the list of communes eligible for investment support from 2004, including:

1. New communes established with central government investment support: 7 communes, namely: Băng A Drênh Commune, Krông Ana District, Dak Lak Province; Cư Bông Commune, Ea Kar District, Dak Lak Province; Phước Lộc Commune, Đạ Huoai District, Lam Dong Province; Đồng Nai Thượng Commune, Cát Tiên District, Lam Dong Province; Trọng Hoá Commune, Minh Hóa District, Quảng Bình Province; Thanh Thạch Commune, Tuyên Hóa District, Quảng Bình Province; Mỹ Bình Commune, Đức Huệ District, Long An Province.

2. New communes established with local government investment support: 5 communes, namely: Hoà Chánh Commune, Vĩnh Thuận District, Kiên Giang Province; Khánh Bình Tây Bắc Commune, Trần Văn Thời District, Cà Mau Province; Tân Lộc Bắc Commune, Thới Bình District, Cà Mau Province; Tân Lộc Đông Commune, Thới Bình District, Cà Mau Province; Khánh Hội Commune, U Minh District, Cà Mau Province.

Article 2. Level of investment support funding:

The level of investment support funding for these communes shall be implemented according to the current regulations of Program 135. For communes supported by the central government budget, the Ministry of Planning and Investment and the Ministry of Finance will allocate funds from the 2004 plan for the provinces to implement.

Article 3. Entrust the Ministry of Planning and Investment to take the lead, coordinate with the Ministry of Finance and the Committee for Ethnic Minorities to study and submit to the Prime Minister for approval the number of communes under Program 135 that will be invested in by the central government budget and the number of communes to be invested in by the local government budget from the 2004 plan based on the capacity of the central and local budgets in light of current realities.

Article 4. Rename communes under Program 135: Change Tân Hộ C Commune, Tân Hồng District, Dong Thap Province to Tân Hộ Cơ Commune.

Article 5. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

The Ministers of the Ministries of Planning and Investment, Finance, Agriculture and Rural Development, Labor, Invalids and Social Affairs, the Chairman of the Committee for Ethnic Minorities, and the Chairmen of the People's Committees of the Provinces: Quảng Bình, Lâm Đồng, Đắk Lắk, Long An, Kiên Giang, Cà Mau, Đồng Tháp are responsible for implementing this Decision./.
