Pursuant to Decision No. 24/1999/QD-BXD of the Minister of Construction, the Construction Cost Estimation Standards for Water Supply and Drainage are hereby issued to replace the previous version. These standards shall be applied to establish basic construction unit prices and project cost estimates for water supply and drainage construction projects nationwide from January 1, 1999.

Regarding the issuance of"Standard Cost Estimate for Water Supply and Drainage Construction"

THE MINISTER OF CONSTRUCTION

On the basis of Decree No. 15/CP dated May 2, 1993 of the Government stipulating the tasks, rights, and responsibilities of State management of Ministries and agencies at the ministerial level;

On the basis of Decree No. 15/CP dated March 4, 1994 of the Government stipulating the functions, tasks, rights, and organizational structure of the Ministry of Construction;

On the basis of Decree No. 38/1998/NĐ-CP dated June 9, 1998 of the Government detailing the implementation of the Ordinance on Thrift and Anti-Waste No. 02L/CTN dated March 9, 1998, which was promulgated by the President of the Socialist Republic of Vietnam;

Pursuant to the proposal of the Director of the Institute of Construction Economics;

 

DECISION:

Article 1: Issued herewith is the "Standard Cost Estimate for Water Supply and Drainage Construction" to replace the "Standard Cost Estimate for Water Supply and Drainage" issued together with Decision No. 411/BXD dated June 29, 1996 of the Minister of Construction.

Article 2: This standard cost estimate shall be applied to establish unit prices for construction works, prepare estimates for construction volumes of water supply and drainage works.

Article 3: This standard cost estimate shall be uniformly applied throughout the country and shall take effect from January 1, 1999.

 

 

 

STANDARD COST ESTIMATE

FOR WATER SUPPLY AND DRAINAGE CONSTRUCTION

INTRODUCTION AND REGULATIONS

APPLICATION OF STANDARD COST ESTIMATE FOR WATER SUPPLY AND DRAINAGE CONSTRUCTIONC

The standard cost estimate for water supply and drainage construction is an economic and technical standard determining the necessary consumption of materials, labor, and machinery to complete a unit volume of installation work (such as 1 meter of pipe, 1 fitting, valve, coupling, 1 meter of drilling, etc.) from preparation to completion of the installation work.

The standard cost estimate for water supply and drainage construction is based on current standards, procedures, technical regulations, and common construction methods; basic construction cost estimates, and current water supply and drainage cost estimates.

I. CONTENTS OF THE STANDARD COST ESTIMATE

The standard cost estimate for water supply and drainage construction consists of three parts:

Part I: Standard Cost Estimate for Construction.

Part II: Standard Cost Estimate for Pipe Installation and Accessories.

Part III: Standard Cost Estimate for Drilling and Groundwater Extraction.

II. STRUCTURE OF THE STANDARD COST ESTIMATE

The standard cost estimate for water supply and drainage construction is presented according to groups, types of work, or structural installations and is uniformly coded according to the principle of basic construction cost estimates. The code of the standard cost estimate in this set starts with the letter Y to distinguish it from the water supply and drainage installation standard cost estimate set forth in the basic construction cost estimate issued together with Decision No. 1424/1998/QĐ-BXD dated November 25, 1998 of the Minister of Construction.

Each type of standard cost estimate is summarized as follows: components of work, technical conditions, construction conditions, construction methods, and is determined according to a suitable unit of measurement to carry out that installation work.

The components of consumption in the standard cost estimate for water supply and drainage construction are determined according to the following principles:

- Consumption of main materials and auxiliary materials is calculated by quantity according to a unified unit.

- Consumption of other auxiliary materials is calculated as a percentage of the cost of auxiliary materials.

- Consumption of main labor and auxiliary labor is calculated by the number of working days according to the average skill level of direct construction workers.

- Consumption of construction machinery is calculated by the number of machine shifts used directly during the construction process.

- Consumption of other construction machinery is calculated as a percentage of the cost of using main machinery.

III. APPLICATION REGULATIONS

- The standard cost estimate for water supply and drainage construction is applied to establish unit prices for basic construction, serving as a basis for preparing estimates for installation works of basic construction projects under investment construction projects.

- The standard cost estimate for water supply and drainage construction is specified for installing pipes and accessories at heights up to 1.5 meters and depths up to 1.2 meters. In cases where pipes and accessories are installed at different heights and depths, the coefficients specified in Tables 1 and 2 of the guidance on applying the standard cost estimate for pipe installation and accessories shall be applied.

- When applying the coefficient tables specified in this standard cost estimate, specific installation conditions and construction methods of each project must be taken into account for appropriate application.

- For installation works requiring technical specifications and construction conditions different from those specified in this standard cost estimate, the investor, design consulting organizations, and construction contractors shall base their estimates on design documents, similar standard cost estimates, or specific conditions and production standard cost estimates, technical standards, and regulations to establish appropriate unit prices for estimating installation works to submit to competent authorities for issuance and application.

- Each part of the standard cost estimate includes specific guidance on application suitable for the nature of the installation works in that part.

- For the installation of pipeline systems, specific conditions and construction methods can be referred to for the application of this standard cost estimate.

- During the application process, management units and construction organizations need to continuously monitor and identify any inconsistencies and propose adjustments and supplements to competent authorities for appropriate application.
