DIRECTIVE
Regarding the land census for the year 2000
______________________________
Implementing the periodic land census every five years as stipulated by the Land Law, with the aim of accurately assessing the current situation regarding land use changes, land users, creating land status maps at commune, district, provincial, and national levels, serving as a basis for formulating and perfecting land-related policies and laws, planning land use plans to serve economic development, cultural, social development, and national defense security tasks. Through the census, it is necessary to accurately determine unused land that can be used for agricultural production, forestry, inland water areas suitable for aquaculture, coastal tidal lands, and mangrove forests to directly serve the agricultural development program, the new forest planting program of 5 million hectares, and the aquaculture program from 2000 to 2010, etc.
The Prime Minister requests the Director General of the Land Administration General Department, Chairpersons of People's Committees at all levels, Heads of relevant sectors to organize the comprehensive land census and create land use status maps for the year 2000 throughout the country according to the following requirements:
1. Organizing the comprehensive land census and creating land use status maps:
The land census will be conducted simultaneously nationwide. Communes, wards, and towns are the basic units implementing the census. The census results at the commune, ward, and town level will serve as the basis for compiling land area data at the district, provincial, and national levels and must be conducted according to types such as natural land, agricultural land, forestry land, urban land, rural residential land, unused land, and according to land users.
Based on the area of each type of land that has been surveyed, land use status maps for the year 2000 at the commune, district, provincial, and national levels will be created according to appropriate scales as guided and specified by the Land Administration General Department.
2. Analyzing, evaluating, and reporting on the situation of land use changes up to the year 2000 according to the structure of various types of land, land use components, and land area per capita.
3. During this census, the People's Committees of provinces and centrally-administered cities are required to organize the census well, grasp the unused forestry land fund to directly serve the new forest planting program of 5 million hectares, and inland water areas suitable for aquaculture to serve the aquaculture program.
The Land Administration General Department shall take the lead in working specifically with the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development, the Ministry of Fisheries, the Ministry of Finance, and the General Statistics Office to develop a framework and set indicators needed for the census to clearly determine: the area of unused barren hills capable of planting forests; the area of inland waters and land suitable for aquaculture to directly serve the two programs mentioned above.
The Ministry of Planning and Investment shall take the lead, together with the Ministry of Finance, to review the framework of the project to investigate and census the unused forestry land fund and aquaculture land, determining the budget amount to be taken from the surplus of Program 327 for submission to the Prime Minister for decision.
4. Census date and completion time
The census date will be uniformly implemented nationwide on January 1, 2000, and the completion times at different administrative levels are as follows: communes complete before March 31, 2000, districts complete before May 31, 2000, provinces complete before July 15, 2000, and the Land Administration General Department will compile the results nationwide and report to the Government before August 31, 2000.
Specifically, for the forestry land fund capable of planting forests and inland water areas suitable for aquaculture, detailed reports must be submitted to the Prime Minister before August 31, 2000, to enable the Government to report to the National Assembly during its final session in 2000 about the current status of the land fund in implementing the new forest planting program of 5 million hectares.
5. The budget for conducting the land census and creating land use status maps for the year 2000 will be sourced from the central and local state budgets.
The People's Committees of provinces and centrally-administered cities are responsible for calculating, balancing the budget, and allocating sufficient funds to serve the comprehensive land census and creation of land use status maps for the year 2000 according to the guidance of the Land Administration General Department and the Ministry of Finance.
The Ministry of Finance will coordinate with the Land Administration General Department to calculate and balance the budget needs for land census activities and creation of land use status maps nationwide to be included in the 2000 budget estimate and guide provinces and cities to calculate and allocate funds to implement the land census and creation of land use status maps at the local level.
The Land Administration General Department is responsible to the Government for organizing, directing, guiding, supervising, and urging localities across the country to implement the comprehensive land census and creation of land use status maps according to the intended purpose, requirements, content, census date, and completion deadlines as prescribed.
The People's Committees of provinces and centrally-administered cities are responsible for organizing and directing all levels and sectors: Land Administration, Statistics, Agriculture and Rural Development, Fisheries, Planning and Investment, and Finance in their respective localities to develop plans to organize and implement the land census and creation of land use status maps for the year 2000 throughout the province in accordance with the spirit of this Directive.
