DIRECTIVE

On Promoting the Campaign "Day for the Poor"

In response to the initiative of the Prime Minister, on October 17, 2000, the Standing Committee of the Vietnam Fatherland Front Central Committee organized the launch of the campaign "Day for the Poor" nationwide, designating October 17 each year as "National Day for the Poor." This is a significant campaign that aligns with the aspirations of all social strata and reflects Vietnam's response to the United Nations' decision to designate October 17 each year as "World Day for Overcoming Poverty."

After one year of implementation, the campaign "Day for the Poor" has achieved many encouraging results, demonstrating the viewpoint of the Party and State in the fight against poverty, and promoting the tradition of "Mutual Assistance" among the broad masses of people both domestically and overseas. However, the recent outcomes have not been commensurate with the scale and potential of the campaign, revealing limitations in awareness, organization, and the allocation and utilization of funds in some localities, which have not been very effective.

To transform the campaign "Day for the Poor" into a widespread movement, attracting greater participation and support from the broad masses of people both within and outside the country, the Prime Minister requests the Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of People's Committees of provinces and centrally-administered cities to focus on doing the following tasks:

1- To mark the "Founding Day of the National United Front of Vietnam," departments and levels should concentrate on a month-long high point (from October 17, 2001 to November 18, 2001), intensifying propaganda and education on the significance and objectives of the campaign to reach every social stratum, every household, and every individual in society.

2- To promote the campaign "Day for the Poor" with diverse and appropriate contents to rapidly increase the mobilized fund. Besides raising funds for the Day for the Poorcampaign, efforts should be made to expand industries and create jobs for the poor; linking this work with the implementation of existing local economic, cultural, and social development programs such as the Poverty Eradication Program, the Economic, Cultural, and Social Development Program for remote areas, particularly difficult regions... For poor households, in addition to financial support, guidance should be provided on organizing production and living to help them rise above poverty and stabilize their lives.

3- The resources mobilized must be promptly allocated and distributed transparently and directly to poor households and individuals through democratic and fair mechanisms. Alongside funding support, additional practical forms of assistance should be organized for poor households, such as direct support based on specific addresses, organizing solidarity and assistance activities with the people, focusing on providing seeds, materials, production tools, and house repairs...

4- Regular inspections and supervision of fundraising, management, and use of funds at all levels should be conducted to prevent negative phenomena and fund losses.

The Prime Minister requests the Vietnam Fatherland Front Central Committee and the Fatherland Front at all levels to closely coordinate with local authorities and related political-social organizations to effectively implement this Directive and report regularly on the results to the Central Mobilization Committee.
