Pursuant to Decree No. 134/2005/NĐ-CP dated November 1, 2005 of the Government promulgating the Regulation on the management of borrowing and repayment of foreign debts;

Article 1. This Decision attaches the Regulation on the construction and management of the system of indicators for assessing and monitoring the national foreign debt status.
Article 2. The Ministry of Finance, through the system of indicators already issued, shall be responsible for compiling, analyzing, evaluating, and supervising the national foreign debt status; regularly reporting to the Prime Minister.
Ministries, ministerial-level agencies, People's Committees of provinces and centrally governed cities, and units using foreign loan sources shall be responsible for closely coordinating with the Ministry of Finance in providing related information, calculating assessment and monitoring indicators for foreign debt, and directing subordinate units to comply with the provisions of this Regulation.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
