PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Chairman of the People's Committee of Thanh Hoa Province at the report number 3108/UB-TCTN dated November 14, 2001;

Considering the proposal of the Minister of Planning and Investment at the letter number 8354/BKH/VPĐT dated December 10, 2001,

DECISION:

Article 1. Approving the overall planning for economic and social development of Thanh Hoa Province for the period 2001-2010 (amended) with the main contents as follows:

1. Orientation and objectives of development:

a) Development orientation:

- Continuing to promote the renewal process, accelerating the pace of structural transformation towards industrialization and modernization; forming an industrial-agricultural-service structure.

- Accelerating development in all fields to achieve higher annual growth rates than the national average to gradually narrow the gap with the rest of the country.

- Linking structural transformation with increased efficiency and competitiveness; prioritizing the development of industries and sectors with potential advantages to meet market demands; actively integrating into regional and global economies.

- Building urban systems and industrial zones into economic centers with the function of driving rural development within the province.

- Paying due attention to rural areas, midland and mountainous regions with many difficulties.

- Economic growth linked to improving people's living standards; environmental protection; creating jobs for workers; developing human resources, raising literacy levels, and nurturing talent. Closely combining economic and social development with strengthening and consolidating national defense and security, maintaining political stability.

b) Development objectives:

The general objective of economic and social development of the province during the period 2001-2010 is:

- Striving to catch up with the national average level. By 2010, the Gross Domestic Product (GDP) of the province will increase 2.6 to 2.8 times compared to 2000; specifically focusing on the following main goals:

+ Striving to achieve an average annual GDP growth rate of 10.5% or more during the period 2001-2010 (the original plan was 13-15%).

+ Economic structure transformation as follows (%):

+ Per capita GDP: Original plan: 1000-1200 USD/person; adjusted plan: 2005: 460 USD/person; 2010: 750 USD/person.

+ Vigorously developing foreign economic relations, expanding export markets; striving for the province's export turnover to reach 160 million USD in 2005 and 300 million USD in 2010.

+ Reducing population growth rate below 1% per year (the original plan was 1.7%).

+ Making progress in culture and social issues, rapidly developing education, healthcare, sports to improve material and spiritual living standards, ensuring a safe and healthy social environment; protecting the natural environment.

- Enhancing scientific and technological capabilities sufficient to meet the requirements of industrialization and modernization; applying advanced technologies, gradually approaching regional and international levels.

- Developing infrastructure to meet the requirements of receiving large-scale investments distributed across the territory. At the same time, contributing positively to the national strategy for industry and region development.

2. Main tasks:

a) Regarding agricultural, forestry, and fisheries development:

- Striving for an average annual growth rate in the GDP structure during the period 2001-2010 of 5.0-5.5%. Transforming the rural economy from purely agricultural to agricultural-industrial-service. Concentrating on producing commodity agricultural products based on market demand forecasts both domestically and internationally; actively applying science and technology to reduce costs, improve quality, and enhance the competitiveness of commodity products.

+ Implement intensive cultivation on irrigated rice land. Striving to achieve a stable grain production target of 1.5 million tons from 2005 onwards.

+ Stabilizing sugarcane area at 30,000 hectares, intensifying productivity to ensure raw materials for sugar factories.

+ Caring for 7,800 hectares of existing rubber plantations, forming a raw material area of 11,000 hectares by 2010, achieving a dry rubber production of 10,000-12,000 tons.

+ Stabilizing the current tea area, adjusting the scale according to the state program when conditions permit.

+ Establishing a pineapple planting area of 5,000 hectares, producing about 300,000 tons/year; a cassava planting area of 4,000 hectares, producing over 100,000 tons/year, ensuring raw materials annually for processing and consumption. Vigorously developing fruit trees in line with market demands.

+ Increasing peanut area to 20,000-23,000 hectares, producing about 100,000 tons/year.

+ Straw: 4,000 hectares, production 38,000-40,000 tons (by 2010).

+ Encouraging the development of soybeans and corn towards intensive cultivation, reducing costs, increasing income value per unit area, and linking raw material areas with the development of processing industries.

- Livestock: building raw material supply areas for meat and milk production linked to processing. Increasing the livestock industry's share in industry to 28% in 2005 and above 30% in 2010.

- Forestry: developing forestry comprehensively, exploiting forest products through diversified multi-crop production, combined with processing industry, establishing raw material areas to meet the production requirements of 100,000-160,000 tons of paper and pulp per year.

- Fisheries: investing comprehensively to develop aquaculture, focusing on shrimp exports. Investing in facilities and equipment for fishing, enhancing the efficiency of offshore and nearshore fishing, and distant-water fishing.

Striving for an average annual GDP growth rate of 10.5-12.0% in the fisheries sector, reaching a total fishery production of over 100,000 tons by 2010, including 65,000-70,000 tons from capture and 35,000 tons from aquaculture, with 10,500 tons of shrimp raw material. Achieving an export turnover of over 50 million USD, solving employment for 70,000 laborers.

b) Industrial development:

Industry must create superiority in the economic structure and labor force towards industrialization and modernization. Striving for an average annual GDP growth rate in industry of 16.5-20% during the period 2001-2010.

- Period 2001-2005: Focus on investment to develop the oil refining and petrochemical industry including: Oil refinery Plant No. 2 with a capacity of 7 million tons/year, Polyester production plant with a capacity of 200,000 tons/year, Polypropylene production plant with a capacity of 150,000 tons/year; paper and pulp industry; synthetic detergent production plant with a capacity of 50,000 tons/year; construction materials manufacturing industry; processing industry for agriculture, forestry, and aquatic products; consolidation and development of shipbuilding and repair industry, agricultural machinery production; labor-intensive industries such as textiles, garments, leather shoes, revival of silk weaving... organize restructuring state-owned enterprises, change equipment and technology to improve product quality and expand production; at the same time rapidly develop small and medium-sized industrial bases in rural areas contributing to industrialization and modernization of agriculture and rural areas.

Main products: Cement over 4 million tons, sugar 220,000 tons, paper and pulp 70,000-80,000 tons, corn starch, cassava starch, coffee, rubber, pineapple juice, concentrated tomato juice, seafood 17,000-18,000 tons; among which frozen shrimp 3,000 tons, frozen meat 5,000 tons, fish meal-oil 1,500-2,000 tons.

Continue to invest in Industrial Zones, prioritizing centralized Industrial Zones. Prioritize infrastructure development including transportation, ports, electricity, water, urban services, human resource training in Nghi Son to serve the operation of Oil Refinery Plant No. 2 and the Integrated Industrial Zone within the planned area.

- Period 2006-2010: Put the oil refining and petrochemical industry into operation; expand capacity in strong industries such as cement 6-7 million tons; decorative stone 1.5-2 million square meters; wood processing, bamboo, increase paper and pulp production to 100,000-160,000 tons; sugar 300,000 tons; corn starch for export 30,000-50,000 tons; cassava starch 30,000 tons; coffee 10,000 tons; rubber 4,000-10,000 tons; frozen seafood 10,000 tons, including frozen shrimp 5,000 tons, frozen meat, piglet; fertilizer 250,000 tons; rolled steel 100,000 tons. Build textile-dyeing complex; microbial phosphate fertilizer factory; building plastics; refractory materials at Le Mon Industrial Zone; build combined fertilizer factory (DAP); thermal power plant; steel sections; concrete components; new shipbuilding and repair; mechanical assembly... at Nghi Son Industrial Zone.

c) Develop service sectors:

Strive to achieve an average annual growth rate of 9.0-11.0% for the service sector during the period 2001-2010, contributing to the redistribution of labor in economic sectors of the Province.

- Commerce: Promote activities to seek markets for exporting goods within the Province. Strive for a social commodity circulation volume increasing by an average of 25-30% during the period 2001-2010, with export value increasing by 24-26% annually.

- Tourism: Develop tourism programs for the Province in line with the national tourism development program; prioritize investment in tourist areas: Ham Rong, Sam Son, Lam Kinh, House of the King.

- Adjust transport structure; restore and develop inland waterway transport, actively participate in the circulation of goods between Thanh Hoa and the rest of the country, region, and internationally; develop port and river services, effectively exploit deep-water port Nghi Son and Le Mon port.

- Vigorously develop postal and telecommunications infrastructure with modern technology. Continue to vigorously develop regional post offices linked to the establishment of Industrial Zones, services, and new economic zones of the Province. By 2005: 100% of communes have telephones, reaching 1.82 phones per 100 people, by 2010 reach 7.5 phones per 100 people, ensuring that residents in remote and far-flung communes regularly receive newspapers.

- Rapidly develop various forms of financial, banking, consulting, information technology, technical services, especially capital markets in rural areas.

d) Construct infrastructure:

- Urban areas: Prioritize the construction of urban infrastructure systems in the city of Thanh Hoa to meet the requirements of a Class II city by 2005; construct infrastructure in new urban areas: Nghi Son, Thach Thanh, Muc Son... according to planning, improve infrastructure in towns, townships, district centers so that by 2010 the entire Province has an urban population of over 1 million people, achieving a rate of urbanization of 25-33%.

- Transportation: Promote upgrading of north-south traffic axes. Prioritize investment in upgrading main routes heading west of the Province; transportation systems in Industrial Zones, raw material regions. Asphalt or concrete paving of main roads (100% for plain districts, 50% for mountainous districts), complete remaining bridges across major rivers, 100% of communes have roads accessible by automobiles. Build ports and dredge main inland waterways, continue to upgrade Le Mon port and deep-water Nghi Son port. Build civil airport when needed.

- Water resources: Construct Cua Dat reservoir, Len River dam, focusing on flood control in some major flooded areas. Simultaneously complete irrigation systems, reinforce canals, expand irrigated areas for some cash crops, prioritize water resources for aquaculture. Strengthen and maintain embankments and sea walls.

- Water supply and environmental sanitation: Construct clean water supply systems for domestic and socio-economic development purposes. Strive to reach 90% of rural population and 100% of urban population using clean water by 2010. Most cities will have water supply and drainage systems, specifically Thanh Hoa City meeting the standard of 120-130 liters/person/day. Treat industrial and urban wastewater before discharging it into rivers and seas.

- Electricity: Construct 110KV substations according to approved planning by the Ministry of Industry. Extend electricity to mountainous districts, improve urban power grid systems, prioritizing Thanh Hoa City, Sam Son Town, Nghi Son urban area, Industrial Zones, and densely populated areas. Average annual growth rate of electricity sales 13-15%, raising per capita consumption to 359 kWh/year by 2005; 800 kWh/year by 2010.

- Social and cultural infrastructure: Building Hong Duc University on par with other universities within the country; establishing Institutes or Branch Institutes, Research Centers for science and technology (biotechnology, information technology), specialized schools and vocational training centers, general education schools and kindergartens. Upgrading provincial hospitals, district health centers, especially regional health centers, enhancing material facilities for commune-level healthcare, sports centers. Restoring historical and cultural relics such as Lam Kinh, Ho Citadel, scenic spots such as Ben On, Tu Thuc Cave.

e) Developing social and cultural fields:

- Promoting socialization of cultural and social activities, gradually creating changes in culture, education-training, healthcare, and social issues to further improve the material and spiritual life of the people.

- Reducing the annual birth rate from 0.4 to 0.5 per thousand. Strengthening investment in material facilities for family planning implementation, maternal and child health protection; material facilities for medical examination and treatment, specifically: upgrading and modernizing the Provincial General Hospital, building a regional hospital in Ngoc Lac serving eight western mountainous districts of the Province; building a children's hospital; renovating, upgrading, and supplementing medical examination and treatment equipment for provincial and district hospitals.

- Education: Catching up and surpassing national targets, creating fundamental and comprehensive changes in education. Completing universal secondary education in 100% communes by 2007. Enhancing material and equipment facilities for teaching and learning, basically completing the construction of solid primary schools, secondary schools, and kindergartens.

- Training: Consolidating university training, establishing research Institutes or Branch Institutes, expanding college programs. Vigorously developing vocational training, bringing trained labor to 30-35% by 2010. Reducing urban unemployment below 4%, increasing rural labor utilization time to 80%, solving new jobs for 35,000-40,000 workers annually.

- Improving and raising the living standards of the people, striving to eliminate poverty-stricken households by 2010, reducing poor households to 7-8% (according to new criteria), eliminating poor communes, ensuring 100% communes have essential infrastructure. Per capita consumption indicators in the field of health care reaching the average level of the whole country.

- Enhancing the quality of cultural, physical education, information dissemination activities, preserving and promoting the traditional cultural identity of ethnic groups in the Province. Building 300 new cultural villages each year to reach 4,000 cultural villages by 2010, 90% of households meeting the standard of civilized families. Constructing and restoring some key cultural works.

- Increasing investment to enhance capacity, improve quality, and broadcasting time for radio and television. By 2010: 95% of the population will be able to watch television; radio coverage 100%.

g) Developing territorial areas:

- Coastal area: Comprehensive development of marine economy; focusing on fishing, aquaculture, mainly intensive and semi-intensive shrimp farming and export processing. Establishing rice-growing areas, soybean, ramie, rush, vegetable and fruit cultivation areas; developing pig and poultry breeding. Building the Nghi Son-Tinh Gia Concentrated Industrial Zone (oil refining, cement, construction materials, port services, seafood processing, shipbuilding and repair). Exploiting deep-water ports; intensifying investment in new urban infrastructure in Nghi Son, aquaculture infrastructure. Vigorously developing small-scale industries, services, trade, tourism.

- Midland and mountainous area: Comprehensive socio-economic development of the mountainous region, gradually narrowing the gap in economic and social life compared to the lowlands. Prioritizing the development of raw material forests for paper production, linked with upstream forest protection, protective forests, improving the effectiveness of the 5 million hectare afforestation program. Concentrating investment in sugar cane processing, fruit, candy, wood products industries, linked with concentrated crop cultivation areas; highland rubber, fruit trees, cinnamon, bamboo, tea, cassava, pineapple cultivation areas; vigorously developing farm economies to provide stable raw material sources for processing enterprises.

Exploiting and processing construction materials: limestone, sand, gravel, marble. Concentrating on infrastructure development, prioritizing the expansion and upgrading of transportation networks, electricity, clean water... Intensifying commercial activities, commodity exchange. Implementing social policies well to raise the educational level and living standards of the population, particularly ethnic minority areas.

- Plain area: Concentrating on transforming the agricultural and rural economic structure towards industrialization, improving economic efficiency, and solving employment for workers.

Strengthening investment in high-yield rice areas, sugarcane, tobacco, fruit tree cultivation, pig and poultry breeding, dairy cattle...linked with processing industry. At the same time, vigorously developing concentrated industrial zones: Le Mon, Bim Son-Thach Thanh, Muc Son-Lam Son, developing trade, tourism, and other service sectors.

Article 2. The People's Committee of Thanh Hoa Province shall be responsible for:

- Taking the lead, with the assistance of relevant Ministries and sectors, researching and drafting development programs for the period 2001-2010, preparing detailed plans, formulating target programs and investment projects in line with approved planning. Simultaneously proposing comprehensive solutions to maximize resource mobilization to promote the Province's development.

- Studying and recommending to the Prime Minister to issue specific mechanisms and policies suitable to the conditions of the Province to encourage various economic components to invest in production, seek and expand markets, develop human resources, protect the environment to achieve the set socio-economic development goals.

- Implementing organizational and management reforms, accelerating administrative reform, creating a favorable environment to attract domestic and foreign investment.

- Directing focused and prioritized investment to quickly achieve practical results; prioritizing investment in technical infrastructure, social infrastructure to create conditions for the development of key economic sectors of the Province.

Article 3. The central ministries and sectors shall be responsible for organizing the implementation of this planning together with Thanh Hoá Province to achieve the set objectives. The development plans of economic and social technical industries of the ministries and sectors must be detailed on the provincial territory through plans, target programs, and specific investment projects in each phase. During the implementation process, the Chairman of the People's Committee of Thanh Hoa Province shall be responsible for monitoring and coordinating to promptly adjust solutions.

Article 4. This Decision takes effect fifteen days from the date of signature. The Chairman of the People's Committee of Thanh Hoa Province, the Ministers, the Heads of ministerial-level agencies, and the Heads of government-affiliated agencies are responsible for enforcing this Decision.
