Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decision No. 07/2007/QĐ-BGDĐT dated April 2, 2007 of the Minister of Education and Training promulgating the Charter of Secondary Schools, High Schools, and Multi-grade Schools;
Pursuant to Decision No. 12/2006/QĐ-BGDĐT dated April 5, 2006 of the Minister of Education and Training promulgating the Regulations on Secondary School Admissions and High School Admissions, attached hereto;
At the proposal of the Director of the Secondary Education Department,
DECISION:
Article 1.
Amending and supplementing Article 3 of the Regulations on Secondary School Admissions and High School Admissions issued together with Decision No. 12/2006/QĐ-BGDĐT dated April 5, 2006 of the Minister of Education and Training, as follows:
1. The age for admission to grade six of secondary school: from 11 to 13 years old.
2. The age for admission to grade ten of high school: from 15 to 17 years old.
The following cases are eligible for admission at an age higher than the prescribed age:
a) One year older than the prescribed age for female students and students returning from abroad;
b) Two years older than the prescribed age for ethnic minority students, students from economically disadvantaged areas, students with disabilities, those with physical and intellectual developmental delays, orphaned students without guardianship, and students from households classified as impoverished according to state regulations;
If a student falls under multiple cases specified in points a and b of Clause 3 of this Article, only one provision shall be applied to one of these cases.
4. Students who have been permitted by the competent authority to enroll before their age or skip grades in accordance with the regulations of the Ministry of Education and Training shall have their admission age reduced by the number of years they were allowed to skip."
Article 2. This Decision takes effect fifteen days after its publication in the Official Gazette. All previous provisions that conflict with this Decision are hereby abolished.
Article 3. The Director of the Office, the Head of the Department of Secondary Education, Heads of units related to the Ministry of Education and Training, Chairpersons of People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training, Principals of secondary schools, high schools, and multi-grade schools are responsible for implementing this Decision.
