Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Considering the proposal of the People's Committee of Da Nang City at document No. 643/UBND-KTN dated September 28, 2009 regarding borrowing rice to support the people in responding to Typhoon No. 9 in 2009;
In accordance with the proposal of the Director General of the National Reserve Agency at report No. 319/TTr-DTQG dated September 30, 2009 regarding the issuance of national reserve rice to Da Nang City for temporary use to address food shortages due to Typhoon No. 9,

Article 1. The National Reserve Agency shall issue (without charge) 1,000 tons of rice from the national reserve to Da Nang City to provide urgent famine relief to the people.
Article 2. The National Reserve Agency shall be responsible for coordinating with the People's Committee of Da Nang City to promptly organize the delivery and receipt of rice at the district centers according to the provincial allocation plan.
The National Reserve Agency shall reduce the national reserve capital for the aforementioned amount of rice according to the accounting price being monitored on the accounting books and report the settlement of the relief goods in accordance with the regulations.
This quantity of 1,000 tons of rice will be deducted from the amount of rice when the Prime Minister decides to provide assistance to Da Nang City. In case the Prime Minister does not provide rice assistance, the People's Committee of Da Nang City shall be responsible for repaying in cash equivalent to the value of 1,000 tons of national reserve rice issued to the locality according to the accounting price on the accounting books.
Article 3. This Decision takes effect from the date of signature. The Director General of the National Reserve Agency, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director General of the Price Management Agency, and the Director of the Ministry's Office shall be responsible for implementing this Decision.
