Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decision No. 47/2001/QĐ-TTg dated April 4, 2001 of the Government approving the planning of the network of universities and colleges for the period 2001-2010;
Considering the proposal of the Minister of Education and Training at the report No. 10428/TTr-BGD&ĐT dated September 19, 2006 on the establishment of Quang Binh University based on Quang Binh College of Education.

Article 1. Establish Quang Binh University based on Quang Binh College of Education.
Article 2. Quang Binh University is a higher education institution under the People's Committee of Quang Binh Province; it has legal personality, its own seal, and separate bank accounts.
Article 3. Quang Binh University operates according to the Charter of Universities issued together with Decision No. 153/2003/QĐ-TTg dated July 30, 2003 of the Prime Minister.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.
Article 5. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
