Regarding the establishment of a team to inspect yellow dwarf and leaf curl disease in rice
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Implementing the Urgent Directive No. 1085/CĐ-TTG dated July 13, 2008 of the Prime Minister on taking proactive measures to control brown planthoppers, yellow dwarf, and leaf curl diseases in rice in the Mekong Delta region; Directive No. 2049/CT-BNN dated July 16, 2008 of the Minister of Agriculture and Rural Development on implementing the month-long campaign against brown planthoppers, yellow dwarf, and leaf curl diseases in rice in the Mekong Delta from July 16, 2008 to August 16, 2008; and Urgent Directive No. 33/CĐ-BNN dated July 13, 2008 of the Minister of Agriculture and Rural Development on strengthening efforts to prevent and control brown planthoppers, yellow dwarf, and leaf curl diseases in rice in the South.
At the proposal of the Director of the Plant Protection Department,
DECISION:
Article 1. Establish four working teams to direct, inspect, and urge localities to implement measures to control yellow dwarf and leaf curl diseases in rice from July 22 to August 16, 2008, including:
1. Plant Protection Department: responsible for directing the provinces of Dong Thap, An Giang, Vinh Long, Tra Vinh, and Kien Giang.
2. Crop Production Department: responsible for directing the provinces of Tien Giang and Ben Tre.
3. Plant Protection Institute: responsible for directing the province of Long An.
4. Mekong Delta Rice Research Institute: responsible for directing the provinces of Can Tho, Hau Giang, Bac Lieu, and Soc Trang.
Article 2.
The working teams shall have the following tasks:
- Inspect the implementation of the Urgent Directive of the Prime Minister and the Directive of the Minister regarding the prevention and control of brown planthoppers, yellow dwarf, and leaf curl diseases;
- Provincial People's Committee policies on supporting the destruction of severely affected fields and the progress of such destruction; difficulties and advantages encountered during implementation;
- Organization and activities of local steering committees from provincial to commune levels;
- Information dissemination, propaganda, knowledge dissemination, and guidance for farmers' implementation;
Implementation organization:
- Means of transportation arranged by each team; travel expenses shall be borne by the units according to current regulations;
- Each team shall report weekly results before 4 PM on Fridays to the Office of the Plant Protection Department (28 Mac Dinh Chi Street, District 1, Ho Chi Minh City) for consolidation and reporting to the Ministry by the Plant Protection Department;
The working teams shall dissolve themselves upon completion of their tasks.
Article 3. The Director of the Ministry's General Office, the Director of the Plant Protection Department, heads of relevant agencies and units shall be responsible for implementing this Decision.
