Directive No. 24/2000/CT-TTg On the Implementation of Lead-Free Gasoline in Vietnam

DIRECTIVE

ON THE IMPLEMENTATION OF LEAD-FREE GASOLINE IN VIETNAMVIETNAM

To implement the Environmental Protection Law, Clause 1, Article 71 of the Regulations on Road Traffic Safety and Urban Traffic Safety issued together with Decree No. 36/CP dated May 29, 1995 of the Government stipulates: "Prohibit the circulation on streets of motor vehicles using leaded gasoline or emitting black smoke that pollutes the environment."

In order to prevent the harmful effects of lead on human health and the environment, especially urban environments due to emissions from motor vehicles using leaded gasoline, the Prime Minister decides to implement the use of unleaded gasoline starting from July 1, 2001 throughout the territory of Vietnam and assigns ministries, sectors, People's Committees of provinces and centrally governed cities to immediately carry out the following tasks:

Ministry of Transport:

1. Complete the investigation and research to determine the impact of using unleaded gasoline on the technical characteristics of various types of road motor vehicles with gasoline engines. Consider the specific nature of certain sectors such as Defense and Public Security which extensively use leaded gasoline-powered vehicles to develop appropriate transition solutions.

2. Issue technical standards for various types of vehicles suitable for each type of gasoline and exhaust emission standards for each type of vehicle. Organize the supervision and determination of pollution sources from various types of road motor vehicles, particularly in major cities.

3. Lead and coordinate with relevant ministries and sectors to develop a plan to eliminate leaded gasoline and switch to unleaded gasoline to be submitted to the Prime Minister for approval before January 31, 2001. The plan must include economic, technical, environmental, and social solutions based on actual information and experiences from eliminating leaded gasoline and switching to unleaded gasoline in some countries in the region or other countries with similar vehicle conditions.

4. Coordinate between central agencies, people's organizations, and People's Committees of provinces and centrally governed cities in promoting and disseminating the use of unleaded gasoline to protect the environment and serve the country's industrialization and modernization efforts.

5. Lead the effort to seek international assistance (if truly necessary) to implement research projects and cooperative projects related to eliminating leaded gasoline.

Ministry of Commerce:

1. Develop a plan for importing and distributing unleaded gasoline nationwide to ensure normal supply of fuel to consumers. Pay special attention to ensuring that the price of unleaded gasoline does not exceed that of leaded gasoline.

2. Coordinate with the Ministry of Transport to compile a list of prohibited imports of vehicles and vehicle models using leaded gasoline starting from January 1, 2001.

Ministry of Science, Technology, and Environment:

1. Issue standards for unleaded gasoline.

2. Develop plans and contents to conduct environmental quality assessments before and after switching to unleaded gasoline.

People's Committees of provinces and centrally governed cities:

Are responsible for closely coordinating with ministries and sectors to effectively implement this Directive at their respective localities.

The Prime Minister requests ministers, heads of ministerial-level agencies, heads of government agencies, and Chairmen of People's Committees of provinces and centrally governed cities to strictly organize the implementation of this Directive.
