THE MINISTER OF INDUSTRY

Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to the authority delegated by the Prime Minister for deciding on organizational restructuring and transferring training institutions directly under member enterprises to be directly under Vietnam Electricity Joint Stock Corporation (as per the Prime Minister's Circular No. 1427/CP-ĐMDN dated December 3, 1998 approving the plan to improve the organizational structure of Vietnam Electricity Joint Stock Corporation);

Based on Circular No. 20/GD-ĐT dated September 13, 1996 of the Minister of Education and Training guiding the naming of vocational high schools and trade schools;

Considering the proposal of the Board of Directors of Vietnam Electricity Joint Stock Corporation (Petition No. 320 EVN/HĐQT/TCCB-LĐ dated October 22, 1999);

At the proposal of the Director of the Personnel and Organization Department,

DECISION:

Article 1. To consolidate Electricity High School No. 1 and the Part-time Training Institute under Electricity Company No. 1 into Electricity High School No. 1 and transfer it to be directly under Vietnam Electricity Joint Stock Corporation; Electricity High School No. 1 is an educational institution training and upgrading cadres with secondary level economic-technical qualifications in the electrical field within the national education system of the Socialist Republic of Vietnam, subject to state management by the Ministry of Industry, the Ministry of Education and Training, and entitled to state policies and regulations applicable to vocational high schools;

Electricity High School No. 1 is a public service training entity with legal personality, having accounts at the State Treasury and Bank (including foreign currency accounts), and seals (including embossed seals and small seals) for operation and transactions in accordance with the law;

- International trading name in English: Electrical Engineering School No. 1;

- Abbreviation: EES1;

- Main office: Hoang Quoc Viet Street, Tu Liem District, Hanoi City,

- Branch: Tan Minh Commune, Soc Son District, Hanoi City.

Article 2. Primary tasks and scale of training.

1. The school has the following tasks:

a. Training cadres with secondary vocational qualifications in the industrial and civil electrical sector with specialties such as power systems, thermal power, hydroelectric power, electronics-computer science, mechanical trades, automation equipment, economics, and information technology in the electrical field according to the framework structure of the national education system, the system of certificates and diplomas in education and training of the Socialist Republic of Vietnam as stipulated in the Education Law and current Decrees;

b. Retraining and upgrading cadres in management and technical positions according to the plans of the Corporation and the requirements of agencies and enterprises both within and outside the industry;

c. Researching and applying specialized electrical science and technology; implementing the integration of training with scientific research and production labor to effectively utilize material resources, the capabilities of the cadre, teachers, and students to enhance the quality of training to meet increasingly higher production demands;

d. Implementing cooperative and collaborative relationships, linking and interconnecting training-upgrading of cadres and research and application of science and technology with domestic and international organizations and individuals to diversify training forms;

đ. Managing, utilizing, and effectively exploiting the cadre, teachers, students, material infrastructure, assets, state-provided capital sources, and ensuring social security and order within the school.

2. Scale of training-upgrading: From 1800 to 3500 students

Article 3. Organizational structure of the School:

1- Leadership:

a. Principal;

b. Deputy Principals;

2- Professional and operational units:

a. Professional and operational departments;

b. Faculties and subjects;

3- Service, practice, internship, production, service, and technology transfer bases specific to the field.

Article 4

1- The Director of Electricity Company 1 shall be responsible for handing over the physical facilities, assets, capital, and sources of funding (clearly specified) according to the settlement of 1999, financial matters from January 1, 2000 to May 1, 2000; the training tasks, staff, teachers, students, and all records and documents of Electricity Secondary School 1 and the Part-time Training School under Electricity Company 1 to the Principal of Electricity Secondary School 1 under Vietnam Electricity Corporation.

The handover and acceptance must be carried out promptly in accordance with the procedures of the State. The deadline for completion is May 1, 2000.

2- Delegation of the Board of Directors of Vietnam Electricity Corporation:

a- Approving the Charter on organization and operation of the School and appointing the Principal and Deputy Principals of Electricity Secondary School 1;

b- Directing, urging, and inspecting the handover process in accordance with the prescribed time frame, stabilizing the organizational structure and personnel, and quickly bringing Electricity Secondary School 1 into regular operation.

Article 5. This Decision takes effect fifteen days from the date of signature. Abolished:

1- Decision No. 1047/QD-QLKT dated July 1, 1974 of the Minister of Electricity and Coal (previously) regarding the establishment of the Part-time Training School;

2- Decision No. 1049/QD-TCCB dated July 16, 1997 of the Minister of Industry regarding the renaming of the Electricity Technical Secondary School to Electricity Secondary School 1.

Article 6. The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments and Bureaus under the Ministry, the Board of Directors and General Director of Vietnam Electricity Corporation, the Director of Electricity Company 1, the Principals of Electricity Secondary School 1 under Electricity Company 1, and the Principal of Electricity Secondary School 1 under Vietnam Electricity Corporation are responsible for implementing this Decision./.
