DIRECTIVE
On the implementation of the National Defense Law

To implement the National Defense Law adopted by the National Assembly of the Socialist Republic of Vietnam at its seventh session on June 14, 2005, and which took effect from January 1, 2006, the Prime Minister requests all Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities to focus on implementing the following tasks:
1. Organize propaganda and dissemination of the National Defense Law according to the guidance of the Ministry of National Defense and the Ministry of Justice to cadres, civil servants, public officials, and the people; link the implementation of the National Defense Law with the implementation of the Party's policies and state laws on national defense, aiming to enhance legal awareness and responsibility for fulfilling the mission of building and defending the country.
2. Direct and guide subordinate agencies and units to effectively implement the National Defense Law, incorporate the content of the mission to protect the country into the work programs and plans of agencies and units at all levels.
3. Within their respective responsibilities and authorities, Ministries, sectors, and localities are responsible for preparing budget estimates to ensure funding for annual national defense tasks of their Ministries, sectors, and localities, and submit them to competent authorities for decision; coordinate with the Ministry of National Defense to assist the Government in formulating and implementing plans to mobilize human and material resources for national defense during peacetime and wartime.
4. Specific tasks of some Ministries and sectors:
a) Ministry of National Defense:
- Promptly develop plans and complete training on the National Defense Law in the third quarter of 2006 for all agencies and units throughout the military; assist the Government in directing Ministries, sectors, and localities to organize training to enhance knowledge of national defense laws among cadres, civil servants, public officials, and the entire population.
- Take the lead, in coordination with the Ministry of Justice and related Ministries and sectors, promptly submit to the Government and the Prime Minister for issuance of regulatory documents guiding the implementation of the National Defense Law; issue regulatory documents within the authority of the Ministry of National Defense regarding the implementation of the National Defense Law.
- Take the lead, in coordination with the Ministry of Justice, compile study materials, propaganda, and dissemination of the National Defense Law for cadres, civil servants, public officials, and the people; coordinate with Ministries, ministerial-level agencies, and agencies under the Government to direct the implementation of national defense education as prescribed by law.
- Take the lead, in coordination with the Ministry of Planning and Investment and related Ministries and sectors, develop planning, plans, and ensure material infrastructure and technical means for the activities of the People's Army and Self-Defense Militia to fulfill the mission of building and defending the country.
- Take the lead, in coordination with related Ministries and sectors, review current regulatory documents related to the implementation of the National Defense Law to timely amend, supplement, or draft new regulatory documents for submission to competent authorities for issuance.
- Participate in reviewing development plans and projects of Ministries, sectors, and localities related to national defense as prescribed by law.
- Guide, inspect, check, summarize, conclude, and reward the implementation of the National Defense Law and national defense work in Ministries, ministerial-level agencies, agencies under the Government, sectors, and localities as prescribed by law.
- Take the lead, in coordination with the Ministry of Education and Training, compile and supplement materials on the National Defense Law to be included in the national defense education curriculum of universities, colleges, vocational schools, and secondary schools.
b) Ministry of Public Security:
- Direct public security organs at all levels to advise local party committees and governments to build a people's security posture closely linked to a nationwide national defense posture.
- Coordinate with the Ministry of National Defense to formulate and implement regulations on cooperation between the People's Public Security and the People's Army and the Self-Defense Militia in performing national defense and security tasks, to be submitted to the Government for issuance, as stipulated in Article 17 and related provisions of the National Defense Law.
- Participate in reviewing development plans and projects of Ministries, sectors, and localities related to national security as prescribed by law.
c) The Ministry of Justice:
Coordinate with the Ministry of National Defense to compile materials and coordinate with Ministries, sectors, and localities to disseminate and instill the basic content of the National Defense Law to cadres, civil servants, public officials, and the people through appropriate forms.
d) The Ministry of Culture, Sports and Tourism:
- Coordinate with the Ministry of National Defense to assist the Government in formulating and implementing plans for information dissemination and propaganda serving national defense during peacetime and wartime.
- Take the lead, in coordination with the Ministry of National Defense, related Ministries, sectors, and localities, to direct and guide central and local press agencies to strengthen propaganda on the National Defense Law and guiding documents for its implementation.
đ) The Ministry of Education and Training:
Coordinate with the Ministry of National Defense to research and supplement materials on the National Defense Law into the national defense education curriculum of universities, colleges, vocational schools, and secondary schools.
e) The Ministry of Planning and Investment:
- Take the lead, in coordination with the Ministry of National Defense and the Ministry of Finance, to develop budget allocation plans for investment programs and projects for material infrastructure, technical equipment, and means for national defense tasks; allocate national reserve funds to meet national defense needs in the first year of war and sources of funds to be ready to carry out urgent national defense tasks as prescribed by the State Budget Law and the National Reserve Law.
- Coordinate with the Ministry of National Defense to develop plans for the capacity and demand for combining economic and social development with strengthening national defense during peacetime and wartime.
g) The Ministry of Finance:
Coordinate with the Ministry of National Defense to develop and implement the state budget estimate; establish financial and budgetary systems and policies in the field of national defense as prescribed by the State Budget Law and current guiding documents.
h) The Ministry of Foreign Affairs:
Direct Vietnamese representative offices abroad and subordinate agencies and units to understand and implement national defense tasks as prescribed by the National Defense Law.
5. The Ministers, Heads of ministerial-level agencies, and government agencies, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for coordinating with the Vietnam Fatherland Front, the Vietnam Association of War Invalids and Families, and other political-social organizations to promote awareness, mobilize support, and supervise the implementation of the provisions of the Law on National Defense, and develop plans to implement assigned tasks.
The Ministry of National Defense shall be responsible for assisting the Prime Minister in monitoring, guiding, urging, inspecting, and annually reporting to the Prime Minister on the implementation of this Directive./.
