Pursuant to Article 34 of the Constitution of the Socialist Republic of Vietnam in 1992.
Pursuant to Article 69 of the Land Law adopted by the National Assembly of the Socialist Republic of Vietnam, Session IX on July 14, 1993, and promulgated by the State Council on July 24, 1993, concerning the regulations on the management and use of land for cultural relics.
Pursuant to Ordinance on the Protection and Utilization of Historical, Cultural, and Scenic Relics No. 14-LCT/HĐNN promulgated by the State Council of the Socialist Republic of Vietnam on April 4, 1984.
Pursuant to Decree No. 81-CP dated November 8, 1993 of the Government regarding the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information.
Upon reviewing the dossier of cultural relics and the proposal submitted by the Chairman of the People's Committee of Ha Nam Province and Bac Ninh Province.
Considering the proposal of the Director of the Heritage and Museum Management Department.
DECISION:
Article 1. Now recognizes the following four (4) cultural relics:
HA NAM PROVINCE (02)
1. Historical and Architectural Art Relic Thanh Luu Communal House: Thanh Luu Commune, Thanh Lien District, Ha Nam Province.
2. Architectural Art Relic Nhat Tan Communal House: Nhat Tan Commune, Kim Bang District, Ha Nam Province.
BAC NINH PROVINCE (02)
3. Architectural Art Relic Liu Khe Communal House: Song Liu Commune, Thuong Thanh District, Bac Ninh Province.
4. Architectural Art Relic Phuc Nghiem Pagoda (Ancestral Pagoda): Ha Man Commune, Thuong Thanh District, Bac Ninh Province.
Article 2. Strictly prohibit all construction and exploitation activities within the delineated areas of cultural relics. In exceptional cases where land use at historical and cultural relics and scenic spots is required, permission from the Minister of Culture and Information must be obtained.
Article 3. The People's Committees at all levels shall implement state management over historical, cultural, and scenic relics in accordance with the law.
Article 4. The Heads of the Ministry's Office, Director of the Heritage Conservation Department, Chairmen of the Provincial People's Committees, and Directors of the Departments of Culture and Information in Ha Nam and Bac Ninh Provinces are responsible for enforcing this decision./.
