Regarding the establishment of the Electronic Information Portal on State Administrative Reform of the Ministry of Home Affairs

THE MINISTER OF HOME AFFAIRS

Pursuant to Decision No. 112/2001/QD-TTg dated July 25, 2001 of the Prime Minister approving the Project on Computerization of State Administrative Management for the period 2001-2005;
Pursuant to Decision No. 95/2002/QD-TTg dated July 17, 2002 of the Prime Minister approving the Overall Plan on Application and Development of Information Technology in Vietnam until 2005;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Considering the proposal of the Director of the Department of Administrative Reform and the Director of the Department of Cadre and Civil Service Organization,

Pursuant to …;

Article 1. The Electronic Information Portal on State Administrative Reform of the Ministry of Home Affairs (hereinafter referred to as the Website) shall be established to provide information on administrative reform to serve the state administrative reform process according to the guidance of the Government and the Prime Minister.

Article 2. Deputy Minister Thanh Van Phuc of the Ministry of Home Affairs shall be responsible for all content of the Website on administrative reform of the Ministry of Home Affairs. In case Deputy Minister Thanh Van Phuc is absent, Director Dinh Duy Hoa of the Department of Administrative Reform of the Ministry of Home Affairs shall assume this responsibility.

Article 3. The Website on State Administrative Reform of the Ministry of Home Affairs must comply with the following requirements:

1. Ensuring the correct policy and viewpoint of the Party and the Government in general information work and specifically in state administrative reform.

2. Providing truthful, objective, and timely information to serve the state administrative reform process according to the guidance of the Government and the Prime Minister.

3. Implementing confidentiality principles as prescribed by the State.

Article 4. The official domain name of the Website on State Administrative Reform of the Ministry of Home Affairs has been registered as: http://www.caicachhanhchinh.gov.vn. The language used on the Website is Vietnamese and English.

Article 5. The Department of Administrative Reform of the Ministry of Home Affairs is assigned to develop regulations on management and use of the Website, submit them to the Minister for approval, and take the lead in building, managing, and maintaining the Website on State Administrative Reform of the Ministry of Home Affairs. Units under the Ministry of Home Affairs, the Department of Cadre and Civil Service Organization of Ministries, agencies at the level of ministries, and departments under the central government, and Departments of Home Affairs of provinces and centrally-administered cities have the responsibility to cooperate and participate in providing information for the Website. Each unit shall appoint one civil servant as a direct liaison collaborator for the Website.

Article 6. The funding for the construction, management, and maintenance of the Website on State Administrative Reform of the Ministry of Home Affairs shall be provided by Project VIE/01/024/B of the Ministry of Home Affairs.

Article 7. This Decision takes effect from the date of signing. The Head of the Ministry's Office, Directors of the Department of Administrative Reform, the Department of Cadre and Civil Service Organization, Heads of units under the Ministry, Project Director VIE/01/024/B, Directors of the Department of Cadre and Civil Service Organization of Ministries, agencies at the level of ministries, and departments under the central government, and the officials and civil servants named in Article 2 are responsible for implementing this Decision.
