Regarding Barcode Management
THE MINISTER OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT
Pursuant to Decree No. 22/CP dated May 22, 1993 of the Government on the tasks, powers, and organizational structure of the Ministry of Science, Technology and Environment;
Pursuant to the conclusion of Deputy Prime Minister Pham Gia Khiem in Notification No. 161/TB-VPCP dated November 27, 2000, assigning the Ministry of Science and Technology and Environment to implement the task of managing barcode numbers;
At the proposal of the Director General of the Standard Measurement Quality Control Bureau, DECIDES:
DECISION:
Article 1. To assign the Standard Measurement Quality Control Bureau to carry out the following tasks:
- Continue organizing the issuance of barcode numbers according to Vietnamese Standards on product barcode numbers for enterprises with requirements and to implement registration and monitoring.
- Prepare necessary documents to submit to the Ministry of Finance regarding the establishment of fees for issuing barcode numbers. Until such regulations are issued by the Ministry of Finance, no fees shall be collected for issuing barcode numbers.
- Establish networks in key economic regions (Hanoi, Da Nang, Ho Chi Minh City) to serve the issuance of barcode numbers (receiving and processing registration files, statistics and monitoring, providing information).
Article 2. Assign the Standard Measurement Quality Control Bureau to continue serving as the focal point for international relations concerning barcode activities; representing Vietnam at the International Article Numbering Association (EAN-International) as directed by the Prime Minister in Official Letter No. 3395/QHQT dated June 23, 1995 from the Government Office.
The Standard Measurement Quality Control Bureau shall prepare necessary documents to request competent authorities to permit the use of state budget funds to pay annual membership fees for the International Article Numbering Association. Pending the decision of the competent authority, the Standard Measurement Quality Control Bureau will pay the annual membership fee from its own operating funds and report to the Ministry of Science, Technology, and Environment.
Article 3. The Standard Measurement Quality Control Bureau shall organize publicity, dissemination, and guidance for enterprises, technical public institutions, and other organizations to implement barcode numbers and undertake necessary actions to promote this activity.
Article 4. The Director General of the Standard Measurement Quality Control Bureau and related organizations and individuals are responsible for implementing this Decision.
Article 5. This Decision takes effect from the date of signature./.
