On the basis of Article 21 and Article 24 of the Interim Regulations on Labor Protection issued together with Decree No. 181-CP dated December 18, 1964 of the Council of Ministers;
On the basis of Article 6 and Article 13 of the Interim Regulations on Research, Development, Review, Issuance, and Management of Technical Procedures issued together with Decree No. 124-CP dated August 24, 1963 of the Council of Ministers;
To ensure that the manufacture, installation, repair, and use of boilers comply with technical standards and state management regulations to guarantee labor safety and production safety;
After receiving comments from relevant sectors and localities;

Article 1. Now hereby promulgates the Technical Safety Standards for Boilers (QPVN 23-81).
Article 2. These standards shall apply to all sectors and localities starting from January 1, 1982. The temporary technical standards for the manufacture and safe use of stationary, mobile, and semi-mobile boilers issued by the Joint Ministry of Labor - State Scientific and Technical Commission pursuant to Decision No. 76-QD/LB dated March 26, 1971, and previous regulations of sectors and localities that conflict with these standards are no longer in effect.
Article 3. The Ministry of Labor shall be responsible for guiding, monitoring, and inspecting the implementation of these standards.
