Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 134/2005/NĐ-CP dated November 1, 2005 of the Government on the Regulation on the management of foreign borrowing and repayment;
Considering the proposal of the Minister of Finance.

Article 1. This Decision promulgates the Regulation on the collection, reporting, compilation, sharing, and publication of information on foreign debt.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Minister of Finance, the Governor of the State Bank of Vietnam, and the Minister of Planning and Investment shall be responsible for implementing and guiding, and supervising the implementation of the Regulation on the collection, reporting, compilation, sharing, and publication of information on foreign debt issued together with this Decision.
Article 4. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
