Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health,

Article 1. Now hereby promulgating with this Decision the Regulations on Medical Attire to replace Item 11, Part III of the Hospital Regulations previously issued by Decision No. 1895/1997/BYT-QĐ dated September 19, 1997 of the Minister of Health.

Article 2. The Regulations on Medical Attire shall be prescribed according to profession and specialized area, uniformly throughout the country, and applied in all state and private healthcare facilities.

Article 3. The Director of the Treatment Department of the Ministry of Health shall be responsible for guiding, directing, and supervising the implementation of the Regulations on Medical Attire.

Article 4. This Decision takes effect from the date of issuance.

Article 5. The Heads of the Office of the Ministry of Health, the Inspectorate, the Directors of the Treatment Department, the Planning and Finance Department, the Organization and Cadre Department, the Legal Affairs Department, and the Directors of other Departments and Bureaus under the Ministry of Health, and the Heads of medical units shall be responsible for implementing this Decision.

REGULATIONS

MEDICAL ATTIRE
Issued together with Decision No. 2365/2004/QĐ-BYT dated July 8, 2004

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. Medical attire has a traditional nature, distinctive of the medical profession, impacting the quality of professional work, embodying cultural and occupational communication. Therefore, all medical staff, medical students, and interns working in healthcare facilities must wear uniform medical attire in accordance with the regulations.

2. Medical attire is prescribed according to profession and specialized area and is unified nationwide.

3. Inpatients, visitors, caregivers, and guests visiting specialized departments in hospitals must wear hospital attire as prescribed.

4. Medical attire includes: hats, shirts, pants or dresses, sandals or shoes, and name badges.

II. SPECIFIC PROVISIONS

1 Criteria for medical attire

a) Convenience: easy to put on and take off when performing professional tasks.

b) Formality: neat, modest, aesthetically pleasing, ensuring that buttons or zippers do not come undone during work.

c) Stylish design: simple, modern, suitable for the job and profession.

d) Quality materials: low wrinkle, easy to wash, iron, absorb sweat, and suitable for the climate.

2 Styles and colors of medical attire

a) Attire for Doctors:

- White coat with a Danton collar, long-sleeved and short-sleeved styles, length extending 5-10cm below the knee, three pockets in front; back: men have a center slit to the hip, women do not have a slit.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- White color for all departments except the Infectious Disease Department which uses pink.

b) Attire for Pharmacy Staff:

- White coat with a leader collar, long-sleeved and short-sleeved styles, length extending 5-10cm below the knee, three pockets in front; back: men have a center slit to the hip, women do not have a slit.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- White color.

c) Attire for Pharmacy Students:

- Similar style and color to pharmacy staff attire. Additionally, the coat has blue shoulder straps 4cm wide.

d) Attire for Male Nurses:

- Long-sleeved and short-sleeved white coat with round or leader collar, buttoned down the middle, length extending 20cm above the knee, three pockets in front, center slit to the hip in the back.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- White color for all departments except the Intensive Care Unit which uses navy blue and the Infectious Disease Department which uses pink.

e) Attire for Female Nurses:

- Long-sleeved and short-sleeved white coat with round or leader collar, buttoned down the middle, length extending 20cm above the knee, two overlapping pockets in front, no slit in the back.

- One-piece dress with long or short sleeves, leader collar, length extending 5-10cm below the knee, zipper from the waist to the chest, with decorative straps on both sides.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- White color for all departments except the Intensive Care Unit which uses navy blue and the Infectious Disease Department which uses pink.

g) Attire for Male Technicians:

- Long-sleeved and short-sleeved white coat with round collar with side buttons, length extending 20cm above the knee, three pockets in front.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- White color.

h) Attire for Female Technicians:

- Long-sleeved and short-sleeved white coat with round collar with side buttons, length extending 20cm above the knee, three pockets in front.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- White color.

i) Attire for Male and Female Healthcare Workers:

- Long-sleeved and short-sleeved white coat with heart-shaped collar buttoned down the middle, length extending 20cm above the knee; men have three pockets in front, women have two pockets.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- Light blue color.

k) Attire for Male and Female Nutrition Staff:

- Long-sleeved and short-sleeved shirt with U-shaped collar, side buttons, length extending 20cm above the knee; men have three pockets in front, women have two pockets.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- White color.

- Apron without collar, with two straps, length extending across the knee, fastened with one button at the back.

l) Attire for Male and Female Medical Students:

- Similar style and color to male and female doctor attire. Additionally, the coat has blue shoulder straps 4cm wide.

m) Attire for Male Nursing Students:

- Similar style and color to male nurse attire. Additionally, the coat has blue shoulder straps 4cm wide.

n) Attire for Female Nursing Students:

- Similar style and color to female nurse attire. Additionally, the coat has blue shoulder straps 4cm wide.

o) Attire for Surgery:

- Long-sleeved surgical gown, attached mask, length extending 5-10cm below the knee, elastic cuffs 6cm wide, tied at the back.

- White coat with heart-shaped collar, pull-over style, length extending 20cm above the knee.

- Two-pocket trousers, diagonal pocket, elastic waistband on both sides, no back pocket.

- Duck egg blue color.

p) Attire for Patients:

- Short-sleeved pajama top with Danton collar, buttoned down the middle, length extending 20cm below the buttocks; men have three pockets in front, women have two pockets.

- Elastic waist trousers, no back pocket.

- Navy blue color.

q) Attire for Seriously Ill Patients:

- Long-sleeved top with round collar, length extending 5cm below the knee, tied at the back.

- Navy blue color.

r) Attire for Pregnant Women:

- Round neck top, buttoned down the middle, straight cut, length extending below the buttocks.

- Separate skirt with elastic waist, length extending 10cm below the knee.

- One-piece dress with round neck, buttoned down the middle, with gathers at the waist, length extending 5-10cm below the knee.

- Navy blue color.

s) Attire for Hospital Visitors:

- Long-sleeved white coat with Danton collar, buttoned down the middle, length extending 5-10cm below the knee, three pockets in front, center slit to the hip in the back,

- White color.

- Wearing badge: visitor to the hospital.

x) Attire for Family Members of Patients

- Long-sleeved white coat with buttons down the front, round collar, length extending 5-10 cm below the knee, three pockets on the front, and a slit in the back to the hip level.

- Light yellow color.

y) Security staff uniforms

- Short-sleeved shirt in summer, long-sleeved shirt in winter, with shoulder straps, French cuffs, and two flap pockets.

- Khaki pants with one back pocket.

- Color: gray shirts and dark navy blue pants.

z) Maintenance-driver staff uniforms

- Short-sleeved shirt in summer, long-sleeved shirt in winter, with French cuffs, shoulder straps, and two flap pockets.

- Khaki pants with one back pocket.

- Color: black-blue shirts and pants.

3. Implementation:

a) Issuance of medical uniforms:

- All medical personnel will be provided with four sets of medical uniforms (two sets for autumn-winter and two sets for spring-summer) in the first year, and two sets per year thereafter. Sandals or shoes must be purchased by individuals.

b) Usage of medical uniforms

- All medical personnel working at healthcare facilities must wear standardized medical uniforms and name badges during administrative hours and on duty shifts.

- Strictly prohibited from wearing medical uniforms from sterile areas (surgical departments) or isolation zones to other areas.

- Strictly prohibited from wearing medical uniforms outside the hospital premises for personal matters.

- Face masks must be worn in the following situations: (1) in operating rooms, procedure rooms, and sterile wards; (2) when caring for patients with respiratory infection risks; (3) when caring for patients with open wounds; (4) when performing procedures with risk of fluid or blood splatter; (5) when caring for immunocompromised patients. Masks must be changed after each shift or when soiled. All medical personnel entering operating rooms and performing procedures must wear surgical masks, and when dealing with hazardous infectious aerosols, masks meeting standards must be used.

- All medical personnel working in operating rooms and technical rooms must wear sterile caps.

- All medical personnel must wear sandals with back straps or shoes while working. Slippers without back straps are strictly prohibited.

c) Preservation of medical uniforms

- Medical personnel working in sterile areas such as surgery departments, delivery rooms, emergency resuscitation departments, or infectious areas must change and wash their clothes daily. Other medical personnel and patients must change and wash their medical uniforms at least twice a week or immediately when soiled.

- All medical personnel are responsible for maintaining and using medical uniforms that are always clean and presentable. Uniforms should not be worn wrinkled, old, torn, missing buttons, or faded.

- Hospitals must organize the washing of all surgical textiles, uniforms for staff, visitors, patients, and patient relatives.

- Departments must have uniform storage cabinets or racks for medical personnel's uniforms.

- Uniforms from infectious areas must be washed separately.

d) Implementation Time

- Medical uniforms will be uniformly equipped and used throughout the industry starting from January 1, 2005.
