DECREE
NUMBER 236/SL ON AUGUST 20, 1948
PRESIDENT OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
In accordance with the resolution of the Government Council dated November 14, 1945 establishing the Ministry of Agriculture;
In accordance with Decree No. 17-SL dated February 17, 1947 establishing the Office for Reclamation and Resettlement;
In accordance with Decree No. 146-SL dated March 2, 1948 defining the tasks of the Office for Reclamation and Resettlement;
At the proposal of the Minister of Agriculture;
After the Government Council has agreed and the Standing Committee of the National Assembly has consented;
ISSUES THE DECREE:
Article 1
State-owned lands that have conditions suitable for reclamation shall be designated as state farms.
Article 2
Individuals, organizations, or government agencies wishing to apply for land allocation for reclamation under the small-scale land tenure system already promulgated, or the medium and large-scale land tenure systems soon to be promulgated, will benefit from the state farms that have been designated.
Article 3
The Minister of Agriculture shall issue regulations necessary to implement the temporary designation of state farms for each province.
Article 4
In provinces where there are regulations designating state farms, applications for land allocation for reclamation will only be accepted for consideration if the land requested belongs to the designated state farms.
Article 5
After completing the work in all provinces nationwide, the Minister of Agriculture will propose to the Government the permanent designation of state farms throughout the country.
Article 6
The Minister of Agriculture shall implement this decree.
