Regulations on functions, tasks, powers, and organizational structure

of the Information Technology Department

THE MINISTER MINISTRY OF INFORMATION AND COMMUNICATION

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

Based on the proposal of the Organization and Cadres Affairs Department Director and the Information Technology Department Director,

DECISION:

Article 1. Position and Functions

The Information Technology Department is the advisory body assisting the Minister in performing state management functions over information technology, including: - Information technology industry (including hardware manufacturing industry, electronics industry, software industry, digital content industry, and information technology services); - Application of information technology in the operations of state agencies and in economic and social fields.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

The Information Technology Department has the following tasks and powers: To take the lead or participate in drafting for submission to the Minister draft regulatory legal documents on information technology of the National Assembly, Standing Committee of the National Assembly, and the Government,

Article 3. Organizational Structure

The Information Technology Department shall have a Director, Deputy Directors, and specialized staff members. The Director is responsible to the Minister for the results of performing the assigned functions, tasks, and powers. Deputy Directors assist the Director in directing and managing all aspects of the Department's work and are responsible to the Director for the performance of the assigned tasks. The duties and powers of specialized staff members within the Department are defined by the Director.

Article 4. Effective date

This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette. The Decision No. 34/2003/QĐ-BBCVT dated March 12, 2003 of the Minister of Posts and Telecommunications on the functions, tasks, powers, and organizational structure of the Information Industry Department is hereby repealed.

Article 5. Responsibilities for Implementation

The Head of the Office, the Organization and Cadres Affairs Department Director, the Information Technology Department Director, and the Heads of units under the Ministry of Information and Communications are responsible for implementing this Decision.
