THE MINISTER OF HEALTH
Pursuant to the Quality Goods Ordinance dated December 24, 1999;
Pursuant to Decree No. 179/2004/NĐ-CP dated October 21, 2004 of the Government stipulating State Management of Product Quality;
Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Health;
Considering the proposal of the Director General of the Vietnam Drug Administration Bureau,
DECISION:
Article 1. Implementing the principles and standards "Good Manufacturing Practices for Cosmetics" of the Association of Southeast Asian Nations (CGMP-ASEAN) at cosmetic manufacturing facilities in Vietnam.
Article 2. Issuing along with this Decision guidelines for implementing the "Good Manufacturing Practices for Cosmetics" of the Association of Southeast Asian Nations.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. The Director General of the Vietnam Drug Administration Bureau shall be responsible for organizing the implementation of the "Good Manufacturing Practices for Cosmetics" of the Association of Southeast Asian Nations at cosmetic manufacturing facilities in Vietnam.
Article 5. Gentlemen/Ladies: Head of the Office, Inspector General of the Ministry of Health, Director General of the Vietnam Drug Administration Bureau, Heads of units under the Ministry, Directors of Provincial Health Departments, Municipal Health Departments directly under the Central Government, and Heads of health sector units shall be responsible for enforcing this Decision.
