Regarding the establishment of the Management Board for Industrial Zones of Nam Dinh Province

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 36/CP dated April 24, 1997 of the Government promulgating the Regulations on industrial zones, export processing zones, and high-tech parks;
Considering the proposal of the Chairman of the People's Committee of Nam Dinh Province at document number 211/VP8 dated October 23, 2003, and the Minister of Home Affairs at document number 2602/TTr-BNV dated November 5, 2003,
DECISION:
Article 1. Establish the Management Board for Industrial Zones of Nam Dinh Province under the Nam Dinh Provincial People's Committee to manage industrial zones within the territory of Nam Dinh Province.
The Management Board for Industrial Zones of Nam Dinh Province shall be responsible for performing tasks and exercising powers related to managing industrial zones as stipulated in Article 27 of the Regulation on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government.
The Management Board for Industrial Zones of Nam Dinh Province shall have legal personality, a bank account, and a seal bearing the national emblem. The staffing and operating funds of the Management Board shall be included in the state budget allocated to Nam Dinh Province.
Article 2. The Management Board for Industrial Zones of Nam Dinh Province shall have a Director appointed by the Prime Minister; several Deputy Directors and some members appointed by the Chairman of the Nam Dinh Provincial People's Committee.
The Management Board for Industrial Zones of Nam Dinh Province shall have an administrative apparatus as prescribed in Article 28 of the Regulation on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, the Chairman of the Nam Dinh Provincial People's Committee, and the Director of the Management Board for Industrial Zones of Nam Dinh Province are responsible for implementing this Decision.
