Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP;
Pursuant to Decision No. 140/2004/QĐ-TTg dated August 5, 2004 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Standard Metrology Quality Control General Department;
Considering the proposal of the Director of the Standard Metrology Quality Control General Department and the Head of the Organization Cadre Department,
DECISION:
Article 1. This Decision promulgates the Regulation on the organization and operation of the International Cooperation Board under the Standard Metrology Quality Control General Department.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Office, the Heads of the Organization Cadre Department, the Directors of the Standard Metrology Quality Control General Department, the Heads of related units, and the Head of the International Cooperation Board are responsible for implementing this Decision.

ORGANIZATION AND OPERATIONS OF THE INTERNATIONAL COOPERATION BOARD

FUNCTIONS, TASKS, AND POWERS
PART I
The International Cooperation Board is an entity under the Standard Metrology Quality Control General Department with the function of assisting the Director in managing international cooperation activities of the General Department.
Article 1. The International Cooperation Board has the following specific tasks and powers:
Article 2. 1. Developing directions and programs for international cooperation in the fields of standards, metrology, and quality.
2. Organizing participation in cooperation with regional and international organizations in the fields of standards, metrology, and quality.
3. Supporting or coordinating with units within the General Department to build international cooperation programs and projects in the fields of standards, metrology, and quality. Managing, monitoring, and urging the implementation of these programs and projects of the General Department with foreign partners.
4. Managing and monitoring the cooperative relations of the General Department with countries, international and regional organizations. Implementing tasks related to annual fees for international organizations of which the General Department is a member.
5. Building plans for international cooperation activities of the General Department and organizing their implementation after approval.
6. Studying and drafting relevant documents concerning the management of international relations activities in the fields of standards, metrology, and quality.
7. Participating in building and implementing proposals for economic integration at the international and regional levels.
8. Managing civil servants, files, documents, and assets of the Board according to the regulations of the General Department.
9. Performing other tasks assigned by the Director.
ORGANIZATIONAL STRUCTURE
PART II
The International Cooperation Board operates under a specialist system combined with a chief system. The leadership of the Board consists of the Chairman and several Deputy Chairmen.
Article 3. The Chairman of the International Cooperation Board is responsible before the Director and the law for the entire organization and operations of the Board.
The Deputy Chairmen perform specialized tasks and assist the Chairman in managing one or more aspects of work as assigned by the Chairman, and are responsible before the Chairman and the law for the tasks assigned to them.
Civil servants carry out specialized tasks assigned by the Chairman and are responsible before the Chairman for the performance of those tasks.
In the absence of the Chairman, a Deputy Chairman is authorized to manage the Board's activities and is responsible for decisions made by the authorized Deputy Chairman.
The appointment and removal of Board leaders are carried out according to state regulations, regulations of the Ministry of Science and Technology, and regulations of the Standard Metrology Quality Control General Department.
Article 4. The Chairman of the International Cooperation Board manages all activities of the Board based on this Regulation and the working regulations of the Standard Metrology Quality Control General Department.
CHAPTER III
WORK RELATIONSHIPS
Article 5. The Chairman of the International Cooperation Board implements the working system and relationships with heads of subordinate units according to the working regulations of the General Department and other regulations of the Director.
Article 6. The International Cooperation Board is responsible for closely collaborating with organizations assisting the Director and related units to fulfill its tasks.
Article 7. The Chairman of the International Cooperation Board coordinates with the Chairman of the Organization Cadre Board to implement this Regulation according to the guidance of the Director of the Standard Metrology Quality Control General Department.
PART IV
IMPLEMENTING PROVISIONS
Article 8. Any amendments or supplements to this Regulation shall be proposed by the Director of the Standard Metrology Quality Control General Department in coordination with the Head of the Organization Cadre Department to the Minister of Science and Technology for consideration and decision.
Article 9. The amendment and supplementation of this Regulation shall be proposed by the Director of the General Bureau of Standards, Measurement and Quality Control in coordination with the Director of the Cadre and Civil Servant Department for consideration and decision by the Minister of Science and Technology./.
