DECISION OF THE PRIME MINISTER
Regarding support for state forestry enterprises, Specialized Forest Management Boards,
Protective Forest Management Boards to employ labor from ethnic minorities
legally residing in the Central Highlands provinces
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the request of the Minister, Ministry of Agriculture and Rural Development,
DECISION:
Article 1. Implementing policies to support training, social insurance, labor norms, and land rental fees for state agricultural and forestry enterprises in the Central Highlands including: state-owned farms, state-owned forest farms, companies, factories, stations, camps using land for agricultural and forestry production, aquaculture, Specialized Forest Management Boards, Protective Forest Management Boards (hereinafter referred to collectively as the entity) that employ labor from ethnic minorities legally residing in the area, aiming to create employment, increase income for the local population, contribute to stabilizing living conditions, politics, ensuring security, and defense in the area. Specifically as follows:
1. On Training
The State budget will support 300,000 VND/person/month for vocational training for general workers who meet the recruitment criteria according to the enterprise's recruitment and training plan, for a period not exceeding six months.
Training support funds will be directly provided to the entity according to the approved training plan by the People's Committee of the province for entities under provincial jurisdiction, and by the Ministry for entities under central jurisdiction. The central budget will support entities under central management, while the local budget will support entities under local management.
2. On Social Insurance
The State budget will support the payment on behalf of the entity for 15% social insurance and 2% health insurance for newly recruited or contracted ethnic minority workers. The support period is five years from the date the worker starts working.
3. On Applying Labor Norms
The entity may apply labor norms at 80% of the common labor norms of the entity to allocate or pay wages to ethnic minority workers. The application period is five years from the date the worker starts working.
4. On Land Rental Fees
An entity that employs 30% or more ethnic minority workers compared to the total number of workers present at the enterprise shall be exempted from land rental fees for the area of land that the entity must lease according to the laws on land.
Article 2. The Ministry of Finance shall take the lead and coordinate with relevant ministries and sectors to guide the implementation of this Decision.
The Ministry of Agriculture and Rural Development, People's Committees of the Central Highlands provinces shall be responsible for monitoring, inspecting, urging, and directing the implementation.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Ministers of ministries, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of Dak Lak, Dak Nong, Gia Lai, Kon Tum, and Lam Dong provinces are responsible for implementing this Decision./.
