Regulations on functions, tasks, powers, and organizational structure
of the Central Institute for Economic Management

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Head of the Cadre and Civil Service Department,
Pursuant to the Government Decree No. 61/2003/NĐ-CP dated June 6, 2003 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to the proposal of the Minister of Planning and Investment and the Minister of Home Affairs,
DECISION:
Article 1. Position and Functions
The Central Institute for Economic Management is a national-level institute under the Ministry of Planning and Investment, with the function of researching and proposing institutional frameworks, policies, planning, economic management mechanisms, business environment, and economic reforms; organizing scientific research, training, and capacity building for economic managers, and conducting advisory activities as prescribed by law.
The Central Institute for Economic Management is a scientific public service unit with legal personality, its own seal and account; it operates autonomously as prescribed by law.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Central Institute for Economic Management has the following tasks and authorities:
1. Organizing the development of projects on economic institutions, economic management reform, economic policies, economic management mechanisms, planning, business environment, and other macroeconomic issues across sectors as assigned by the Minister of Planning and Investment;
2. Cooperating with units within the Ministry of Planning and Investment to research and develop regulatory legal documents in the fields of study of the Institute as assigned and directed by the Minister of Planning and Investment;
3. Synthesizing and proposing economic mechanisms and policies that need supplementation, amendment, or new issuance; participating in researching and reviewing economic mechanisms and policies in the macroeconomic field drafted by ministries and sectors;
4. Implementing scientific research programs in the assigned fields and other scientific fields as prescribed by law;
5. Researching and summarizing practical experiences in domestic economic management, international experiences; proposing pilot applications of new economic mechanisms, policies, and organizational models of economic management according to the practical requirements of Vietnam's socio-economic development;
6. Researching theoretical and methodological aspects of economic management science and planning; researching practices, developing, and advancing economic management science in Vietnam;
7. Carrying out international cooperation tasks in the field of economic management as assigned by the Minister of Planning and Investment;
8. Conducting information, documentation, and publication activities on economic management; organizing advisory activities on economic management; signing and implementing scientific research contracts; participating in training and postgraduate education for economic managers as prescribed by law;
9. Supporting content and technology for the activities of the Central Enterprise Directors Club and coordinating with local enterprise directors' clubs;
10. Managing the organizational structure, staff, civil servants, employees, contractual workers of the Institute, and finances, assets, and allocated funds as prescribed by law and delegated management by the Minister of Planning and Investment;
11. Performing other tasks assigned by the Minister of Planning and Investment.
Article 3. Organizational Structure of the Central Institute for Economic Management
a) Leadership of the Institute:
The Central Institute for Economic Management has a Director and Deputy Directors.
The Director of the Central Institute for Economic Management is appointed and relieved from duty by the Prime Minister upon the proposal of the Minister of Planning and Investment and is responsible to the Minister of Planning and Investment for all activities of the Institute.
The Deputy Directors of the Central Institute for Economic Management are appointed and relieved from duty by the Minister of Planning and Investment upon the proposal of the Director of the Central Institute for Economic Management and are responsible to the Director for the areas of work assigned.
b) Organizational Structure of the Institute:
1. Department of Economic Institution Research;
2. Department of Macroeconomic Policy Research;
3. Department of Enterprise Reform and Development;
4. Department of Rural Economic Development Policy Research;
5. Department of Economic Management Science Research;
6. Department of International Economic Integration Policy Research;
7. Center for Management Consulting and Training;
8. Information Documentation Center;
The Director of the Central Institute for Economic Management shall define the functions, tasks, authorities, and organizational structures of subordinate units in accordance with the law.
9. Office.
This Decision takes effect fifteen days after its publication in the Official Gazette and revokes Decision No. 17 BKH/TCCB dated November 29, 1995 of the Minister of Planning and Investment on the functions, tasks, and organization of the Central Institute for Economic Management.
Article 4. Effective date
The Minister of Planning and Investment, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial people's committees directly under the central government, and the Director of the Central Institute for Economic Management are responsible for enforcing this Decision./.
Article 5. Responsibilities for Implementation
The Minister of Planning and Investment, ministers, heads of ministerial-level agencies, heads of government agencies, Chairpersons of provincial People's Committees under the central government, and the Director of the Central Institute for Economic Management are responsible for implementing this Decision./.
