ON SUPPLEMENTING WORKING CAPITAL

 

Respected: Ministries, ministerial-level agencies, government-affiliated agencies

 

In order to contribute to the effective implementation of the economic and social plan for 1997 and subsequent years, the Government has decided to supplement working capital for state-owned enterprises engaged in profitable production and business activities. The Ministry of Finance hereby provides detailed guidance as follows:

 

I. ELIGIBLE ENTITIES FOR ADDITIONAL SUPPLEMENTATION:

 

These are enterprises that engage in profitable production and business activities, specifically:

- Producing products that can be sold (without accumulation).

- Having higher profits this year compared to the previous year.

- Paying higher taxes to the state budget this year compared to the previous year.

 

II. MEASURES TO SUPPLEMENT ADDITIONAL WORKING CAPITAL:

 

- Allocating a portion of post-tax profits (development fund) to convert into working capital.

- Mobilizing state-owned materials stored at the enterprise and surplus, slow-moving materials to increase working capital for the enterprise.

- Utilizing a portion of the proceeds from selling shares during the privatization of state-owned enterprises to supplement working capital.

- Converting a portion of the working capital currently borrowed from state-owned commercial banks for production and business purposes into state budget funding (excluding overdue debts).

- Reallocating working capital from surplus enterprises to deficit enterprises.

- In addition to the above measures, if the enterprise still lacks the required state budget funding, the state budget will provide additional funding.

The supplementation of working capital for state-owned enterprises should be completed by August 1997. Therefore, it is requested that ministries, ministerial-level agencies, and government-affiliated agencies coordinate with the Ministry of Finance to effectively implement the Government's policy.
