OF THE GOVERNMENT INSPECTOR GENERAL NO. 2313/2007/TT-TTCP
DATE OCTOBER 26, 2007 GUIDELINES FOR THE INSPECTOR CARD AND MANAGEMENT, USE OF THE INSPECTOR CARD
AND USE OF THE INSPECTOR CARD

Pursuant to Article 12 of Decree No. 100/2007/NĐ-CP dated June 13, 2007 of the Government on Inspectors and Inspector Collaborators.

The Government Inspector General guides the model of the Inspector Card and the management, use of the Inspector Card as follows:

1. Model of the Inspector Card:

Name: Inspector Card

The Inspector Card is rectangular, 61mm wide; 87mm long, consisting of front and back sides.

- Front side:

Red background, capitalized yellow letters - Top line reads "SOCIALIST REPUBLIC OF VIET NAM" (font size 9) according to the Vietnamese character code font (Vietnamese Unicode font) standard TCVN 6909:2001; Bottom line reads "INSPECTOR CARD" (font size 16); Between the two lines is the National Emblem (diameter 24mm).

- Back side:

Background with pink floral pattern, in the center is the emblem of the Inspection sector, embossed (diameter 20mm), Upper left corner has the emblem of the Inspection sector (diameter 14mm), below the emblem is where the photo of the cardholder (size 23x30mm) is affixed and stamped; From the upper left corner (10mm) to the lower right corner is a diagonal red line (width 6mm)

Content recorded on the back side:

+ National Emblem (font size 8, second line underlined)

+ Inspector Card (bold capitalized red font size 12)

+ Number, Full name: Inspector rank; Working unit; Date, month, year (font size 10)

+ Authority issuing the Inspector Card (font size 8)

+ Stamp (diameter 18mm)

The card number is determined for each Ministry, sector, locality; in which capitalized letters and the first two digits are the codes of state agencies issued together with Decision No. 93/2005/QĐ-BNV dated August 30, 2005 of the Ministry of Home Affairs.

The Inspector Card must be laminated with hard plastic.

2. Management of the Inspector Card:

The Government Inspector General prescribes the model and unifies the issuance of blank Inspector Cards, while guiding the management, use, and inspection of the issuance of Inspector Cards.

a. Issuance of Inspector Cards:

- The Inspector Card is issued by the authority authorized to appoint Inspectors at the Inspectorate of Ministries, sectors, and provinces directly under the central government, which is the agency issuing Inspector Cards to Inspectors.

The application dossier for the Inspector Card includes:

+ A letter requesting the issuance of the Inspector Card (with attached list of candidates) from the head of the direct managing agency of the Inspector.

+ One Inspector Application Form and decision on appointment to the Inspector rank.

+ Personal photograph in ID format (size 30x40mm)

- The Chief Inspector of the Ministry, the Chief Inspector of the province directly under the central government is responsible for managing the use of the Inspector Card by Inspectors.

- Inspectors are responsible for preserving the Inspector Card. In case the card is damaged, lost... they must go through the procedure to request a replacement.

The application dossier for replacing the Inspector Card includes:

+ A personal letter requesting the replacement of the Inspector Card (accompanied by a photograph).

+ Confirmation and recommendation of the head of the direct managing agency of the Inspector.

+ A proposal from the Inspectorate of the Ministry, sector or Inspectorate of the province regarding the replacement of the Inspector Card.

b. Recall of the Inspector Card:

When Inspectors transfer jobs, retire, or pass away, the head of the direct managing agency of the Inspector is responsible for recalling the Inspector Card and returning it to the Inspectorate of the Ministry, sector, or Inspectorate of the province (the agency issuing the Inspector Card).

c. Funding for the production of Inspector Cards is provided by the State budget.

3. Use of the Inspector Card:

- The Inspector Card determines the legal status for Inspectors to use when performing tasks and powers as prescribed by law and only when performing duties. The Inspector Card is used for administrative inspections and specialized inspections.

- Strictly prohibited is the use of the Inspector Card by Inspectors for personal purposes. If Inspectors use the Card to commit acts contrary to the law, they will be subject to administrative disciplinary action or criminal prosecution depending on the severity of the violation.

This Circular replaces Circular No. 455/TT-TTNN dated May 2, 2003 of the State Inspector (now the Government Inspector General).
