DECISION

On the establishment of the Steering Committee for the movement campaign

"All people unite to build a civilized way of life"

PRIME MINISTER

Pursuant to the Law on Government Organization dated September 30, 1992;

Pursuant to the Action Program of the Government implementing Resolution No. 1109/CP-VX of the Fifth Plenary Session of the Central Committee of the Communist Party of Vietnam (Term VIII), dated September 17, 1998 on "Building and developing a progressive Vietnamese culture with distinctive national characteristics";

Pursuant to the opinion of the Standing Committee of the Political Bureau in Circular No. 2878/CV-VPTW dated September 15, 1999;

Considering the proposal of the Minister of Culture and Information,

DECIDES:

Article 1. To establish the Steering Committee for the movement campaign "All people unite to build a civilized way of life" with the aim of intensifying propaganda and education in implementing cultural tasks in the new period, educating patriotism and socialism in conjunction with patriotic emulation movements and the cause of industrialization and modernization of the country.

The Steering Committee shall consist of the following members:

1. Chairman: Minister of Culture and Information.

2. Deputy Chairman: Secretary-General of the Vietnam Fatherland Front Central Committee.

Members are representatives from the following agencies:

3. Central Propaganda and Cultural Department,

4. Central Mass Mobilization Department,

5. National Commendation and Reward Institute,

6. Vietnam Farmers' Union Central Committee,

7. Vietnam Veterans Association Central Committee,

8. Vietnam Women's Union Central Committee,

9. Communist Youth League of Vietnam Central Committee,

10. General Confederation of Labour in Vietnam,

11. National Council for the Federation of Literature and Art Associations of Vietnam,

12. National Centre for Social Sciences and Humanities,

13. Ministry of National Defence,

14. Ministry of Education and Training,

15. Ministry of Public Security,

16. Ministry of Labour, Invalids and Social Affairs,

17. Committee for Ethnic Minorities and Mountainous Areas,

18. General Department of Sports and Physical Training,

19. Vietnam Television,

20. Voice of Vietnam.

Article 2. The Steering Committee shall use the seal of the Ministry of Culture and Information.

Operating funds for the Steering Committee shall be budgeted in the budget of the Ministry of Culture and Information.

Article 3. This Decision takes effect from the date of its issuance.

Article 4. Comrades, agencies named in Article 1, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial and municipal People's Committees directly under the central government shall be responsible for implementing this Decision.
