THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
BASED ON THE DECISION NO. 1555/QD-TTg OF SEPTEMBER 29, 2009, ISSUED BY THE PRIME MINISTER, CONCERNING THE EXPORT OF NATIONAL RESERVE RICE TO SUPPORT NGHE AN PROVINCE IN FOOD ASSISTANCE DUE TO PEST DISEASES;
AT THE REQUEST OF THE DIRECTOR OF THE NATIONAL RESERVE AGENCY,

Article 1. THE NATIONAL RESERVE AGENCY SHALL ISSUE WITHOUT CHARGE 3,000 TONS OF RICE FROM THE NATIONAL RESERVE TO SUPPORT NGHE AN PROVINCE IN FOOD ASSISTANCE DUE TO PEST DISEASES. (TOTAL OF 4,000 TONS ACCORDING TO DECISION NO. 1555/QD-TTg OF SEPTEMBER 29, 2009, ISSUED BY THE PRIME MINISTER, WITH 1,000 TONS ALREADY ISSUED ACCORDING TO DECISION NO. 2375/QD-BTC OF SEPTEMBER 30, 2009, ISSUED BY THE MINISTER OF FINANCE).
Article 2. THE NATIONAL RESERVE AGENCY SHALL COOPERATE WITH THE PEOPLE'S COMMITTEE OF NGHE AN PROVINCE TO PROMPTLY ORGANIZE THE HANDOVER AND RECEIPT OF RICE AT THE DISTRICT CENTERS ACCORDING TO THE DISTRIBUTION PLAN OF THE PROVINCE.
THE NATIONAL RESERVE AGENCY SHALL DECREASE THE QUANTITY OF RICE MENTIONED ABOVE FROM THE NATIONAL RESERVE FUNDS AT THE ACCOUNTING PRICE CURRENTLY MONITORED AND REPORT THE SETTLEMENT OF THE RELIEF GOODS IN ACCORDANCE WITH THE REGULATIONS.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE. THE DIRECTOR OF THE NATIONAL RESERVE AGENCY, THE HEAD OF THE STATE BUDGET DEPARTMENT, THE HEAD OF THE FINANCE PLANNING DEPARTMENT, THE DIRECTOR OF THE PRICE MANAGEMENT AGENCY, AND THE DIRECTOR OF THE MINISTRY'S OFFICE ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
